About this file
This is a Technical Specifications document for the Orangegate Park Phase 1 Site Improvements project issued by Pierce County Department of Parks and Recreation in University Place, Washington. The project encompasses new park development on approximately 40 acres of previously undeveloped forest located north of 84th Street East in the Summit-Waller community. The scope of work includes construction of a parking lot, restroom building, covered picnic shelters, ADA-accessible nature playground, bioswales and wetland areas, off-leash dog park area, soft-surface hiking trails, and all accompanying utilities and infrastructure. The work is conducted under a single prime contract in one phase and includes site demolition, concrete work, electrical systems with Level 2 EV charging equipment, earthwork, exterior improvements including asphalt paving and fencing, landscape enhancements, and utility installations for water distribution, sanitary sewer, and storm drainage. The specifications reference appendices including topographic surveys, equipment specifications (Romtec restroom and picnic shelter buildings), geotechnical reports, drainage reports, and archaeological monitoring requirements for site 45PI1615, which necessitates Owner-provided archaeological monitoring during clearing, grading, and demolition activities within a 30-meter buffer zone.
The contract includes six additive and substitutive alternates allowing the Owner discretion regarding Picnic Shelter 1, an Off-Leash Area loop trail, blackberry clearing within the off-leash area, split rail fencing along 84th Street East, and contractor-furnished trail directional and entry signage. A Schedule of Values submittal is required with detailed line-item breakdowns, including separate accounting for grant-reimbursable and non-grant reimbursable work areas, with closeout activities capped at 2 percent, punch list activities at 2 percent, demonstration and training at 1.25 percent, and mobilization at 5 percent of contract total. Unit pricing is established for unsuitable soil removal and replacement. Progress payments are submitted monthly by the 20th, processed through Owner's Procore project management software, with applications requiring an approved Schedule of Values, Contractor's Construction Schedule, and compliance with prevailing wage and apprenticeship utilization requirements. The project mandates strict coordination with Pierce County Parks and Recreation staff, public access maintenance during construction, archaeological monitoring compliance, and adherence to Pierce County's General Provisions for Construction Contracts and all applicable local regulations.
