About this file

This is Addendum 1 to a Request for Qualifications (RFQ) issued by the Colorado Department of Human Services (CDHS) for the Enhanced Protective Placement Unit project at the Colorado Mental Health Institute at Pueblo (CMHHIP), RFQ number 2027000004. The project involves the conversion of Cottage 137 from a hospital facility (I-2 occupancy) to an Interim Care Facility (ICF). Design and construction services are being solicited to support this licensing change and facility conversion. CDHS will provide all current and historical drawings in multiple formats, including PDF, AutoCAD, and other electronic formats across all disciplines (architecture, site, MEP, and structural) to the awarded consultant following contract execution.

The addendum clarifies key project parameters and responsibility allocation. Hazardous materials testing, coordination, and any required remediation remain the responsibility of the facility ownership and are explicitly excluded from the scope of work and associated costs. The licensing change from hospital to ICF will occur after construction is completed and will not impose constraints on either the design or construction phases. The addendum includes an Enrollment Sheet attachment and addresses three substantive questions regarding hazardous materials, facility licensing requirements and timelines, and the availability of existing facility documentation.

Addendum 1

RFQ Enhanced Protective Placement Unit, CMHHIP

RFQ 2027000004

QUESTIONS/ANSWERS

1. Please confirm that hazardous materials testing will be performed and that the cost/coordination of any testing or remediations will be outside the scope of this project.

ANSWER: Correct, ownership will take care of testing and removal of any hazardous materials.

2. We understand that Cottage 137 is currently licensed as a hospital (I-2 occupancy), and that this license will be changed by CDHS to become an Interim Care Facility (ICF). Please confirm. What is the expected timeline for this effort, and are there anticipated constraints on either design or construction due to this licensing change?

ANSWER: Correct, this is a hospital facility that will be relicensed as an ICF.

Licensing for an ICF is required after the building is constructed therefore, design and construction is not impacted by the licensing requirement.

3. What existing documents are available for the Cottage 137? We are hoping for drawings in PDF form, Autocad or other electronic form, and all disciplines including architecture, site, MEP, structural. Can these be provided to bidders?

ANSWER: CDHS will share all current and historical drawings with the awarded consultant.
