Question & Answer # 2 Professional Services for Government Contracting Mentorship Program – OMWBE 2024-K12

This document is posted to capture the questions received during the question & answer period for Competitive Solicitation OMWBE 2024-K12. This document is the official response to the questions received through 5 PM, Thursday, August 29, 2024.

Are any of these contracts in Eastern Washington?
Yes. On Page 1 of the Competitive Solicitation, it lists the number of awards for the Mentor Category: intended for each of three regions: 4 (four) awards for Western Washington, 2 (two) awards for Central and 2 (two) awards for Eastern Washington are listed.

I was interested in bidding on this opportunity, but I don't have experience with construction. I have been mentoring and coaching for over 20 years, and I would certainly be successful in the Program Administrator role, but am hesitant about bidding. Can you please provide furhter clarification on if this would be worth me bidding on given my experience?

Exhibit B-1 Scope Statements list all the minimum requirement bidders must meet for their bids to be deemed responsive.

Specifically in Section 2 A it states: “[A m]inimum of five (5) years of business experience in one or more of the following areas:

Transportation Construction and Building or related areas including but not limited to: highway, street, road, and bridge construction and related industries including site preparation, concrete pouring, electrical work, engineering, environmental consulting, and support services such as flagging, and traffic control and mitigation services, safety enhancements landscaping, lighting, and others.”

Bidders should download all solicitation documents and carefully review all minimum performance requirements certifications and other requirements in all documents to determine if they meet minimum performance requirements and whether it will be worth bidding on this solicitation.

I've tried to go out there 6 times now to open the bid at that APP, and I have to keep resetting my password again and again, and can not make progress. Can you just send the bid wording while I wait for 2 days to reset the password, again?

Multiple documents are included in this competitive solicitation including all timelines, definitions, required exhibits, and other documents including revisions, amendments, questions from other bidders and the answers to their questions.

Our system does now allow sending all necessary solicitation documents via email.

WEBS Customer Service can help reset your password, which I believe should be a relatively instantaneous process. Updating your password and gaining access to your account will allow you to download all documents and any additional updates that may be issued prior to the bid closing.

When does this plan to start? How would we file to be a protégé?
Information on the program start is listed in the Competitive Solicitation, page 6, which lists the anticipated contract award date, November 1, 2024.

A similar question to yours about how to file a Protégé was answered in Q &A #1, Question #5 and restated: “Mentors and a Program Administrator will be selected from this competitive solicitation. Protégé selection is separate from this solicitation. OMWBE will assign Protégés at a later date.”

Is there a proposal or schedule of work to be performed so we could at least see what the scopes are?
Exhibit B-1 Scope Statements detail the scope of the proposal and requirements of potential vendors for this solicitation. All Competitive Solicitation documents are available for download in WEBS (Washington Electronic Solution) at: https://pr-webs customer.des.wa.gov/.
