The cost proposal requires bidders to provide hourly rates for the services described in the Scope of Work. Approved travel costs will be reimbursed separately and are not included in the cost proposal. The contract will be awarded to the bidder(s) with the lowest cost proposal per category/region. The contract will cover a range of jurisdictions within the state of Washington, including multiple counties and cities.

EXHIBIT C – COST PROPOSAL
BIDDER:
Instructions:
1. Bidder must insert a not-to-exceed hourly rate to perform the services as described in the solicitation in one or both of the two following tables representing each contract categories below.
2. Bidder must complete the cost proposal sheet for either one or both categories and any number of Regions for Category 1 to perform all tasks and deliverables, in their entirety, the scope of work as defined in Exhibit B-1 - Scope of Services, for each Category, as well as all other requirements outlined this solicitation.
3. Travel for in-person training or meetings may be necessary as part of this scope of services. Travel costs (per diem, gas, ferries, tolls, and other related items) will only be paid at the behest/discretion of OMWBE for work performed for this scope of work, and in accordance with the Washington Office of Financial Management’s State Administrative & Accounting Manual (SAAM), Chapter 10. Bidder shall provide a detailed itemization of expenses, including description, amounts and date, and receipts for amounts of fifty (50) dollars or more when requesting reimbursement. Approved travel costs will not be included as part of this cost proposal but will be billed separately to OMWBE.
Note: For any category or region(s) you are NOT bidding, indicate “N/A” in “Hourly Rate” column.
Bids with Rate(s) left blank may be deemed nonresponsive and will not continue further in the process.
Evaluation:
1. The following formula will be utilized for evaluation of cost proposals:
(Lowest Cost Proposal (per Category/per Region)/(Bidder’s Cost Proposal) * 35 (Points Available) = Bidder’s Cost Score
