This document is a Question & Answer response related to a competitive solicitation (2024-K12) issued by the Office of Minority & Women's Business Enterprises (OMWBE) for a Mentorship Program for Government Contracting. Question & Answer # 1 Professional Services for Government Contracting Mentorship Program – OMWBE 2024-K12

This document is posted to capture the questions received during the question & answer period for Competitive Solicitation OMWBE 2024-K12. This document is the official response to the questions received.

One question and response included in this document requires changes to the solicitation documents: The Competitive Solicitation has been updated in 2024- K12 Comp Sol on WEBS as 2024- K12 Comp Sol V2. The change, in “Competitive Solicitation Deadlines” table located in Section 1.1 on page 6, adds “11:59 PM Pacific Daylight Time” to the deadline for submitting bids, Monday, September 23, 2024.

I see the date for the bid submission deadline of September 23, 2024. Usually there’s a specific time with the deadline and there is no time listed.
No specific time deadline was included in the original competitive solicitation. A deadline time will be set by amendment to the competitive solicitation.

Bidders are encouraged to submit their bids prior to the last day for submitting bids, Monday, September 23. The latest time for submitting bids will be September 23, 2024 at 11:59pm Pacific Daylight Time.

Subcontractors are not allowed for this solicitation, correct?
Correct. Subcontractors are not allowed on this solicitation. See pages 2 and 4 of Exhibit B-1 - Scope Statements.

So, you cannot work the contract yourself with a sub-contractor working with you, but you can have a mentor who is employed by your business do the mentorship with you?
Subcontracting will not be allowed in the resultant contracts from this solicitation. Additional support personnel clearly identified as “Key Personnel” in Exhibit B-2 question “M-1 Mentor Experience” may participate in performance of the contract. See pages 2 and 4 of Exhibit B-1 - Scope Statements.

I am unsure if we qualify for these contracts because we are a non-profit and therefore not eligible to be certified as a Washington Small Business. Are non-profit organization able to bid on these Sheltered Market Contracts?

Yes, all bidders are eligible and encouraged to bid. The eligibility requirements for Sheltered Market Contracts are listed on page 3 of the Competitive Solicitation.

That said, bidders are advised that if OMWBE does not receive enough responsive, responsible bids from Sheltered Market Bidders for all awards in all categories, then OMWBE may evaluate bids from bidders who do not qualify for Sheltered Market contracts.

Will Protégé’s be selected from this solicitation or how will OMWBE select them?
Mentors and a Program Administrator will be selected from this competitive solicitation. Protégé selection is separate from this solicitation. OMWBE will assign Protégés at a later date.

Concerning Workers’ Compensation insurance coverage: Do I need this if I am the only person working for my company since I don’t have any employees?
No, Worker’s Compensation coverage is not required for sole proprietorships.

It seems like OMWBE is prioritizing small businesses to mentor small businesses for this solicitation, is that correct?
Yes, that is correct.

Do we have to be accredited under the applicable forms or is just being certified under WEBS and meeting the description in the competitive solicitation enough?
Bidders must meet the definitions for certification as described in the competitive solicitation.

Can you be both a Small Business and Certified Veteran Owned business?

Are out-of-state firms are still encouraged to bid on this?

Yes, all bidders are eligible and encouraged to bid. The eligibility requirements for Sheltered Market Contracts are listed on page 3 of the Competitive Solicitation.

Concerning Regional Awards: Do we specify a preferred region or will OMWBE decide for us?

Bidders will choose which region or regions they are bidding on for Category 1 – Mentors on Exhibit C – Cost Proposal. Bidders are asked to indicate “N/A” for any Regions they are not bidding.

Each Region/Category will be evaluated and awarded separately, and bidders can win multiple Regions/Categories.

Regarding micro businesses I have heard that they automatically meet the definition of a certified as a small business is that true?
Bidders must check Item #22 of Exhibit A-1 to determine if you meet all requirements to qualify as a Washington Small Business.

What is the process of selecting candidates?
Bids will be evaluated as described in Section 3 – Bid Evaluation of the Competitive Solicitation. Top scoring bidders will advance to Demonstrations and Bidder Responsibility Analysis, which are both pass/fail.

What defines level of success with candidates?

Minimum requirements for Category 1 – Mentors and Category 2 Program Administrator are detailed in Exhibit B-1 Scope Statements.

In the left-hand column of Exhibit B-2 - Performance Requirements, information defining minimum acceptable standards as well as “added value” considerations that bidders are encouraged to include in responses for each question are listed.

Will all proposals be opened even if not a Sheltered Market business?
Yes, all received bids will be opened. However, not necessarily all bids will be scored. Whether bids are scored or not will depend upon how many sheltered market bids are received and determined to be responsive and responsible.

Will demonstrations be in-person or virtual?
Demonstrations will be held virtually via Teams.

Concerning the work product example required. Could you elaborate how specific the work product example should be: written work, website, video?
Please provide a written sample of your work, such as a bid proposal, a workshop outline, a course outline, or marketing materials for a project or program, etc., but no videos. Your sample work deliverable will be scored based on how well it answers the added value element(s) of the question.

Samples must be attached to your bid documents as separate, stand-alone documents saved as PDF files preferably. No zipped files will be accepted.

Can you provide more than one work sample? Can one be a PowerPoint presentation? If so should it be made into a PDF?
Yes, you may submit more than one sample, as separate stand-alone files. Please attach any Power Point slides as a stand-alone pdf document, as Power Point slides will be too larger to include. (to save Power Point slides as a pdf document, choose “save as” then select “pdf”). No zipped files will be accepted.

If we want to submit a PowerPoint and the file is large, can I send through Google drive?
No, bids or attachments may not be submitted by Google or any other drives. Work samples should be submitted as be pdf files sent via email for required record retention purposes.

I saw an option for the vendor to be paid via a credit card is this required?
It is not required that you be paid by credit card. You may be paid by direct deposit, check, or by credit card. Direct deposit is preferred. If you must be paid by credit card indicate so on A-2.

Describe any “ramp up” period if Program Administrator is developing curriculum how many months to develop curriculum and how long to find proteges within the 8-month period of performance? If expected to spend time with protégé how long is that time commitment out of the 8-month term?
There will not be “months of time” for creating curriculum. Mentors are responsible for providing training sessions and accompanying materials when program begins, shortly after November 1, 2024, when contracts are finalized.

Estimated hours for specific activities are indicated on Exhibit B-1 Scope of Services Category 1 Mentors.

The Program Administrator’s role in curriculum is limited to item E under Program Administrator’s Tasks and Responsibilities: “Provide basic curriculum, materials, and additional resources (handbooks, guides, cheat sheets, videos, relevant books, and tips that can be useful for the mentoring relationship to progress).
