2023 Industry Day-Amendment 1 Logistics Planning and Construction Oversight
Updated RFI- Attached is the PowerPoint presentation (slides), Q&A, Request For Information, Logistics Planning and Oversight Feedback form, and Updated DRAFT Performance Work Statement (PWS).
As part of continuing Market Research, this announcement is not a notice of solicitation issuance. This is a notice for planning purposes only; intended to obtain questions/feedback from industry after the Logistics Planning and Construction Oversight Industry Day. This Sources Sought does not commit the Government to contract for any supply or service whatsoever. Further, FEMA is not at this time seeking proposals and will not accept unsolicited proposals. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are advised that the U.S.
Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the interested party’s expense. Not responding to this Sources Sought does not preclude participation in any future Request for Proposal (RFP), if one is issued. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Any solicitation issued for the Logistics Planning and Construction Oversight Contract will be posted at a later date.
Description
The Federal Emergency Management Agency (FEMA) mission to support our nation depends on partnerships with our citizens and first responders, and as we work together, we are able to build, sustain, and improve our mission ready capabilities before, during, and after a disaster.
The TTHU program, is seeking assistance with disaster housing planning, quality control, technical analyses, and administrative services to support direct temporary housing implementation. These services include providing credible and timely evaluation necessary to determine if direct housing assistance is needed, developing a mission plan for TTHUs, identifying and determining area feasibility, provide detailed information on local codes, permitting requirements, installation and transportation restrictions, points of contact for state and local authorities, and other information necessary from the TTHU mission perspective.
The program also requires operational and technical field project management services to support active direct temporary housing missions. Operational and technical field support will include construction site oversight, determining performance of area feasibility, invoice tracking, data
Washington, DC analysis, and administrative support. Additional services include assisting with the Multifamily Lease & Repair (MLR), Direct Lease, Permanent Housing Construction – Repair (PHC – Repair) and Permanent Housing Construction – New Construction (PHC – New Construction), architectural and engineering services, maintaining a lifecycle process management system, and supply chain analysis.
Capabilities should include but are not limited to:
1. Deploy a team, within 24 hours, for a contiguous United States (CONUS) operation, and within 72 hours, for an Outside Continental United States (OCONUS) mission, to include the states of Hawaii and Alaska, as well as the U.S. territories?
2. Is your company capable of remaining at either CONUS or OCONUS location, for a minimum of two weeks, with a deployable team, to include a housing mission planning team, a contract oversight and/or project management team?
3. Is your company capable of supporting, up to five simultaneous emergency or major declared disasters, within any given 12 consecutive month period?
a. An emergency declaration is defined as, a request for Federal assistance to supplement State, Tribal, and Local government efforts and capabilities. Emergency Declarations provide assistance to save lives, protect property and public health and safety, or to lessen the threat of a catastrophe.
b. A Major Disaster Declaration is defined as, a requested granted by the President, for any natural event, including any hurricane, tornado, storm, high water, wind-driven water, tidal wave, tsunami, earthquake, volcanic eruption, landslide, mudslide, snowstorm, or drought, or regardless of cause, fire, flood, or explosion, that the President determines has caused damage of such severity that it is beyond the combined capabilities of state and local governments to respond.
4. If your company cannot support five disasters, as stated above, how many simultaneous disasters can your company support within that 12-month period?
5. What, if any, additional assets, tools, or expertise would your company request from FEMA to support housing mission planning, oversight, and project management support?
6. Do you have a recommendation for contract pricing? Please include examples of rates to include travel and rates to exclude travel rates based upon government travel regulations.

Interested parties are requested to respond to this Sources Sought in the following manner.

Your response must be concise to deliver the information and should not exceed 4 pages, single space, excluding graphs, charts, and proposed cost breakouts in a Microsoft Word or PDF document required to convey the information. Also include company name, contract vehicle number (if applicable), NAICS code, company business size, email, address, and phone number, and any proprietary information required to convey the information. Responses shall be submitted via e-mail only to the points of contacts.
Please contact the listed POCs below for additional questions. Questions and comments regarding this announcement shall be submitted in writing by e-mail to the POCs via the Request For Information, Logistics Planning and Oversight Feedback form (attached). Verbal questions will NOT be accepted.

In closure, the purpose of this RFI is for the Government to conduct market research. This is not a solicitation for proposals. The Government cannot issue a contract award based on this RFI. Any information submitted in response to sources sought/request for information (e.g., capability statements) is subject to disclosure under the Freedom of Information Act, USC 552(a). The Government does not request any proprietary information be submitted, not shall it be liable, for any consequential damages for any proprietary information.
