FOR CONTRACT RR-25-2022

ILLINOIS STATE TOLL HIGHWAY AUTHORITY

Questions pertaining to Plan Holders

Question No. 1.

The DBE goal of 26% for this area is very high. On the contract in 2015 at this same location the goal was 15%. Typical IDOT DBE goals at this location is less than 5%. Would Tollway consider lowering the goal?

Response No. 1.

The DBE goals for this contract were set based upon review of the scope of the work involved, estimated availability of DBE firms for those scopes of work from the current disparity study, the location of the work and history with similar projects, and other factors.

The special provisions provide for award of contracts to bidders who either meet the established DBE goals or demonstrate good faith efforts to do so. If a potential bidder cannot obtain sufficient DBE participation to meet the contract goals, the bidder must document its efforts via the DBE Form 2023 Demonstration of Good Faith Efforts. For further assistance, please refer to the DBE Special Provisions regarding the good faith efforts/waiver process.

Question No. 2.

When will the plans for this job become available?

Response No. 2.

Refer to Volume 1 Page A-1, paragraph in the middle of the page for detailed instructions on how to obtain the advertised documents.
