About this file

This document is a user guide for the State of Wisconsin's statewide contract for Internet Service Provider (ISP) services, administered by the Department of Administration's State Bureau of Procurement. The contract serves Wisconsin state agencies, including University of Wisconsin campuses, as well as cities, counties, villages, and townships designated as political subdivisions under state statute. Five vendors are awarded contracts under this vehicle: AT&T Corporation, Charter Communications Operating LLC, Frontier Communications, TDS Metrocom LLC, and Time Warner, each with designated STAR Supplier IDs and specific contract numbers under the umbrella RFB 28168-KK.

The contract covers ISP services that must include both transport and transit capabilities, classified under NIGP Code 915-51 for Information Highway Electronic Services. The initial contract period runs from October 1, 2014, through September 30, 2018, and operates as a cooperative purchasing agreement allowing voluntary participation by authorized users. The document establishes vendor contact protocols requiring site prequalification through submission of location details including site name, complete address, and analog phone number to designated vendor representatives. Contract administration is managed by Connie Bandt of the Division of Enterprise Technology, with specific guidance provided for state agencies regarding the transition of Charter and Time Warner Cable services around October 1, 2017.
