About this file

This file contains submittal forms and financial proposal templates for a Request for Proposals (RFP) issued by Los Angeles World Airports (LAWA) for concessions development and operation in Terminal 4 at Los Angeles International Airport. The RFP solicits qualified proposers to develop, manage, and operate food and beverage, retail, and specialty concessions across four distinct packages: Package A (First Class Marketplace), Package B (Locally Brewed, Timelessly Cool, LA Dining), Package C (LA Food Hall & Libations), and Package D (High Altitude Retail). Proposers may submit responses to multiple packages but cannot be awarded more than two packages. The forms detail specific units within each package, including required unit square footage, proposed concepts or brands, and baseline financial expectations. The proforma sales projections assume a stabilized post-development Terminal 4 with a passenger activity baseline of 4,250,000 enplanements in fiscal year 2029 (Year 1), with projected enplanement growth rates between 1.5% to 3.0% annually depending on domestic versus international flights.

Proposers must submit percentage rent rates equal to or greater than specified minimums by sales category: 12% to 14% for coffee, bars, quick-serve restaurants, and food and beverage marketplace offerings; 10% to 12% for restaurant and casual dining; 18% to 20% for alcoholic beverages; and 14% to 15% for travel essentials and specialty retail. Initial qualified investment amounts vary by unit square footage and category type, ranging from $900 to $1,750 per square foot, with proposers required to document actual investments through certified financials. All awarded operators must maintain a minimum reinvestment percentage of 20% of their actual initial qualified investment amount across the agreement term to enhance guest experience and drive incremental sales. The Minimum Annual Guaranteed (MAG) rent is calculated as the greater of either the per-enplaned passenger MAG multiplied by prior year Terminal 4 enplanements or 85% of prior year base rent, with annual adjustments based on CPI at 2.5% per year. Package C proposers have a right of first refusal to develop Unit 4SA011 (Remote Prep Kitchen), and Package D proposers must incorporate a local or small business enterprise incubator retail opportunity.

F. Proforma Sales, by Unit / Concept
Proposers are required to provide Proforma Sales, by Unit/Concept, for each Package submitted for consideration. A seperate TAB is included for each of the respective Pacakges.
Fiscal year 2029 (Year 1) proforma sales amounts should assume a stabilized, post-development Terminal 4 with a passenger activity baseline estimated at 4,250,000 enplanements. For purposes of calculating the Per Enplaned Passenger MAG in Year 1 of the Agreement, the total enplaned passenger activity level for flights departed from Terminal 4 in fiscal year 2029 (Year 1) is assumed to be 4,250,000 Epax.
The Per Enplaned Passenger MAG in Year 1 of the Agreement will equal 80% of the calculated value of Y1 proforma sales for each sales category multiplied by the Proposer's Percentage Rent Rate(s) for each category, by Unit, divided by 4,250,000 Epax. For each subsequent Agreement Year, the Per Enplaned Passenger MAG will increase (or decrease) by CPI. The resulting Minimum Annual Guarenteed Rent (MAG), for each Unit, will be the greater of: 1) the Per Enplaned Passenger MAG multiplied by the Prior Year's Terminal 4 enplanements, or 2) 85% of the Prior Year's Base Rent.
For any Unit(s) open prior to fiscal year 2029 (July 1, 2028) or Year 1, Base Rent shall be defined as Percentage until the commencement of the first Agreement Year.
The annual enplanement growth rate for passenger activity is forecasted between 1.5% - 2.5% (domestic) and 2.0% - 3.0% (international). The included proforma is modeled assuming a blended enplanement growth rate of 2.0%. For consistency, Proposers should assume CPI of 2.5% per year when developing their proforma. Any additional assumptions made in preparing the proforma must be specified.
