About this file
This Request for Proposals (RFP) is issued by Los Angeles World Airports (LAWA) seeking qualified individuals or firms to develop, manage, and operate food and beverage and convenience retail concessions in Terminal 4 at Los Angeles International Airport. The opportunity is designated as Package A—First Class Marketplace, comprising 5,184 square feet of post-security concession space plus an arrivals-level pre-security coffee unit. The proposed concessions will occupy space within Terminal 4's post-modernization environment, which is undergoing a $1.6 billion renovation by American Airlines, with completion expected by early 2028. Phase one space delivery is anticipated in Q4 2026, and phase two in Q3 2027, with Year 1 of the concession agreement commencing July 1, 2028. The RFP was issued July 14, 2026, with a proposal due date of August 26, 2026 at 4:00 PM PST. A pre-proposal meeting was held July 22, 2026. The question submission deadline was July 28, 2026. The concession term is twelve years plus one optional three-year performance-based extension, as determined by the CEO based on established metrics such as sales growth per enplaned passenger. LAWA expects multiple concession awards to multiple qualified firms and emphasizes innovative concepts reflecting Los Angeles' cultural identity, incorporating local and global brands with strong commercial vision and technology integration.
The financial structure requires proposers to pay the greater of Minimum Annual Guaranteed Rent (MAG) or Percentage Rent. Minimum percentage rent requirements are 10.00% for coffee, bar, quick-serve restaurant and F&B marketplace categories, and 14.00% for both alcoholic beverages and travel essentials and specialty retail. The MAG is calculated at 80% of the proposer's submitted Year 1 sales forecast per unit, divided by a baseline of 4,250,000 annual enplaned passengers, then adjusted annually by the greater of CPI-adjusted per-enplanement amounts or 85% of prior year base rent. Proposers must submit a Minimum Initial Qualified Investment Amount, with minimum per-square-foot benchmarks of $1,750 for units under 1,000 SF and $1,500 for units exceeding 1,000 SF in the F&B marketplace category. A contractual Minimum Refurbishment Percentage of at least 20.0% of the actual initial qualified investment must be invested throughout the agreement term. A $25,000 proposal bond is required. All proposals must include five-year pro forma projections assuming 4,250,000 baseline enplanements with 2.0% annual growth and 2.5% inflation. Evaluation criteria assign 25% weight to concepts and design, 20% to operating experience, 15% to business operations management, 15% to financial capability, and 25% to the financial proposal. No Airport Concession Disadvantaged Enterprise Program set-asides apply to this opportunity.

SECTION 1
INTRODUCTION AND OPPORTUNITY
1.1 THE OPPORTUNITY
Los Angeles World Airports (LAWA) is seeking proposals from qualified individuals or firms (Proposers) to develop, manage, and operate the concessions in Terminal 4 (pre-security and post-security) at Los Angeles International Airport (LAX). LAWA is seeking creative and innovative concession operators that will elevate the passenger experience. LAWA will award multiple concession opportunities to multiple qualified firms.
The successful Proposer (Operator) will be responsible for successfully developing, managing, and operating food & beverage and convenience retail in Terminal 4 at LAX. This opportunity does not include vending, catering, or pop-ups.
Operators must deliver a program that is innovative and provides thoughtful customer service, has a strong commercial vision, and delivers a unique passenger experience at LAX that is competitive with the world’s leading international airports. Proposals must reflect brands and concepts that have regional, national and global appeal, and evoke Los Angeles’ imaginative spirit. LAWA is looking for proposals to incorporate technology and interactive social media to highlight the City of Los Angeles’ diverse collection of locally inspired brands, culinary offerings, and regional identity in their response to this RFP.
LAWA is seeking concession concepts that state that a passenger has “arrived” in Los Angeles, the iconic entertainment and creative hub of the world. We host and extend hospitality to travelers so that dreams and possibilities soar.
LAWA anticipates that the proposed concession concepts will convey the following emotional responses to passengers:
• Welcoming: A warm invitation from Los Angeles and Angelenos to visit their home
• Reassuring: Visitors feel as if they are being taken care of by Angelenos and their hospitality
• Exciting: Visitors have “arrived” at the source of possibility – Los Angeles is a place where dreams come true
• Exhilarating: Los Angeles is a diverse palette of people and cultures – anyone can create an amazing story here
• Inspiring: The creativity and passion of Los Angeles is energizing – visitors will have a Los
Angeles story to bring back home
The design theme for Terminal 4 – The Right Stuff (Tech & Innovation) captures the bold energy of the Los Angeles region’s high desert, where California style meets the innovation of aerospace and tech pioneers with nods to vintage poolside glamour, classic cars, and the spirit of entrepreneurial dreamers.
1.2 BACKGROUND INFORMATION
Terminal 4 is currently undergoing a $1.6 billion modernization facilitated by American Airlines.
Improvements include a refreshed departure hall, an expanded security screening checkpoint, and a new south concourse with additional space for holdrooms, restrooms, a new bus gate, and new concessions that will serve both domestic and international traffic.
Completion of Terminal 4 modernization is expected by early 2028. LAWA is phasing the implementation of the new concessions as spaces become available. The first phase of new spaces is anticipated to be delivered to LAWA in Q4-2026, and the second phase is targeted for a Q3-2027 turnover to LAWA. Refer to Section 1.9.
LAWA intends to deliver units to concessionaires with utility infrastructure points of connection stubbed into the individual concession spaces. Additionally, LAWA has taken on the design and construction of the common concession seating areas [inclusive of flooring, ceiling/lighting (where applicable), furniture, and trash/recycling fixtures], and concession storefronts (all units where storefronts are applicable).
1.3 RFP PACKAGE / RESPONSES
Proposers must include proposals for all units in Package A. This opportunity is only comprised of Package A – First Class Marketplace, shown below:
Package A Food & Beverage A: First Class Marketplace – 5,184 SF Immediately after the passenger security screening checkpoint, passengers entering the Terminal 4 concourse will pass through a concession node that is envisioned to be a “lounge-like” atmosphere stitched together by a common concession seating area that creates an elevated and sophisticated environment. LAWA envisions a hybrid marketplace unit including both premium coffee and gourmet market provisions, a high-end bar that reflects Los Angeles’ creative cocktails and beverages, and a quick-service unit that is compatible with the rest of the

Neither the Board nor LAWA shall be obligated to respond to any submittal, nor shall they be legally bound in any manner whatsoever by the receipt of a submittal.
All information stated in the submittal should be factual, truthful and should not be fabricated, embellished, extended or misrepresented.
