About this file
This is a Request for Proposals issued by North Summit School District in Utah for a storm drainage and infiltration improvement project on District property. The project involves installing approximately 12-inch diameter storm drain pipe to convey stormwater from an existing sump area through a new manhole near the top of a hill and continuing to a new infiltration/sump manhole in the skate park area. The scope includes excavation, trenching, bedding, backfill, compaction, grading, restoration of disturbed areas, pavement and concrete restoration, removal and disposal of excess excavated material, and traffic and pedestrian control. Contractors must install one 4-foot-diameter, 8-foot-deep precast concrete manhole at the upper location and one 4-foot-diameter, 6-foot-tall precast concrete manhole/sump at the skate park with perforations for infiltration surrounded by clean drain rock. The project has an earliest start date of October 14, 2026, with an anticipated 5-day construction duration and substantial completion date of October 18, 2026. Proposals are due by September 8, 2026, at 3:00 PM, submitted to North Summit School District, 65 S Main, Coalville, UT 84017, or electronically to msargent@nsummit.org. Contractors are strongly encouraged to inspect the project site before submitting proposals and may contact Dalton Ross at 435-315-5540 or dross@nsummit.org to arrange site access or request clarification.
Contractors must submit a lump-sum proposal price with a detailed cost breakdown including mobilization/site preparation, excavation and trenching, pipe and installation, manhole installations, drain rock/infiltration materials, backfill and compaction, pavement/concrete/landscape restoration, and other costs. The District will evaluate proposals based on total project cost, experience with similar projects, proposed construction approach, ability to meet the schedule, quality and suitability of materials, references and past performance, warranty provisions, proposal completeness, and overall value. Contractors are responsible for field verification of all dimensions, elevations, utilities, and site conditions and must include all work necessary for a complete and functioning drainage system. The successful contractor must provide workers' compensation and general liability insurance prior to work commencement and shall warrant workmanship and installed materials for a minimum of one year following final acceptance. The District reserves the right to reject any or all proposals, waive minor informalities, request clarification, negotiate with proposers, and accept the proposal deemed in the best interest of the District, with no guarantee that the lowest-priced proposal will be selected.

REQUEST FOR PROPOSALS
Storm Drainage and Infiltration Improvement Project North Summit School District Project Location: District Property / Skate Park Area
1. INVITATION TO PROPOSE
North Summit School District (“District”) is requesting proposals from qualified contractors to furnish all labor, materials, equipment, supervision, excavation, installation, backfill, restoration, and other work necessary to complete a storm drainage and infiltration improvement project on District property.
The purpose of the project is to improve drainage by conveying stormwater from an existing sump area through a new 12-inch drainage line to a manhole near the top of the hill and continuing the drainage line to a new infiltration/sump manhole located in the skate park area.
A conceptual aerial sketch has been provided showing the anticipated drainage route. The District has also provided a typical manhole detail as a reference for construction. The attached typical detail depicts precast concrete manhole construction, foundation, backfill, piping, and related components; contractors shall field verify conditions and identify any modifications necessary for this specific installation.
2. PROJECT DESCRIPTION
The anticipated project generally consists of:
• Connecting to the existing sump/drainage collection area.
• Installing approximately 12-inch diameter storm drain pipe along the route generally shown on the attached aerial exhibit.
• Installing an approximately 8-foot-deep, 4-foot-diameter manhole near the top of the hill.
• Continuing the 12-inch storm drain pipe downhill toward the skate park.
• Installing an approximately 6-foot-tall, 4-foot-diameter manhole/sump in or adjacent to the skate park area.
• Providing perforations or drilled openings in the lower portion of the skate park sump/manhole to allow infiltration.
• Installing appropriately sized clean drain rock/gravel around the infiltration portion of the sump.
• Excavation, trenching, bedding, backfill, compaction, grading, and restoration of all disturbed areas.
• Pavement, concrete, landscaping, or other surface restoration as required.
• Removal and lawful disposal of excess excavated material and construction debris.
• Traffic and pedestrian control as necessary to safely perform the work.
The conceptual alignment shown on the aerial exhibit is intended to illustrate the general project intent and is not a surveyed construction alignment.
3. CONTRACTOR RESPONSIBILITIES
The successful contractor shall be responsible for field verifying all dimensions, elevations, existing utilities, drainage conditions, access limitations, and site conditions before beginning construction.
The contractor shall include in its proposal all work reasonably necessary to provide a complete and functioning drainage system, including:
1. Mobilization and site preparation.
2. Utility locating and coordination.
3. Excavation and trench safety.
4. Dewatering, if required.
5. Pipe bedding and installation.
6. Manhole excavation, bedding, installation, and connections.
7. Infiltration gravel/drain rock.
8. Backfill and proper compaction.
9. Surface restoration.
10. Cleanup and disposal.
11. Testing and inspection as applicable.
12. All equipment, materials, labor, and incidental work necessary for completion.
The contractor shall protect existing buildings, pavement, utilities, landscaping, fences, sidewalks, drainage improvements, and other facilities throughout construction.
4. PIPE INSTALLATION
The project is anticipated to utilize 12-inch storm drainage pipe.
The contractor shall identify the proposed pipe material in its proposal. Pipe and fittings shall be suitable for underground storm drainage applications and shall be installed according to manufacturer recommendations and applicable industry standards.
The contractor shall verify the required pipe slope and elevations in the field prior to installation to ensure positive drainage between structures.
Any conflicts discovered between the proposed alignment and existing utilities or site conditions shall immediately be brought to the District's attention.
5. UPPER MANHOLE
The project shall include installation of one approximately:
4-foot-diameter × 8-foot-deep precast concrete manhole
The manhole shall receive the drainage line from the existing sump and discharge through the 12-inch drainage line toward the skate park sump.
The installation shall include, as applicable:
• Precast concrete sections;
• Base/foundation;
• Pipe penetrations and watertight connections;
• Frame and cover;
• Adjustment rings;
• Bedding;
• Backfill and compaction; and
• Surface restoration.
Final rim elevation shall be coordinated with existing and proposed grades.
6. SKATE PARK INFILTRATION SUMP
The project shall include installation of an approximately:
4-foot-diameter × 6-foot-tall precast concrete manhole/sump
The lower portion of the structure shall function as an infiltration sump.
The contractor shall provide appropriately sized and spaced perforations/openings in the lower portion of the structure and surround the infiltration area with clean drain rock or other approved aggregate to promote stormwater infiltration into the surrounding soils.
The proposal shall describe the contractor's recommended:
• Number and size of infiltration openings;
• Drain rock/aggregate size;
• Width and depth of the aggregate envelope;
• Separation or filter fabric, if recommended; and
• Other measures necessary for proper operation.
The District reserves the right to approve the final infiltration configuration before construction.
7. SITE CONDITIONS AND FIELD VERIFICATION
Contractors are strongly encouraged to inspect the project site before submitting a proposal.
Quantities, elevations, pipe lengths, excavation depths, and other dimensions shown or described in the RFP are approximate unless specifically identified otherwise.
Each contractor shall satisfy itself regarding existing conditions and include foreseeable construction requirements in its proposed price.
Any significant discrepancy discovered before bidding should be submitted to the District for clarification.
8. PERMITS AND CODE COMPLIANCE
The contractor shall perform the work in accordance with applicable federal, state, county, municipal, OSHA, utility, and construction requirements.
The contractor shall obtain permits and inspections required for its work unless specifically identified by the District as being provided by others.
All excavation shall comply with applicable trench safety requirements.
