About this file
This is a Pre-bid Attendance document related to an Invitation to Bid (ITB) issued by the Florida Department of Veterans' Affairs (FDVA) for the installation of a screened patio at the Robert H. Jenkins State Veterans Domiciliary Home in Lake City, Florida. The project involves the installation of a new 30' x 60' aluminum screened patio with an insulated roof system and three heavy-duty screen doors (42" x 80" each) on an existing concrete slab adjacent to the Dining Room. The facility serves approximately 145-150 honorably discharged veterans receiving assisted living services. A mandatory pre-bid meeting and on-site visit was scheduled for Wednesday, March 4, 2026, at 1:30 PM local time. Written questions must be submitted by 3:00 PM on Monday, March 9, 2026, with bids due by 3:00 PM on Thursday, March 26, 2026. The notice of intent to award is anticipated for Monday, April 6, 2026, with contract execution anticipated for Wednesday, April 15, 2026. All work must be completed within 120 calendar days of contract execution, with financial consequences for delay assessed at $375.00 per calendar day. The contract term commences on the date of full execution with no renewal options.
The solicitation requires bidders to submit pricing as a total project bid price in U.S. dollars, inclusive of all labor, equipment, materials, supplies, and waste disposal services. Contractors must obtain all necessary licenses, permits, inspections, and approvals; complete Level 2 background screening and E-Verify verification for all personnel; and obtain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 umbrella coverage, workers' compensation insurance, and vehicle liability coverage of $1,000,000 per occurrence. A performance and payment bond equal to 100% of the contract value must be submitted within 15 business days of agreement execution. The FDVA will award the contract to the lowest responsive and responsible bidder. No specific set-asides for disadvantaged enterprises are identified, and no incumbent vendors or current contractors are listed. Contractors must register with MyFloridaMarketPlace, the Florida Secretary of State Division of Corporations, and submit Form W-9 prior to bid opening. No advance payments are issued; all payments are made only for completed work certified and accepted by the FDVA Contract Manager.
