About this file

This is a Grounds Maintenance Cost Proposal Form submitted by contractor U3P for the State of Utah's Department of Facilities and Campus Management (DFCM) to provide grounds maintenance services at St. George Courthouse and St. George Workforce Services. The contract is for a three-year term with services encompassing spring clean-up and preparation, fall clean-up and preparation, routine year-round grounds maintenance, fertilization applications, annual flower planting, flower material markup fees, and sprinkler repairs. Contractors must submit hourly rates for labor-intensive services and lump sum fees for specific applications, with pricing structured across all three contract years to allow for year-over-year comparison and evaluation.

The cost proposal evaluation methodology employs a competitive ranking system where each service line item is ranked against all bidding contractors, with the lowest-cost bidder receiving maximum points for that category. Point allocations are distributed across eight service categories, with Past Performance Rating receiving 20 points, Spring Clean-up and Preparation receiving 20 points, Fall Clean-up and Preparation receiving 20 points, and the remaining services (Routine Grounds Maintenance, Fertilization, Annual Flower Planting, Flowers markup fee, and Sprinkler Repair) receiving between 4 and 8 points each. All yellow cells in the cost proposal form are mandatory fields, and contractors must provide only the markup percentage for flower materials rather than total cost.

Evaluation of Cost Proposals
For each year the cost proposed for each service line item will be averaged to provide one cost. Each service line item will be ranked against other bidding contractors (1,2,3,etc.). For each service line item, the contractor ranked '1' will receive the maximum points for that item. All other contractors will be assigned points with a 10% spread between rankings. Example: The maximum point value for service line item #1 is 20 points. The contractor with the lowest hourly rate will receive a ranking of '1' for that line item and will receive 20 points. The contractor with the second lowest bid will be ranked '2' and will receive 90% of the possible 20 points for that line item, etc. The point values for each service line item are provided below.
