Addendum to Scope of Work for 2026-2027 Residential Snow Removal Program

This is an Addendum to the Scope of Work for the 2026-2027 Residential Snow Removal Program, issued by the State of Illinois. The addendum modifies and supplements the original scope of work requirements for residential snow removal services to be performed during the 2026-2027 winter season. The document establishes the specific services, performance standards, and operational requirements that contractors must meet when providing snow removal services to residential areas within Illinois jurisdiction. The addendum clarifies equipment specifications, response time obligations, service frequency parameters, and quality standards for snow and ice removal operations throughout the contract term.

The addendum addresses pricing methodologies, contractor qualifications, insurance and bonding requirements, and performance expectations for winter weather events. It specifies the contractual obligations for equipment maintenance, personnel training, and compliance with safety regulations during snow removal operations. The document outlines performance metrics, inspection protocols, and remediation procedures for substandard work. Additional provisions address communication protocols between the contractor and the contracting agency, documentation requirements, and procedures for handling service disputes or performance deficiencies during the winter season.

Addendum to Scope of Work

Senior Residential Snow Removal Program 2026–2027

Contract Number 3011-1025

Funding Source Community Development Block Grant

Addendum Subject Prevailing Wage and Maximum Bid Price

Purpose. This Addendum supplements and is incorporated into the City of Joliet Scope of Work for the Senior Residential Snow Removal Program. It addresses only the maximum bid price and prevailing-wage requirements. All other terms of the Scope of Work and solicitation remain unchanged.

1. Maximum Bid Price

The maximum allowable bid price is $55.00 per completed residential property per City-authorized snow event. A bid exceeding $55.00 per property per event will be considered nonresponsive. The bid price must include all labor, supervision, equipment, fuel, travel, insurance, overhead, documentation, and any other cost necessary to perform the required driveway and walkway snow-removal service. No surcharge, mobilization charge, fuel charge, administrative fee, or other additional amount will be paid unless expressly authorized by a written amendment issued by the City.

Payment will be made only for assigned properties where the required service was completed, documented, and accepted by the City. The City does not guarantee a minimum number of properties or qualifying snow events.

2. Prevailing Wage

The Contractor and every subcontractor shall comply with the Illinois Prevailing Wage Act, 820 ILCS 130, and all applicable rules and current determinations of the Illinois Department of Labor to the extent the Act applies to work performed under this contract.

Where prevailing wage is applicable, the Contractor and each subcontractor shall:

• pay each covered laborer, worker, and mechanic no less than the applicable prevailing rate of wages and fringe benefits for the classification and locality in which the work is performed;

• use the current Will County prevailing-wage schedule in effect when the work is performed and account for any applicable rate changes during the contract term;

• keep all records required by the Illinois Prevailing Wage Act and submit certified payroll records through the Illinois Department of Labor portal and to the City when required;

• post or otherwise provide all notices required by law;

• include these prevailing-wage requirements in every applicable subcontract; and

• remain responsible for all wages, fringe benefits, penalties, interest, damages, and other liabilities resulting from a failure by the Contractor or a subcontractor to comply.

Federal wage clarification. This contract is for snow-removal services and is not a construction contract. Federal Davis-Bacon requirements do not apply solely because CDBG funds are used. The Illinois prevailing-wage clause above governs to the extent applicable under Illinois law or other City contract requirements.

3. Contractor Acknowledgment

By submitting a bid, the bidder acknowledges that the $55.00 maximum includes all costs of compliance with any applicable prevailing-wage requirements. A bidder may not seek an increase above the maximum price based on wage obligations that were ascertainable before bidding.
