About this file
This is a Scope of Work document for the City of Joliet's 2026-2027 Residential Snow Removal Program, a contract opportunity funded through Community Development Block Grant (CDBG) funds. The program will provide snow removal services to approximately 400 eligible residential properties occupied by senior-aged and/or disabled residents within Joliet. The City intends to award contracts to multiple qualified snow removal contractors, with each contractor assigned a specific geographic zone and capacity to service approximately 60-75 residential properties per snow event. Contractors shall not activate snow removal operations until snow accumulation reaches three inches or more for ZIP Code 60435, as reported by the National Weather Service, and until receiving authorization from the City of Joliet CDBG Program Manager.
Contractors must provide snow removal from one residential driveway and one accessible sidewalk/walkway per eligible property, clearing serviced areas sufficiently to provide reasonable resident access. While salting or de-icing is appreciated, it is not required, and payment for standard snow removal services shall not be contingent upon salting application. Contractors are prohibited from servicing additional driveways, sidewalks, or other areas unless specifically authorized by the City. Documentation requirements mandate that contractors submit before-and-after photographs for each serviced property using a City-approved application capable of providing verifiable date and time stamps, with photographic documentation clearly demonstrating conditions prior to and after snow removal completion. The program is funded through Community Development Block Grant (CDBG) funds administered by the City of Joliet.

Scope of Work Senior Residential Snow Removal Program Contract Number: 3011-1025 Program: Residential Snow Removal Program Funding Source: Community Development Block Grant (CDBG) Funds
1. Program Overview The City of Joliet’s Residential Snow Removal Program is funded through Community Development Block Grant (CDBG) funds and is intended to provide snow removal services to eligible residential properties occupied by senior-aged and/or disabled residents.
The program will service up to 400 eligible residential properties within the City of Joliet.
The City intends to award contracts to multiple qualified snow removal contractors to provide services throughout designated service zones. Each contractor should have the capacity to service approximately 60–75 residential properties per snow event.
2. Service Zones and Assigned Properties Each awarded contractor will be assigned a specific geographic Zone and a corresponding list of eligible and approved residential property addresses.
Contractors shall provide snow removal services only at the properties assigned to their respective Zone and approved by the City. Contractors shall not perform services at properties that are not included on the City-approved service list unless specifically authorized by the CDBG Program Manager.
3. Snow Removal Activation Contractors shall not dispatch crews or begin snow removal operations until both of the following conditions have been met:
· Snow accumulation has reached three (3) inches or more for ZIP Code 60435, as reported by the National Weather Service; and
· The contractor has received authorization to dispatch from the City of Joliet CDBG Program Manager.
Contractors shall not independently determine when to activate services or dispatch crews without the required authorization.
4. Required Services For each eligible property, the contractor shall provide the following:
· Snow removal from one (1) residential driveway.
· Snow removal from one (1) accessible sidewalk/walkway serving the residence.
· The serviced areas shall be cleared sufficiently to provide reasonable access for the resident.
Salting/de-icing is appreciated but is not a required service. Contractors may apply salt or an appropriate de-icing material when necessary and appropriate; however, payment for the standard snow removal service shall not be contingent upon salting.
No additional driveways, sidewalks, walkways, or other areas shall be serviced unless specifically authorized by the City.
5. Documentation Requirements Contractors shall provide before-and-after photographs for each property serviced during a snow event.
Photographs must be submitted using a City-approved application capable of providing verifiable date and time stamps.
Photographic documentation shall clearly demonstrate:
· The condition of the driveway and accessible sidewalk/walkway prior to service; and
· The condition of the driveway and accessible sidewalk/walkway after completion of snow removal.
