About this file
This document is a Measurement and Payment specification for the SR-7 Ramp (COSTCO) and Desert Color Parkway Traffic Signal project for the City of St. George. The document outlines detailed measurement and payment guidelines for various construction activities, including mobilization, traffic control, survey work, utility potholing, roadway excavation, pavement markings, traffic signs, sidewalks, pedestrian ramps, and traffic signal system installation. The specification provides comprehensive instructions for how each bid item will be measured, what is included in the bid price, and the specific payment terms for each element of the project.
The payment structure involves complex calculation methods, with many items paid as lump sum or per unit (linear feet, square yards, tons, or each). Notable payment features include progressive payment schedules for mobilization and traffic control, with percentages paid at different stages of contract completion. For example, mobilization payments are staggered based on the percentage of the original contract amount earned, and traffic control payments include an initial 25% payment with the first estimate and the remaining portion paid proportionally as the contract progresses. The specification emphasizes detailed documentation requirements, precise measurement standards, and adherence to City of St. George and UDOT standard drawings and specifications.
