About this file
The document is a government solicitation from the Tri-County Joint Municipal Authority (TCJMA) in Washington County, Pennsylvania, involving multiple water infrastructure projects funded through the Commonwealth of Pennsylvania's COVID-19 APRA PA Small Water and Sewer Program. The solicitation includes three separate project bids: Backwash Pump & Valve Replacement (Contract No. 2025-03), Richeyville Tank Replacement (Contract Nos. 2025-02A & 2025-02B), and Vestaburg Waterline Replacement (Contract Nos. 2025-01A & 2025-01B). The Backwash Pump & Valve Replacement project has electronic bids due on October 14, 2025, at 2:00 P.M., with a non-mandatory pre-bid conference on September 30, 2025, at 10:00 A.M. The project is expected to last 60 days and involves constructing public drinking water facilities, with bidding documents available at no cost through the PennBid website.
The projects are funded through the Commonwealth Financing Authority's COVID-19 APRA PA Small Water and Sewer Program, with no specific budget ranges explicitly stated. Contractors must comply with prevailing minimum wage rates determined by the Pennsylvania Department of Labor and Industry and demonstrate capability in public drinking water facility construction. The Vestaburg Waterline Replacement Project, for example, involves installing approximately 2,700 linear feet of 6-inch PVC water main, 950 linear feet of 2-inch Yelomine water main in Phase 3, and additional water main installations in Phase 4, with a 180-day project duration. The procurement appears open to all qualified contractors, with no specific set-aside designations mentioned, and focuses on critical infrastructure replacement and enhancement of municipal water system capabilities.

WASTE MANAGEMENT
Building Materials and other construction site wastes must be properly managed and disposed of to reduce potential for pollution to surface and ground waters. Proper trash disposal, recycling of materials, proper materials handling, and spill prevention and clean up reduce the potential for construction site wastes to be mobilized by stormwater runoff and conveyed to surface waters.
Under no circumstances should erosion control BMPs be used for temporary storage of demolition materials or construction wastes.
Wherever heavy equipment will be used during construction of the cuts and fills or proposed buildings, a Pollution Prevention Contingency (PPC) Plan shall be available on site.
All applicable federal, state, and local laws and regulations should be followed in the use, handling, and disposal of potentially hazardous materials.
SITE HOUSEKEEPING AND MATERIALS MANAGEMENT
CONCRETE WASHOUT
For any project on which concrete will be poured or otherwise formed on site, a washout facility must be provided for the cleaning of chutes, mixers, and hoppers of the delivery vehicles. Under no circumstances should was water from these vehicles be allowed to enter any surface waters. Make sure that proper signage is provided to drivers so that they are aware of the presence of washout facilities.
Washout facilities should not be placed within 50 feet of storm drains, open ditches, or surface waters. They should be in a convenient location for the trucks, preferably near the place where concrete is being poured, but far enough from other vehicular traffic to minimize the potential for accidental damage or spills.
Wherever possible, they should be located on slopes not exceeding a 2% grade. Additional information on washouts may be obtained from:
http://cfpub.epa.gov/npdes/stormwater/menuofbmps/index.cfm?action=browse&Rbutton=detail&bmp=117 .
COMPOST SOCK WASHOUT
A suitable impervious geomembrane should be placed at the location of the washout. Compost socks should be staked in the manner recommended by the manufacturer around perimeter of the geomembrane so as to form a ring with the ends of the sock located at the upslope corner. Care must be taken to ensure continuous contact of the sock with the geomembrane at al locations. Where necessary, socks may be stacked and staked so as to form a triangular cross-section.
PREFABRICATED WASHOUT CONTAINERS
Care should be taken to ensure that the containers are intended by the manufacturer for use as concrete washout BMPs, that they are watertight, and appropriately sized. Accumulated materials should be properly disposed of (preferably recycled) when they reach cleanout level.
SELF-INSTALLED WASHOUT
These should be excavated below grade to prevent runoff and the potential for breaching. They should be sized to handle solids, wash water, and rainfall. A good rule of thumb is that 7 gallons of wash water are required to wash one truck chute and 50 gallons for the hopper of a concrete pump truck.
For larger sites, a below-grade washout should be a minimum of 10 feet wide and provide at least 12 inches of freeboard above the liquid and solid waste anticipated between cleanout intervals. The pit should be lined with plastic sheeting of at least 10-mil thickness (with no holes or tears) to prevent leaching of liquids into the ground.
NOTE:
Sediment basins and sediment traps may not be used a concrete washout devices, since they discharge directly to surface waters. This discharge would have an adverse affect upon the receiving water. In addition, continued use of a basin or trap as a washout facility would significantly reduce the storage capacity of the basin or trap.
MAINTENANCE
All concrete washout facilities should be inspected daily. Damaged or leaking washouts should be deactivated and repaired or replaced immediately.
Accumulated materials should be removed when they reach 75% capacity.
Plastic liners should be replaced with each cleaning of the washout facility.
All building materials and wastes must be removed from the site and recycled or disposed of in accordance with the Department's Solid Waste Management Regulations at 25 Pa. Code Chapter 260,§§260.1 et seq., 271.1, and 287.1 et. seq. No building materials or wastes or unused building materials shall be burned, buried, dumped, or discharged at the site.
All off-site waste and borrow areas must have an E&S Plan approved by the Local Conservation District or DEP fully implemented prior to being activated.
The contractor is responsible for ensuring that any material brought on site is Clean Fill. Form FP-001 must be retained by the property owner for any fill material affected by a spill or release of a regulated substance but qualifying as Clean Fill due to analytical testing.
IMPLEMENTATION OF THE EROSION SEDIMENT POLLUTION CONTROL PLAN
The foregoing procedures and all requirements of the specifications are contractual obligations of the CONTRACTOR performing the actual construction work. Said requirements also apply to any and all subcontractors working on the project. This plan will be implemented throughout the course of construction. The requirements relative to temporary control measures, early permanent restoration and minimizing work areas, are the most important factors affecting construction performance. In view of those circumstances, it is believed that this particular plan, on this particular project, will be implemented throughout the course of work.
USE OF THE EROSION SEDIMENT POLLUTION CONTROL PLAN
As previously stated herein, the "Erosion and Sediment Pollution Control Plan" has been prepared in response to and in accordance with certain rules and regulations promulgated by the Pennsylvania Department of Environmental Protection. The handling of stormwater, the topographic and geological features described, the types and classifications of soils, the staging of earthwork, the temporary and permanent control measures, and the requirements are to be used for the purpose of eliminating, minimizing, and/or controlling pollution of the streams and waterways from materials anticipated to be eroded from the earthwork to be disturbed as a result of construction of the work.
PROJECT DESCRIPTION:
The Malden Tank Replacement project consists of the installation of approx. 780' of 10” ductile iron waterline, including valves and bends, and the construction of an above-ground water storage tank, and site fencing.
GENERAL NOTES:
1. All earth disturbances, including clearing and grubbing as well as cuts and fills shall be done in accordance with the approved E&S plan. A copy of the approved drawings (stamped, signed and dated by the reviewing agency) must be available at the project site at all times. The reviewing agency shall be notified of any changes to the approved plan prior to implementation of those changes. The reviewing agency may require a written submittal of those changes for review and approval at its direction.
2. At least 7 days prior to starting any earth disturbance activities, including clearing and grubbing, the owner and/or operator shall invite all contractors, the landowner, appropriate municipal officials, the E&S Plan preparer, and a representative from the Local Conservation District to an on-site preconstruction meeting.
3. At least 3 days prior to starting any earth disturbance activities, or expanding into an area previously unmarked, the Pennsylvania One Call System Inc. shall be notified at 1-800-242-1776 for the location of existing underground utilities.
4. Upon installation or stabilization of all perimeter sediment control BMPs and at least 3 days prior to proceeding with bulk earth disturbance activities, the permittee or co-permittee shall provide notification to the Department or authorized conservation district.
5. All earth disturbance activities shall proceed in accordance with the sequence provided on the plan drawings. Deviation from that sequence must be approved in writing from the Local Conservation District or by DEP prior to implementation.
6. Areas to be filled are to be cleared, grubbed, and stripped of topsoil to remove trees, vegetation, roots and other objectable material.
7. Clearing, grubbing, and topsoil stripping shall be limited to those areas described in each stage of the construction sequence. General site clearing, grubbing and topsoil stripping may not commence in any stage or phase of the project until the E&S BMPs specified by the BMP sequence for that stage or phase have been installed and are functioning as described in this E&S plan.
8. At no time shall construction vehicles be allowed to enter areas outside the limit of disturbance boundaries shown on the plan maps. These areas must be clearly marked and fenced off before clearing and grubbing operations begin.
9. Topsoil required for the establishment of vegetation shall be stockpiled at the location(s) shown on the plan map(s) in the amount necessary to complete the finish grading of all exposed areas that are to be stabilized by vegetation. Each stockpile shall be protected in the manner shown on the plan drawings.
Stockpile heights shall not exceed 35 feet. Stockpile slopes shall be 2H:1V or flatter.
10. Immediately upon discovering unforeseen circumstances posing the potential for accelerated erosion and/or sediment pollution, the operator shall implement appropriate BMPs to minimize the potential for erosion and sediment pollution and notify the Local Conservation District and/or the regional office of DEP.
11. All building materials and wastes shall be removed from the site and recycled or disposed of in accordance with the Department's Solid Waste Management Regulations at 25 Pa. Any base flow within the channel shall be conveyed past the work area in the manner described in this plan until such restoration is complete.
37. Erosion control blanketing shall be installed on all slopes 3H:1V or steeper within 50 feet of a surface water and on all other disturbed areas specified on the plan maps and/or detail sheets.
UTILITY LINE TRENCH EXCAVATION PROCEDURE
General: Exposed trench excavations have high potential for accelerated erosion and sediment pollution. Since these excavations are usually located at lower elevations along or across earth disturbance sites, open trenches serve to concentrate sediment laden runoff and convey it to site boundaries or waterways.
The most important erosion and sediment pollution control consideration for trench construction is the limiting and specific scheduling of work activities.
CONSTRUCTION REQUIREMENTS:
A. Limit advance clearing and grubbing operations to a distance equal to two times the length of pipe installation that can be completed in one day.
B. Work crews and equipment for trenching, placement of pipe, plug construction and backfilling will be self contained and separate from clearing and grubbing and site restoration and stabilization operations.
C. Limit daily trench excavation to the length of pipe placement, plug installation and backfilling that can be completed the same day.
D. Trench plugs shall be installed at the entrance and exit of all sanitary sewer pipe that crosses through a wetland.
E. Water which accumulates in the open trench will be completely removed by pumping as shown by the PUMPED DISCHARGE SEDIMENT TRAP DETAIL before pipe placement and/or backfilling begins.
F. On the day following pipe placement and trench backfilling, the disturbed area will be graded to final contours and appropriate temporary erosion and sediment pollution control measures/facilities will be installed. Seeding and mulching of all disturbed areas will be done at the end of each week.
In certain cases trenches cannot be backfilled until the pipe is hydrostatically tested, or anchors and other permanent features are installed. In these cases, ALL of the requirements listed under CONSTRUCTION REQUIREMENTS will remain in effect with the following exceptions:
EXCEPTIONS:
(1) Daily backfilling of the trench may be delayed for six (6) days. All pressure testing and the complete backfilling of the open trench must be completed by the seventh (7) working day.
(2) If daily backfilling is delayed, the disturbed area will be graded to final contours, appropriate temporary erosion and sediment control measures/facilities will be installed, and the areas seeded and mulched within the next two (2) calendar days.
RECOMMENDATIONS AND REQUIREMENTS FOR THE
RECYCLING AND DISPOSAL OF CONSTRUCTION WASTES
The following procedures shall be taken by the contractor to reduce, minimize, and/or eliminate the generation of wastes during construction:
- The Contractor shall ensure that proper mechanisms are in place to control waste materials.
- Waste materials which are not to be recycled shall be promptly removed from the construction At no time shall wastes be stored/stockpiled on-site or otherwise be permitted to spread to other areas of the site, onto adjacent properties, or into watercourses or wetlands.
- Trash / garbage shall be landfilled or removed via general trash pickup.
- Other construction materials which cannot be recycled shall be removed from the site in accordance with all other laws and regulations of Pennsylvania and the PA Department of Environmental Protection.
- Recycling of waste materials, where feasible, is required.
- Wherever possible, recycling of excess materials is preferred, rather than disposal.
- Recycling is best accomplished when recyclable materials are kept separately from other wastes.
-Every personnel, from the management to the operational level should work for the goal of construction waste management.
Construction wastes anticipated to be encountered on this project include, but are not limited to:
- excess soil materials (bulk grading/topsoil)
- building materials
- aggregates / asphalt
- concrete/brick/masonry
- concrete wash water
- ferrous/non-ferrous metals
- paper/cardboard
- plastic
- timber/plywood/woodchips
- trash / garbage
