About this file

This is a Price Schedule document for a Request for Bid (RFB) issued by the Minnesota Pollution Control Agency (MPCA) for conference facilities to support a Collection System Basic training event scheduled for October 13-15, 2026, in the Seven Counties Twin Cities Metro Area. The solicitation encompasses lodging for 57 single-occupancy rooms with check-in on October 12, 2026, and check-out on October 15, 2026; shuttle services if required; parking for 107 vehicles daily; meeting room facilities including a registration area, general session room, breakout/exam session room, and dining room with specified equipment and furnishings; and catering services including continental breakfast, lunch, and all-day beverage service for 107 attendees across three days. The price schedule requires bidders to provide detailed pricing for all line items, including room charges, taxes, equipment rental, and catering costs. Questions must be submitted by July 29, 2026, at 2:00 p.m. Central Time, and bids are due August 4, 2026, at 2:00 p.m. Central Time via the SWIFT Supplier Portal. An Addendum #1 issued on July 24, 2026, revised the conference date and all-day beverage service times on the price schedule.

The price schedule requires all costs to be itemized and listed on the spreadsheet, with substitutions prohibited unless specifically noted in Exhibit C, Supplement 1 of the Sample Contract and Exhibits. Bidders must provide cancellation fees in specific United States dollar amounts for both services (excluding lodging) and lodging separately, with fee schedules based on notice periods ranging from 117 days prior to zero days before the first program date. The State will not reimburse any charges not included on the price schedule, and any fees stated as formulas, percentages, or other non-specific formats will be considered zero. Award winners must provide proof of insurance as detailed in the solicitation documents. The MPCA encourages participation from Minnesota-based small businesses and businesses meeting diversity and inclusion criteria, including those majority-owned by racial minorities, women, individuals with substantial physical disabilities, veterans, service-disabled veterans, or businesses in economically disadvantaged counties. All responses must be submitted electronically through the SWIFT Supplier Portal, with faxed, emailed, or non-electronic submissions rejected, and bidders must be registered as suppliers in the state system.
