About this file
This is Amendment 001 to Request for Quotation (RFQ) 19RP3826Q0104 issued by the General Services Office at the American Embassy Manila for room accommodation services related to LEGAT HUMINT Training in Makati City. The amendment, effective October 8, 2026, modifies the evaluation criteria and technical requirements for offerors. The key revision to Requirement 4 now mandates that offerors provide evidence of an established business with a permanent address and telephone listing in the Philippines, including all updated licenses and permits required by local law (DTI/SEC registration, Business Permit, and certificates of professional membership, training, or accreditation). The amendment introduces explicit evaluation criteria stating that award will be made to the lowest priced, acceptable, responsible quoter, with the Government reserving the right to reject quotations that are unreasonably low or high in price.
The solicitation requires hotel accommodations for two separate training sessions: 14 single occupancy deluxe rooms for October 19-24, 2026 (5 nights) and 39 single occupancy deluxe rooms for October 26-31, 2026 (5 nights), with a minimum of 44 and maximum of 53 rooms total. The property must be an apartment hotel or hotel located within 3 kilometers of Dohle Haus in Makati City and must be DOT-accredited with at least four-star rating. Required inclusions are in-house dining facilities, daily housekeeping, rooms with minimum 25 square meters floor area, dedicated work areas with high-speed internet, security measures, fire safety systems, proximity to government and business districts, wellness facilities, an average online guest rating of 4.0/5.0 or higher, and shuttle service to and from the training facility and airport. Additionally, offerors must provide 28 airport-to-hotel transfers for the first session and 78 transfers for the second session using cars or vans, plus three designated parking spaces. Offerors must submit completed SF18 forms, technical specifications, FAR/DOSAR clauses, and proof of legal authorization to represent the hotel. Foreign currency offers will be converted using the US Embassy Manila exchange rate in effect on the date specified for receipt of offers.
