Second Set of Questions-and-Answers (Qs&As)
Request for Quotations No. 19JA80-19-Q-0007
Janitorial Services for U.S. Consulate General Osaka-Kobe
Question 1:
“Do this contract required DBA Insurance?”
Answer 1:
This contract does not require DBA insurance. However, DBA insurance is required for any employee who (a) is a citizen of the United
States of America, (b) is a lawful resident of the United States of
America, or (c) was hired in the United States of America by any contractor or subcontractor. Contractors are entitled to an equitable adjustment if DBA was not included at the time of award.
Question 2:
“Do this contract required employees to work 8 hours per day? or present all day during business hours?”
Answer 2:
Yes, 08:00 to 17:00 hours.
Question 3:
“What is the current contract price value for Janitorial Services?”
Answer 3:
Base Year: JPY 15,588,000, First Option Year: JPY 15,588,000
Second Option Year: JPY 15,588,000, Third Option Year: JPY 15,588,000
Fourth Option Year: JPY 15,588,000, Grand Total: JPY 77,940,000
Question 4:
“Our firm are still interesting and will be submitting RFQ for
Janitorial Service Contract for this solicitation of U.S. Consulate
Osaka-Kobe, Japan. Unless the site visit is mandatory attendance for our firm.”
Answer 4:
The site visit is not mandatory attendance.

Question 5:
“While “Section 1 The Schedule 1.1.1 Prices and Period of Performance” reads that “the Notice to Proceed will establish a date (a minimum of
45 days from start date listed in Notice to Proceed unless the
Contractor agrees to an earlier date on which performance shall start”, “1.2.11 Transition Plan” reads that “within 10 days after contract award, the Contracting Officer’s Representative may request that the Contractor develop a plan for preparing the contractor to assume all responsibilities for janitorial services” and “The plan shall establish the projected period for completion of all clearances of contractor personnel…”
<QUESTION>
An incoming contractor will be required to recruit personnel beginning the date of contract award. It will be impractical to establish the projected period for completion of all clearance of contractor personnel within 10 days. Unless the incumbent personnel remain for the new contract, the incoming contractor will be required to follow a regular recruitment process, i.e. advertisement, job interview, selection, etc., which alone will require well over 10 days. More practical guidelines are requested.”
Answer 5:
Prospective quoter shall address how they can provide the necessary personnel as required under Volume 4 – Technical Proposals (paragraph
(4) on page 44 of the Request for Quotations). Once a contract is awarded, if necessary, additional preparation time will be given before services commencement.
Question 6:
“1.2.2.1 (d) Daily Cleaning Requirements shall consist of:
(d) Cost for supply of sanitary consumables i.e. paper towels, toilette papers, soap be included in the price or born by the embassy?
If it is to be included in the price, please provide information on the respective volume of each item i.e. 2018 procured amount.”
Answer 6:
The items listed under Attachment 1: Government Furnished Property are to be furnished by the U.S. Government at no cost to the
Contractor.
Question 7:
“1.2.2.2 Periodic Cleaning Requirements shall consist of:
Please provide the frequency of the service required.
Please provide previous or current work load data to confirm amout of the work load.”
Answer 7:

Question 8:
“1.2.2.3 Monthly Cleaning Requirements shall consist of:
(a)What are the specific electric appliance currently used?
(b)Please provide the specific location of the blinds and the respective sizes.
(c)Please provide drowings detailing the area size for cleaning as well as elevation and windows hight.
(d)Please provide a furniture list to cofirm work permormed as stated in 1.2.2.1.”
Answer 8:
(a) Fan-coil units (floor type AC units) and shredders.
(b) See Attachment 3: Window Measurements of Amendment 0002.
(c) See Attachment 3: Window Measurements of Amendment 0002.
(d) Each office contains standard office furniture such as a desk, computer, two chairs, etc. Office furniture will vary per office, per floor.
Question 9:
“1.2.2.4 Quarterly Cleaning Requirements shall consist of:
(a)Please provide the specific sanitization procedure?
(b)Please provide the specific location and quantity of the ilumination and chandellier.
Will the embassy provide staging equipment to execute services under this contract or the contractor required to provide such equipment?”
Answer 9:
(a) The Contractor shall use chlorine agent when not cleaned by general cleaning.
(b)Illumination and chandeliers do not exist. Therefore, they are deleted from the statement of work. See Amendment 0002.
The U.S. Government does not provide any equipment for cleaning services.
Question 10:
“1.2.2.5 Semi-Annual Cleaning Requirements shall consist of:
(a)Is this Scaling cleaning (Peeling cleaning?)
(c)Please provide crystal reflectorthe locations ?
(d)Please provide drawings detailing the area size for glass cleaning.
Will the embassy provide equipment such as Round Jumpring and the gondola(Suspended window cleaning Platform) or is contor required to provide such equipment?
(e) Please provide the location and quantities of the blinds.”
Answer 10:
(a) This means partial coating on the floor.
(c) See Attachment 5: Reflectors of Amendment 0002 for the locations and quantity.
(d) See Attachment 3: Window Measurements and Attachment 6: Building
Elevations of Amendment 0002. No gondola is available for window cleaning. The U.S. Government does not provide the gondola. If needed, the Contractor shall provide the gondola at its own expense.
(d) See Attachment 3: Window Measurements of Amendment 0002.
(e) See Attachment 3: Window Measurements of Amendment 0002.

Question 11:
“1.2.2.6 Annual Cleaning Requirements shall consist of:
(a)1.2.2.5 Semi-Annual Cleaning Requirements shall consist of: How does it differ from Service (a)?
(b) pleaes provide details regarding down spouts of all collected debris, Pleae provide the locaiton and the size of all gutters and gratings as per 1.2.2.5 semi annual cleaning.”
Answer 11:
(a) This means whole wax coating on the floor.
(b) The down spouts are not exposed. Therefore, the words “down spouts” are deleted. See Amendment 0002.
Question 12:
1.2.2.6 Annual Cleaning Requirements shall consist of:
Should the alkali scaling agent be treated as industrial waste upon disposal?”
Answer 12:
Yes.
Question 13:
“1.2.3.1 Daily Cleaning Requirements shall consist of:
Please provide drawings detailing the glass cleaning area. Will the embassy provide equipment such as Round Jumpring and gondola ?
(b)Will you provide location of the crystal reflector?

Question 14:
“1.2.3.4 Quarterly Cleaning Requirements shall consist of:

Will the governt provide staging equipment ? Or Is contractorrequired to proivde such equipment.”
Answer 14:
We have six gates as shown in the Attachment 7: Gate of Amendment
0002. The Consulate does not proved any staging equipment.

Question 15:
(a) Please provide drawing detailing the size of area for glass cleaning.
Will the embassy provide equipment such as Round jumpring and gondola?
(b) Please provide drawing detailing the crystal reflector locations?”
Answer 15:
(a) See Attachment 8: Housing Compound of Amendment 0002. The U.S.
Government does not provide any equipment for cleaning.
(b) We amended the crystal reflector to read Plexiglas reflector installed for gate light. See Amendment 0002. We have six gates with light fixture as shown in the Attachment 7: Gate of Amendment 0002.
Question 16:
“1.2.5 Locations for Janitorial Services
Pleae provide the area size breakdown for each category of surface finish for the total of 3700sqm.”
Answer 16:
See Attachment 4: SQMTR of Amendment 0002.
Question 17:
“The counsulate building(s) and the residence (housing) area
Does the Government require contractor to have any specific tequnical licenses in regards to provide cleaning services under this contract.”
Answer 17:
No.
Question 18:
Will the governmet provde parking spaces in the consulate building and housing area for contractors to use during cleaning service period?
Will the enbassy provide the parking for the service vehicle during recurring work?”
Answer 18:
No parking is available in either location.
Question 19:
Please provide the head counts and the time schedule for the daily service as performed as of today? (for both the counsulate and the residence)”
Answer 19:
Both locations, 8 hours per day. Contractor must determine number of employees required to fulfill the services.

Question 20:
“Please provide the annual works schedule for the recurring service both for the counsulate and the residence?”
Answer 20:
Annual works are listed in the Scope of Work. Schedule to be provided by contractor.
Question 21:
“Would you allow change in the proposed price for the second and onward years of services?”
Answer 21:
No, unless the statement of work is modified.
Question 22:
“Pleae provide the existing contract price.”
Answer 22:
See A3 above.
Question 23:
“I am still having a hard time finding ins companies that will cover the 2.7 million cumulative body injury requirement. The best I can find is 2 million. Do you folks have anyone you can recommend?”
Answer 23:
No, the U.S. Government doest not have any recommended companies.
