C.1 - PROJECT NAME & LOCATION

The Contractor shall furnish and install all materials required by this contract for construction services in support of the Department of State's (DoS) Mission:

- Project Id: Renovation of Residential Building

- Location: Budapest XII. Ora ut 20, Hungary

C.2 - STATEMENT OF WORK

C.2.1 General

C.2.1.1 Project Description

The U.S. Government owns the 5 Apt. Residential building at Budapest Distr. XII, Óra út 20 (Parcel No.:8467/1). This was a former Hungarian mansion that was divided up after we received the house for war reparations. The house sits on a sprawling 3+ Acre lot that is sought after by incoming Officers with small children and families. Some of the other features of the lot are the Tennis Court, the large Children’s playground, the built-up Barbeque area, Horseshoe Pit and the enormous green space for all families to enjoy.

The building itself was renovated around the end of the 1980s, since then mostly maintenance and some minor renovation works (replacement of the furnaces around 10 years ago) have been done. Due to the increasing number of problems with the building over the past couple of years, the Embassy’s Housing department decided to vacate the building until a major renovation could be accomplished.

The latest major modernization was in 1992, since then, only minor alterations and maintenance works were done. Both the interior and the exterior is in need for modernization in the regards to window and door replacement, painting and cosmetic upgrades to the facade.

This statement of work (SOW) addresses the 2nd phase of the complete renovation, interior and façade renovation and the relocation/renewal of the A/C system. The 1st Phase (which is outside the scope of this solicitation) envolves the replacement of all the buildings windows and is planned to be completed in December 2020.

The contractor shall provide all management, supervision, administrative support, labor, materials, tools, parts, supplies, lubricants, equipment, barricades, signs, and transportation necessary to fulfill all the requirements of the SOW, unless otherwise specified in the documentation. All the works and procedures in the contract shall be performed in conformity to the specifications and drawings.

C.2.2 DESIGN

C.2.2.1 General Requirements

Contractor shall perform all professional architectural/engineering services required for the investigation and design for the renovation of USG owned 5 apartment residential property at Budapest XII. Óra út 20.

The services shall include but not be limited to design, analysis, site investigation, report findings and recommendations, environmental consultation and documentation, engineering calculations, cost estimating and preparation of working drawings and specifications. The services shall be performed in three tasks;

TASK 1: CONCEPTUAL DESIGN SUBMITTAL (60%);

TASK 2: PRELIMINARY DESIGN SUBMITTAL (95%); and

TASK 3: FINAL DESIGN SUBMITTAL (100%)

In order to accomplish this intent, Contractor shall provide 100% drawings and specifications, complete cost estimate and supporting design analysis based on the requirements set forth in this scope of work. All documents provided by Overseas Building Operations [OBO] and the Embassy to the Contractor are intended as guidance and not to be interpreted as the only solution.

C.2.2.2 Design Objectives

The design work should satisfy, but not be limited to the following major objectives (see Drawings P01 through P11 for supplimental design requirements):

C.2.2.2.1 Renewal of heating system

The furnaces have been replaced a couple of years ago, but there are still many problems, and the piping and the radiators are obsolete. The Heating pipes- Piping ,radiators and thermostats- are quite old. The existing radiators are cast iron and the pipes are old iron pipes buried in walls which lead to leaking. It is over 50 years old and often faulty and inefficient – this has been a long standing issue that needs to be addressed.

Architect/Engineer shall survey and evaluate the current system, and give a proposal for the renewal, A/E shall investigate the usage of alternative heating systems in Task 1 – Conceptual design submittal (35%), and offer multiple (at least 3) alternatives. With the acceptance of task 1 the Embassy choses the alternative that has to be finalized in the 100% submittal.

Apart from the design tasks A/E shall obtain all necessary permits and approvals from the authorities and provider.

C.2.2.2.2 Renewal of plumbing system

The water and sewage pipes are over 40 years old and there are recurring issues with leaking and faulty pipes – old cast iron pipes need to be replaced with new PVC updated pipes.

C.2.2.2.3 Renewal of electric cabling

Electrical cabling that is old and includes many untraceable cables – full electrical upgrade to address frequent faults and safety concerns. Complete electrical renovation, including conduits, fittings, power switches, and lightings and connecting works.

C.2.2.2.4 Interior architectural modifications

There were a lot of complaints from former tenants about the overall layout of the apartments, the size of the rooms and the kitchen, the lack of real connection between the kitchen – dining area and living room, and, the common laundry room in the basement. Though the focal point of this renovation is the electrical, plumbing and heating systems, since the interior finishes will also be renewed, minor modifications are allowed to make the apartments more livable.

The cabinetry throughout the house including the kitchens and bathrooms is outdated and not fitted correctly for the spaces – The last upgrades were in the 1990’s for both kitchens and bathrooms and currently, very outdated in colors, styles and infrastructure.
