Questions and Answers #1
Question 1:
Who provides the Alarm System equipment, is it the Contractor or US Gov’t?
Answer 1:
US Government.
Question 2:
B.1.3.4. Installation Warranty: If a system fault is not due to poor equipment or inappropriate installation, but caused by natural causes such as lightening, Rodents eating the cabling or power surges, does the charge for replacements go to the US Gov’t?
Answer 2:
This section only relates to correcting faulty or inappropriate installations, not to faulty equipment or other “natural” causes, which cause the equipment not to function.
Question 3:
B.1.3.6. Schematics/Diagrams: How detailed should the Schematic diagrams be. Would a simple sketch suffice or will the Gov’t require computer generated Schematics?
Answer 3:
The schematics do not need to be perfectly to scale or computer generated, but they should be complete and accurate with enough detail that both programmatic oversight and emergency response can use the diagrams easily.
Question 4:
B.1.2.3. Emergency service: Will the USG be providing these components for the contractor to use or is the contractor responsible for purchasing these?
Answer 4:
The US government will provide the equipment.
Question 5:
B.1.5. Repeater Station: What is already in place at the existing site and will it be remaining in place for future use?
Answer 5:
There is currently a battery system with inverter for backup power in place (and will remain).
There is currently no generator in place and no designated place for a generator. The space is rented from the police, and their authorization will be required before making structural changes to the space or installing a generator.
Question 6:
B.1.5. Repeater Station: Is what is already in place owned by the USG and authorized for use by the contractor?
Answer 6:
Yes.
Question 7:
D.7. U.S. GOVERNMENT FURNISHED EQUIPMENT: To clarify, does this mean that the USG will supply all alarm equipment to be installed?
Answer 7:
Yes.
Question 8:
At whose costs would items such as Spare Parts be?
Answer 8:
U.S. Government.
Question 9:
Does the Rental Fee at Muyenga Tank Hill increase on an annual basis? If so, at what rate? Would the Invoice come in the Contractor’s name or Government’s name? If Contractor’s name, is the given rate inclusive of VAT?
Answer 9:
It is possible, but no increase is known to the government. A contract modification will be accomplished to increase the pricing on the applicable CLIN should any unforeseen rent increases occur. The invoice will be in the contractor’s name and VAT can be expected to be included. The contractor shall notify the Contracting Officer and the Contracting Officer’s Representative as soon as any rent increases are known to the contractor.
Question 10:
What size of generator would be required at the Muyenga Repeater Station? What size of Generator and UPS are you currently using?
Answer 10:
See Answer 5 above. The government will not dictate the size or type of power back up. The contractor is responsible for guaranteeing the repeater’s continuity of operation; the exact method this continuity is guaranteed is left to the contractor’s professional judgement.
Question 11:
Is there available Rack Space within the government owned rack for a UPS? Is there a generator room for the required generator?
Answer 11:
See Answer 5.
Question 12:
Is there an incumbent or is this a new contract?
Answer 12:
Incumbent
Question 13:
If there is an incumbent, are you able to inform us who the vendor is, contract number and contract sum?
Answer 13:
• The alarm installation part of the contract is being done by Torres Advanced Enterprise Solutions LLC as part of the Embassy’s local guard contract
• The repeater part of the contract is being done by Efficiencie Ltd.
Question 14:
What is the earliest expected decision date?

Question 15:
