Item Questions & Answers
Q1
Confirmation of scope for EMT 1-1/4" and EMT 2". Annex 4 includes quantities of EMT piping of 1-1/4" and 2", along with associated terminals and couplings. However, on drawings E01/E02 the visible routes mainly indicate EMT 3/4". Could the Embassy confirm whether the EMT 1-1/4" and 2" piping are part of the electrical lighting/power scope or correspond to existing main routes, spares, or another system?
A1 It is part of the electrical lighting/power scope, specifically required at the panelboard outlets, while the remainder of the distribution — as shown on the drawings — uses 3/4" EMT.
Q2 Confirmation of cable tray. Annex 4 includes Cable Tray – 182 m and Cable Tray Shackle – 145 units, but in the attached electrical drawings the route and the system to which it corresponds are not clearly identified. Could you provide a drawing or detail of the cable tray route and confirm whether this tray corresponds to the lighting/power scope or to another system?
A2 It corresponds to the lighting scope, an it states in spanish as: guaya (cable tray) and grilletes (cable tray shackle)
Q3 Confirmation of armored conduit. Annex 4 includes Armored Conduit – 110 m and Armored Conduit Terminal – 79 units.
Could you confirm the location, application, and associated system of the armored conduit indicated in Annex 4?
A3 They are specifically for the final connection between junction boxes and lighting fixtures.
Q4
Single-line diagrams and panel schedules. Drawings E01/E02 indicate connection to existing panels L2E, CU2E, CU2EA, and R2E2, but single-line diagrams and complete load/available capacity schedules are not included. Could you provide the single-line diagrams, schedules, or updated load schedules for panels L2E, CU2E, CU2EA, and R2E2, including available capacity, existing breakers, spare spaces, and current loads?
A4 The panel complies with the required capacity
Q5 Breakers and protections. The scope indicates connection to existing panels, load balancing, and directory updates. Will the breakers required for the new circuits be supplied by the Contractor within the scope, or are they considered existing/available in the panels?
A5 The embassy will provide them if necessary.
Q6 Criterion for pricing Annex 4. Annex 4 indicates reference quantities and notes that must be verified by the Contractor. For purposes of the economic offer, does the Embassy expect the bidder to price strictly the quantities in Annex 4 or to adjust quantities based on the drawings and validation during the site visit?
A6 The quantities are resposanbility of the contractor, quantity chart provided by the embassy serves as reference.
Q7 What is the floor-ceiling height?
A7 2.80 m - 2.90 m Q8 What would be the Debris Removal Route and the removal schedules?
A8 Once the project start, we will reference the route and the area for debris. Schedule will coordinate in the intial planning phase, as we depend on multiple factor within the embassy
Q9 What is the Collection Point?
A9 Inside the compound, area that will be shared with the contractor once the planning phase start
Q10 If a worker arrives outside the time of entry, would he be allowed to enter?
A10 Schedules must be respected. If, for any reason, a worker experiences a delay in arrival, this will affect the work process, given that, since we have escorts assigned, we must stop activities in order to go and bring in the missing worker.
Q11 What is the Capacity of the electrical panel?
A11 The panel complies with the required capacity Q12 Could the staff (workers and professionals) access in their vehicles?

Q48
Phase 1: Pre construction, 5.1 Drawings and existing conditions. 5.1.1 Drawing A01 indicates a work area of 178 m², while Section 2 of the SOW and Attachment 4 mention 173 m² for the ceiling. Which of the two figures should be taken as the contractual basis for pricing purposes, and how should the difference (5 m²) be treated in the proposal? (Ref: Drawing A01 / SOW Section 2 / Attachment 4)
A48 178 m2
Q49
5.1.2 Drawing A02 shows the walls to be demolished and a reference to piping to be relocated, with the note “Relocation must be confirmed on site” on drawing A03. Is there additional information (section, isometric view, or calculation report) about this piping, or is its verification entirely the Contractor's responsibility before pricing? (Ref: Drawing A02 / A03)
A49 Is contractor responsibility due to the site visit review and assesment - As reference: The pipe will move in the same X-Axis aproximate 3.8m to the left.
Q50 5.1.3 Do drawings A01–A05 correspond to the most recent approved condition and design, or is there a later version not included in this solicitation package? (Ref: Attachment 2 – Floor Plans)
A50 No, the information provided is complete and updated
Q51
5.2 Doors (Door Schedule – Drawing A05). 5.2.1 According to the Door Schedule on drawing A05, doors 1 and 2 (solid wood) are supplied by the Embassy, and doors A, B, C and D (glass) are supplied by the “External Contractor.” Does this confirm that the Contractor must include in its price the supply AND installation of the 4 glass doors, and only the installation (not the supply) of the 2 wood doors? (Ref: Drawing A05 – Door Schedule)
A51 No, as mentioned in the SOW, the contractor does not need to provide doors. In the SOW it was requested just one door frame, which needs to aligned and match with the existing frame, which was shown in the site visit.
Q52
5.2.2 For the glass doors (A, B, C and D), can the Embassy confirm the required glass type (tempered/laminated), thickness, and hardware system, given that the SOW does not include this technical specification? (Ref: Drawing A05 / SOW Section A.2.2)
A52 As mentioned in the SOW, you do NOT need to provide doors.
Q53
5.3 Reference quantities (Attachment 4) 5.3.1 Attachment 4 indicates 2 metal door frames under “Masonry,” but the Door Schedule on drawing A05 shows 6 doors in total (2 wood + 4 glass). Do the 2 metal frames correspond only to the wood doors (1 and 2), and are the glass door frames governed by another line item or by the external supplier? (Ref: Attachment 4
– Masonry / Drawing A05)
A53 As mentioned in the SOW, you just need to provide one door frame, which needs to aligned and match with the existing frame, which was shown in the site visit.
Q54
5.3.2 Attachment 4 clarifies that all quantities are “for reference only” and must be verified by the Contractor. Does the Embassy allow an additional site visit beyond the one already conducted, specifically for taking measurements and verifying quantities before the offer deadline? (Ref: Attachment 4 (introductory note))
A54 No, the site visit is the opportunity the contractor have to verify anything as needed. Also with the floor plans provided, which have a measure reference for you to review distances and measurements.
Q55
5.3.3 The 195 m² of ceiling and carpet removal/installation in Attachment 4 do not match the 178 m² work area (A01) or the 173 m² mentioned in the SOW. What accounts for this difference (for example, gross area vs. net area, or inclusion of circulation zones)? (Ref: Attachment 4 – Ceilings / Floors)
A55 The quantities have a contingency percentage, and as mentioned, are reference areas. Follow the net area of 178m2 in the floor plan
Q56
5.4 Coordination with other disciplines. 5.4.1 Drawing C01 (ceiling/MEP) and drawing M01 (HVAC) show cassettes and return grilles located within the 60x60 grid. Are these HVAC units the responsibility of the same civil works Contractor, or are they installed by a specialized subcontractor already designated by the Embassy? (Ref: Drawing C01 / M01)
5.4.2 Do the “Embassy-supplied” materials listed in Attachment 4 (additional carpet, installation adhesive, sprinklers) have a delivery date committed by the Embassy, or does their availability depend on the schedule proposed by the Contractor? (Ref:
Attachment 4 – Embassy-Supplied Materials)
A56 The HVAC installation is reponsability of the contractor. For the listed materials supply by the embassy, will be a coordination between the embassy and the contractor, based on the proposed schedule from the contractor.
8/21/2026 5
Q57
Phase 2: During Construction. 5.5 Verification of concealed conditions
5.5.1 If, upon demolishing the walls indicated on drawing A02, conditions different from those shown are found (additional piping, undocumented installations), what is the procedure and the expected FAC/COR response time to authorize the modified work, considering the 50-day schedule? (Ref: SOW Section 14.1 / Drawing A02)
A57 The information was addressed according to the existing installations layout.
Q58
5.5.2 The piping relocation referenced on drawings A02/A03 must be confirmed on site — who defines the final new route (does the Contractor propose and the Embassy approve, or does the Embassy provide the final design before that phase)?
(Ref: Drawing A02 / A03)
A58 It will be a design proposed within the contractor and the embassy. The pipe will move in the same X-Axis aproximate 3.8m to the left.
Q59
5.6 Verification of actual vs. reference quantities
5.6.1 If the actual material take-off on site (for example, m² of drywall, linear meters of baseboard) differs from Attachment 4 by a small percentage (for example ±10%), is this handled within the contract's fixed price, or does it give rise to a change order? (Ref: Attachment 4 (introductory note) / Section G)
A59 No change orders, this is a fixed price contract
Q60 5.6.2 How often will the Embassy inspector (FAC) review and approve the Contractor's actual quantity take-offs during execution (for example, at each inspection hold point, or on a weekly basis)? (Ref: SOW Section 8)
A60 Every day there will be a constant inspection from the embassy
Q61
5.7 Door and glass installation. 5.7.1 During the installation of the glass doors (A–D), does the Embassy require a specific stability/safety inspection or test prior to acceptance, beyond the general visual inspection of finishes? (Ref: Drawing A05 / SOW Section V (Quality Control))
A61 The technical stability/safety requirements are mentioned in the SOW, for glass doors and partitions openings. PLEASE REMEMBER FURNITURE AND GLASS PARTITIONS/DOORS, MAKE PART OF A DIFFERENT CONTRACT.
Q62
5.8 Ceiling and common areas
5.8.1 During the removal of the existing ceiling (drawing A02), and considering that part of the material must be preserved for reuse (SOW Section A.2.1.c), how should the selection of tiles “in good condition” be documented on site to avoid later disputes over quantities to be replaced? (Ref: SOW Section A.2.1.c / Attachment 4 – Ceilings)
A62 The quantities are for the total area. The store and reused of the material, is internally for the embassy, no for this specific project.
Q63
5.9 Glass partitions and doors
5.9.1 The SOW mentions “glass partitions” and “glass doors” within the general scope, but unlike the drywall system, no technical specification is included (glass thickness, frame type, anchoring system). Can the Embassy provide the technical specification or the reference manufacturer/catalog for the glass partitions and doors? (Ref: SOW Section 2 / A.2.2.b)
A63 The contractor does not need to provide any glass doors or glass partitions
Q64 5.9.2 Must the glass doors be tempered, laminated, or comply with any specific safety/impact-resistance standard given the Embassy environment? (Ref: SOW Chapter A)
A64 The contractor does not need to provide any doors.
Q65 5.9.3 Is there a door schedule indicating the total number of new doors (solid and glass), their dimensions, and required hardware, beyond the general specification of the 18-gauge CR metal frame? (Ref: SOW Section A.2.2.d)
A65 The contractor does not need to provide any doors. As state in the SOW, the contractor is reponsable just to provide one door frame, that aligns and match the existing one.
Q66
5.10 Ceiling and materials for reuse
5.10.1 For the ceiling tiles “in good condition” that must be removed and stored for reuse, is there an objective criterion for “good condition,” or is it left to the discretion of the Embassy inspector? This affects the quantity of new Armstrong Cirrus 589B tiles to be budgeted. (Ref: SOW Section A.2.1.c / 14.6)
A66 The quantities are for the total area. The store and reused of the material, is internally for the embassy, no for this specific project.
8/21/2026 6
Q67
5.10.2 The 173 m² ceiling area is subject to “verification by the Contractor.” Is there an acceptable tolerance for variation between this estimate and the actual area measured on site before it is considered a change of scope / change order? (Ref:
SOW Section A.2.3.a)
A67 This is according to the contractor's expertise and knowledge, using as a baseline the site visit and the documentation
Q68
5.11 Floors and carpet
5.11.1 How many additional modular carpet tiles (50cm x 50cm) can the Embassy supply beyond the stored/reused material, and how far in advance must the quantity request be submitted (Section 14.2 mentions Day 36 as the deadline)? (Ref: SOW Section 14.2 / A.2.5.c)
A68 The embassy will addressed the require amount of carpet. Once we move forward with the project this coordination will be perform between the contractor and the embassy.
Q69 5.11.2 Is the repositionable carpet adhesive to be supplied by the Embassy already defined by brand/reference, or must the Contractor propose it for approval? (Ref: SOW Section 14.2 / A.2.5.c)
A69 It is aligned with the embassy standards, the contractor is not require to proposed any reference.
Q70
5.12 Substrate conditions
5.12.1 Is there a prior slab pathology study or report (cracks, moisture, unevenness) for the work area, or must the Contractor perform all verification on site without a baseline? (Ref: SOW Section 14.1 / A.2.5.b)
A70 Our team is aware of the current condition of the space, there are no conditions we are expecting to show up in the construction process.
Q71
5.12.2 If concealed conditions are found beneath the existing carpet (for example, structural damage, moisture) during demolition, what is the change order approval mechanism and the expected response time, given the compressed 50-working-day schedule? (Ref: SOW Section 14.1 / 15)
A71 Our team is aware of the current condition of the space, there are no conditions we are expecting to show up in the construction process.
Q72
5.13 Finishes and color
5.13.1 Is there a color/finish palette already approved by Property Management (OBO) for paint, baseboard lacquer, and frame finishes, or is this defined during the submittal process? (Ref: SOW Section A.2.4 / 9.2)
A72 All these technical references are included in the SOW. However, is mandatory to have a submittal approval process, before purchasing and installing.
Q73 5.13.2 The Level 5 finish specified for drywall is demanding — does the Embassy require photometric or grazing-light certification to verify the finish, or is the FAC's visual inspection sufficient? (Ref: SOW Section A.2.2.a (Finish))
A73 The inspection will be addressed by embassy certify technical team
Q74
5.14 Coordination with furniture and signage
5.14.1 Are the furniture, casework, and signage — referenced in the final schedule (Days 47–50) — included within the scope of this contract, or are they supplied/installed by a separate Embassy vendor in parallel? (Ref: SOW Section 16 (Phase schedule))
A74 Supply by a separate vendor. Must be a parallel coordination in the final phase.
Q75 5.14.2 Are there signage specifications (typography, language, ADA compliance) that the Contractor must follow, or is this defined separately by the Embassy? (Ref: SOW Section A.2 / ADA Accessibility Guidelines)
A75 The standard is ADA Accessibility, however, for this specific project, the require guidelines were already addressed in the design.
