Questions Answers 1 When is the anticipated start date of this BPA contract? June - August 2021
2 How many Call Orders does the Government anticipate will be issued at the start of the BPA?
A minimum of one delivery order will be issued during the 5-year period of perfomance. There is no established maximum number of orders that may be issued provided that the total value of delivery orders issued do not exceed the ceiling amount of the BPA.
What is the relationship in scope between this RFP No.: 19AQMM21R0095 and RFP No.:
19AQMM21N0003, FY 20 ISN/NDF Mission Support and Technical Services ? Also, if an Offeror were to win this contract, would they be eligible to bid on 19AQMM21N0003 if a final RFP were released? Or would this create an Organizational Conflict of Interest risk?
21N0003 is invalid, however 20N0003 is the correct RFI for
Mission Support and Technical Services. Offerors are allow to propose and eligible for award of both requirements. A conflict of interest does not exist.
The SOW Background identifies the responsibility of PM/WRA with respect to CWD efforts. Please clarify how this contract interfaces with the PM/WRA Contract No. 19AQMM18D0080. Is the intent that the NDF Global Security Services contractor will secure sites containing munitions that will ultimately be destroyed by the PM/WRA contractor? Is there an OCI between PM/WRA CWD Contract
No. 19AQMM18D0080 and this NDF Global Security Services Contract?
There's no OCI as this contract is intended to potentially consider work that is outside of PM/WRA's remit, including sites in which PM/WRA is not authorized to operate.
There are no facility clearance or personnel clearance requirements stipulated in the solicitation, and no DD254 is included in the attachments. However, H-016 does refer to substitution notification timeline in the event a clearance is required. Please confirm the security clearance requirements for the company as well as key and non-key personnel, if any.
The company must have a TOP SECRET facilities' clearance. All of the Key Personnel will need to possess a SECRET-level clearance. H-031 Security Requirement is added to the
Solicitation. Bidder/Draft DD254 (Attachment D) is in process and to be sent directly to interested Offerors.
Can the Government please confirm that the NAICS Code for this Solicitation is 541611 Administrative
Management and General Management Consulting?
Confirmed.
On page 15, the utilization of small business concern and small business contracting plan clauses were checked. Is there a small business subcontracting goal or requirement associated with this acquisition?
If so, is a small business subcontracting plan required and in which volume should it be placed?
Subcontracting Plan is required for Large Businesses and is part of Volume I. Since this requirement does not exists for Small
Businesses, the Subcontracting Plan is excluded from the page limitation.
Section B, Line Items 001-4001 require pricing for “regular and overtime hourly rates indicated in, Section J - Labor Categories and Pricing.” However, Attachment B only provides one column for Hourly
Rate, with no indication for Overtime rate. While the labor hours per labor category indicate more than a full-time equivalent (FTE) for several labor categories, there is no indication as to whether this is to intend to apply to multiple FTEs within each labor category, or regular time plus overtime for one individual per labor category. Could the Government please clarify what portion of the hours provided are intended to be Overtime?
The excel workbook is intended to standarize proposal format for ease of review, however offerors are encourage to add rows and columns as needed. Overtime is unlikely to occur during the life of the Agreement for any singularly Call Order. However the awardee may hold multiple Call Orders concurrently that have individuals within Labor Categories that on rare occasion may exceed th 40hrs/wk.
Is it the Government’s intent that the Contractor subcontract with local qualified security/construction companies in order to complete any part of the in-country requirements as listed in the Statement of
Work, or rather is it the Government’s preference that the Contractor self-perform all work in-country?
While the answer to this question will be specific to the Call
Order, in general the Government contemplates the use of local subcontractors. H-036 is added to the Solicitation.
10 Should the Offeror assume no Embassy support for Site Surveys and other in-country work?
The answer to this question will be specific to the Call Order;
the Government expects the level of local Embassy support to vary widely depending on the nature of the work.
Is the work to be performed expected to be conducted in both permissive and non-permissive environments?
Generally, the Government contemplates the work to be accomplished in permissive environments.
The SOW, Scope - Conventional Weapons Destruction identifies several activities required to support
CWD, but does not specifically state that the work will include the physical destruction of conventional weapons. Please clarify if destruction of conventional weapons is specifically required under the scope of this contract.
While this BPA is primarily intended to provide site security services (and not destruction of conventional weapons), the
BPA may require some conventional weapons destruction.
Section G-003 of the solicitation provides for the Nondisplacement of Qualified Workers under the predecessor contract. Could the Government please identify the predecessor contract number and contractor?
Incumbent does not exist, G-003 is deleted from the Solicitation
For Section H-016, the Government listed certain positions as key personnel. The Government lists
Documentation/Administration Personnel as key personnel. Does the Government anticipate that this is as several positions or just the one position as listed in Attachment B? How many resumes are required for this LCAT?
Upon further reflection, the Government has decided to remove the 'Documentation/Administration' officer from the list of Key Personnel. The Government encourages Offerors to be creative in crafting their mangagement proposal. The
Government expects resumes for all Key Personnel.
Section H-016 Key Personnel identifies Principal/Program Manager, Site Manager, and System Engineer
(not Senior) as Key Personnel. However, Attachment B does not identify Principal/Program Manager or
Site Manager as labor categories to be priced. Does the Government intend for offerors to add these labor categories to Attachment B?
Attachment B addition/revision to various labor categories/rows/columns are permissible. It's a template to standardarize pricing proposals.
16 Confirming for the six key personnel LCATs that only one resume is required for each LCAT? Confirmed.
Confirming that a Price Narrative is not required for submission, and the price proposal is limited to completion and submission of Attachment B.
Confirmed
The RFP states that for Factor 1: Qualifications, and Experience of Key Personnel it is subject to a “10 page limit, in addition to; 2 page limit per resume.” Can the Government please clarify that Offerors are to provide a 10 page Factor 1 response, as well key personnel resumes (2 pgs each) that are excluded from this page count?
Confirmed
19AQMM21R0095 Questions & Answers
Section L.5.1.3 Past Performance Information indicates offerors are to provide up to three (3) Past
Performance Summaries. Please clarify if the three Past Performance Summaries are to be split between both prime and subcontractors, or if subcontractors are allowed to submit up to three (3) additional past performance summaries each.
Section L.5.1.3 is update to change from "up to" to "at least".
Additionally, proposed subcontractors are allowed to submit up to three additional past performance summaries each where the prime contractor anticipates employing expertise that is possessed by a subcontractor, the subcontractor must provide at least one past performance summary.
In Section M.1 the Government states, “The contract award will be made to the Offeror proposing the best value to the Government based upon an integrated assessment of the evaluation factors described below in Section M.3. Six factors will be used in this evaluation.” It then lists only five factors.
Can we get confirmation that only five factors will be used in evaluation?
Four non-price factors plus one price factor for a total of five factors will be evaluated for this requirement. Correction is executed to remedy the error.
The Government states “Key Personnel each of whom with at least 10 years of experience in relevant
Physical Security system design and analysis.” Can the Government confirm that the 10 years is required for each key personnel? For instance, are the Documentation/Administration Personnel subject to this 10 years of physical security system and design requirement?
Factor 1 under M.3 is revised to address the changes in minimum requirement of Key and non-key personnel.
The Government states, “Remainder of critical proposed personnel with at least 5 years of experience in physical security system design.” Are Offerors expected to propose non-key personnel candidates and present their knowledge, skills, and abilities of non-key (critical) personnel? If not, we recommend removing this language from the RFP.
Offerors are not required to propose non-key personnel. The
Government nevertheless encourages Offerors to demonstrate creativity and thoroughness in crafting their management proposal.
The hours for key personnel Project Manager, Sr. Systems Engineer and Sr. Field Engineer exceed one
FTE over a 1 year PoP. Does the government expect multiple resumes for each of these positions?
The Government expects one resume per each person that they propose to fulfill the Key Personnel positions. The Offeror may offer additional resumes if they so choose, but it is not required.
The Offerors are encouraged to use their own judgment in crafting their proposals.
Please confirm the hours listed for each LCAT, are the estimated requirement for a single year, and are to be calculated for each of the base period and four option years?
Confirmed.
Attachment B provides a Government plug number for both Travel and ODC, but does not provide any cells for allocation of contractor indirect rates on both cost categories, or fee on ODC. Does the
Government require contractors to burden the plug numbers, or add burdens in another location within the worksheet?
Travel and ODC are structure as cost only to simplify contract admin and invoicing. Indirect, fee, and any other burdens should be allocated in the Labor CLIN.
The solicitation does not provide labor category descriptions to include education, experience, clearance, and/or certification requirements for the labor categories presented in Attachment B.
Without minimum standards for which the offerors are to base their labor rates on, an objective price comparison cannot be done. Will the Government provide labor category descriptions for the labor categories in Attachment B?
No. The Government encourages Offerors to demonstrate creativity in their management proposals, and in demonstrating that their personnel have the experience and/or education to demonstrate that they can credibly meet BPA requirements.
27 Can the government clarify if it intends to issue a single award or multiple awards for this BPA? Single award
Is there an incumbent? If so, who, and will the government please provide the existing contract number(s) Incumbent does not exist
29 Will the government allow administrative fee on travel and ODCs? No
30 Can the government provide more specific information on the skills sought for the key positions?
No. The Government encourages Offerors to demonstrate creativity in their management proposals, and in demonstrating that their personnel have the experience and/or education to demonstrate that they can credibly meet BPA requirements.
Does the government expect an exhaustive list of all products that might potentially be used in all potential security solutions at the BPA level, or can this be determined at the Call level?
This can be determined at the Call level.
Does the Government currently have projects in mind for this contract vehicle, or will they remain
TBD?
The Government do not currently have requirements in the near term, so they remain TBD.
Will the government allow additions, or subtractions of labor categories and/or hours in the BPA
Pricing Document?
Offerors have a good deal of discretion in the development of their proposal. Addition and/or subtraction of labor categories and/or hours are permissible.
The RFP identifies several key personnel positions, that do not clearly align with the labor categories in
Attachment B. Are multiple senior system engineers’ resumes required? Multiple project managers’ resumes? How many hours shall the principle/program manager be assigned?
The Government expects one resume per each person that they propose to fulfill the Key Personnel positions. The Offeror may offer additional resumes if they so choose, but it is not required.
The Offerors are encouraged to use their own judgment in crafting their proposals. Please refer to question 15 response.
35 Does the government have an anticipated value for this effort? < $25 Million is the established ceiling price of the BPA.
36 Will the government extend the due date of the response? Yes, 30 days from the release of Q&A responses.
Will the government require a specific format or methodology for the site surveys and designs? If so which ones?
No. The Offerors are encouraged to use their own judgment in crafting their proposals.
Will the contractor have access to sensitive/classified host nation documentation/material such as response plans and regulatory requirements?
That will be determined at the Call Order level.
The “Supply and Support” scope calls out “The Contractor will install and test the systems, and if directed, will train operators, maintainers, and responders in their use.” however there are no corresponding hours identified in that section in “Attachment B - Labor Categories and Pricing”. The
“Rapid Response” section does identify hours for “Electronic Security System Administration &
Training” and “Data, Manuals & Deliverables Admin Specialist”. Are those tasks listed in the incorrect section?
Please refer to question 8 and 15 responses

Period 1 Price. Column F Escalation is for all Option Periods fully burden labor rates should Offerors chose to utilize/propose.
The instructions state ‘The Offeror shall display all formulas used in calculating the Fully-Loaded Labor
Rate in the appropriate data cells of the Labor Categories and Pricing.’ Should offerors use the ‘Hourly
Rate Build-Up tab of Attachment B to develop the fully burdened hourly rate in column D of the ‘Global
Security BPA Pricing Tab?
Workbook is provided as template for ease of review, Offerors may add rows, columns, and tabs to convey a complete pricing proposal.
