C-001 - Statement of Objectives

Statement of Objectives

Development of Armored Chevrolet Suburban Prototypes for U.S. Government Use

09/27/2020

I. PURPOSE:

The purpose of this acquisition is to develop multiple successful prototypes for the production of armored Chevrolet Suburban Large Sport Utility Vehicles (SUVs) (or equal) for the protection of U.S. Ambassadors, other USG officials overseas, and foreign officials in the U.S.

· Each platform shall be brought from concept to testable prototype

· Each prototype shall provide a path and lend itself to production and an active supply chain

II. SCOPE

This requirement includes Large SUV (GM/Chevrolet Suburban, Ford Excursion, Cadillac Escalade, or equal) prototyping concept, development, and testing, to include discovery and rework needed in order to achieve successful test results of each platform. Assessment and certification to Federal Motor Vehicle Safety Standards (FMVSS) is required. Vehicles with civilian styling that do not draw extra attention are required, and a tactical or military vehicle appearance is out of scope. The SUV configuration must include at a minimum four (4) side doors with a rear lift gate, “barn door”, or similar doorway to maximize storage access. The vehicle should include typical features/amenities of modern commercial SUVs and feature separate rear passenger HVAC. Design of four SUV production options are required including:

1) Standard configuration;

2) Pursuit/Follow configuration;

3) VIP configuration with premium trim level configuration providing elevated finish and seating configuration (mandatory option). To meet passenger requirements, the premium SUV configuration is desired to feature 2nd row “captain’s chair” and 3rd row rear seating with additional storage space; and

4) VIP-Executive configuration with the second row replaced by jump seats and a captain’s chair in place of third row seating.

This requirement only covers design and modifications to existing Commercial platform(s) and components required for the sole purpose of meeting Government’s unique armored vehicle (AV) program needs. Existing platforms and components must have been developed through Commercial means by the Original Equipment Manufacturer (OEM) and any development or modification must be performed with OEM permission using owned or pre-developed components or systems.

III. PERIOD OF PERFORMANCE

The maximum period of performance for this effort is three (3) years (a base year and two option years), which shall be broken down in the Contractor’s Statement of Work (SOW) by Year and by Phase, with a date range assigned to each (the Contractor may edit/reorganize these phases as needed so long as all development elements are present):

· Phase 1: Information gathering, Collaboration and Discovery

· Phase 2: Math Data Integration and CAE Modeling

· Phase 3: Submission of Models, Designs and Drawings

· Phase 4: Proof of Concept

· Phase 5: Receipt of Raw Materials

· Phase 6: Prototype Build (can be broken down into segments if needed)

· Phase 7: Ride and Handling

· Phase 8: Physical Durability Testing

· Phase 9: Government Durability Testing (to be completed by the Government)

· Phase 10: Government Ballistic and Blast Testing (to be completed by the Government)

IV. PLACE OF PERFORMANCE

The primary place of performance is at General Motor’s manufacturing facility, or the facility of its subcontractor(s). No travel is required.

V. BACKGROUND

The Assistant Secretary (A/S) for The Department of State (State), Bureau of Diplomatic Security (DS) has identified the AV program managed by the Defensive Equipment and Armored Vehicle Division (DEAV) as one of its top security programs Successful DEAV mission accomplishment is integral to State’s ability to meet its strategic priorities as outlined in the 2015 Quadrennial Diplomacy and Development Review, and is responsible to provide a secure environment for Government personnel, public officials, and dignitaries.

Without a secure environment, State cannot safely conduct diplomacy. A key component of this secure environment is the ability to transport those who support the mission in vehicles that are designed and built to resist the most common threats for the region in which they travel.

Under DS, DEAV is the sole office responsible for the acquisition, inspection, and deployment of armored vehicles pursuant to the Foreign Affairs Manual (FAM) 262.1-1(C). Procurement of all DOS and International Cooperative Administrative Support Services (ICASS) armored vehicles must be coordinated through DEAV (12 FAM 385). DEAV has a recurring need to procure and deploy armored vehicles both for use by the Secretary of State, foreign dignitaries, and at posts for State and other agencies. The State fleet is supported by an established supply chain network and a maintenance, repair and replacement program implemented by DEAV which currently supports an existing fleet of armored Chevrolet Suburban Sport Utility Vehicles (SUVs).

The Department of State has a need to provide armored SUVs for the protection of U.S. Ambassadors and other USG officials overseas and foreign officials in the U.S., who receive protective security provided by the Bureau of Diplomatic Security (DS). DS procures armored vehicles for use by the Department both overseas and domestically through contracts with aftermarket armoring companies. For several years, the only domestic SUV capable of supporting the weight of aftermarket armor was the Suburban HD and DS procured a number of aftermarket armored Suburban HD SUVs. Unfortunately, 2018 was the last model year for the Suburban HD SUV and the vehicle is no longer in production. Currently there are no domestic U.S, SUVs manufactured that can be armored. As a result, DS wishes to explore the purchase of factory armored SUVs. Factory armored SUVs are expected to provide improved performance, reduced maintenance costs and a longer service life than after-market armored SUVs.

The Suburban is a highly adaptable SUV which meets a significant portion of the Department of State’s mission requirements domestically and abroad. State has a recurring annual need for Suburban SUVs for fleet replenishment in support of Ambassadors and Chiefs of Mission (COM). This has historically been fulfilled through the State Armored Vehicle (AV) Blanket Purchase Agreement (BPA) for 3rd party up-armoring;

however, the Chevrolet Suburban platform has evolved to a point where the standard OEM build will no longer support / withstand the addition of armoring to the level required. Therefore, the Government is seeking a partnership with the OEM under a contract for the development of a next-generation armored Suburban, with the intent to arrive at a fully tested prototype vehicle, ready for production.

The Suburban, as a platform, has been determined to meet the Government’s minimum requirements which include the following:

· Manufactured as an (OEM) developed item; and

· Has large SUV dimensions for maximum passenger and payload flexibility

· Has fully integrated armor components as part of the design to ensure armoring integrity; and

· Is adequately equipped to blend into overseas surroundings for everyday traffic (mission requirement);

and

· Meets the classified testing specifications of State titled “Armored Vehicle Protection Levels.” This includes ballistics, blast, and mobility standards unique to the Department of State.

Several U.S. Government agencies utilize commercial vehicles as a base platform for production of armored vehicles for various end uses. No production SUV vehicles suitable for this purpose available within a four to five-year window are known, by the Government, to be planned for production that will meet the available payload and passenger/cargo space requirements to serve as a suitable base vehicle for the armoring process.

Without a base platform vehicle, Government agencies will not be able to replenish the fleet at the end of the five-year life cycle and will not be able to meet the demands of protective missions.

VI. PROGRAM OBJECTIVES

Overall Objectives for the Contractor:

Within its PWS provided in response to this SOO, the Contractor shall ensure that the following objectives are appropriately addressed and sufficiently supported to ensure project success:

· Contractor Personnel: Contractor personnel assigned to this contract who require access to classified information shall be able possess SECRET personnel security clearances issued by Defense Security Service (DSS) upon contract performance.
