SECTION C, STATEMENT OF WORK

STATEMENT OF WORK (SOW)

for Ministry of Defense Advisory Team (MODAT) Mogadishu Somalia

1. BACKGROUND

1.1. The Somali Ministry of Defense is leading the immense challenge of establishing, developing, and implementing policies and guidance in support of Federal Government of Somalia (FGS) National Defense strategy documents and to provide political oversight of the Somali National Army (SNA). Following the collapse of the central government in the 1990s, the Federal Government of Somalia is in the process of establishing entirely new security institutions from the ground up, especially, the Ministry of Defense. As such, the Ministry of Defense, including military forces as well as local and national police, and virtually the entire criminal justice sector remain extremely weak. Complicating these efforts are corrupt individuals opposed to reform, and a deeply entrenched clan system. Current program activities support a range of requirements including: the strengthening of Danab, strengthening of a SNA logistics capacity, defense institution building for the General Officer Staff, payment of stipends, provision of food and fuel and the soon to be implemented embedding of advisors into the Ministry of Defense.

2. PERIOD OF PERFORMANCE
