Question Answer

3.1 Repairing and finishing container floor

Recommend:

2” of 2-Part Polyurethane From Insulation to Underside of Container Floor, R-Value Approx. 14.

Apply 60 Mils of Polyurea to 1-1/8” Marine Grade Interior Wood Floor for Protection.

This is acceptable.

3.3 Supply and installation of thermal insulation and

interior finish

Recommend:Supply & Install SBI Standard Insulation Package in 40' Container, Which Consists of 1-1/2" Foam Insulation and 3/8" Plywood With White Textured Plastic Lining. Thermal Value Approx. R10.

Surface Burning Characteristics Styrofoam Panel Core 20 Extruded Polystyrene ASTM E84, Flame Spread/Smoke Developed, FS/SD. Value

– 15/165 up to 4” Thickness NuPoly HDPE Laminated Wall & Ceiling Panels ASTM E84, Flame Spread. Value/Units – 97.8 - Class 3/C ASTM E84, Smoke Density. Value/Units – 350 - Class 3/C If approved, section 3.4 will not be required.

This is acceptable.

3.5 External painting of containers

Seek Approval of SBI Standard Paint Process:

90% Zinc Primer per A-A59745 Epoxy Primer per MIL-DTL-53022E Type III or IV Urethane Top Coat Per MIL-PRF-85285E

This is acceptable.

4.1 Electrical panel

What is the Voltage, Amperage and Phase required?

What type of power connection is required?

Can you further elaborate on “The panel shall be equally loaded NEMA 12 (male and female with twist lock system)” Is there an electrical schematic available?

The voltage, amperage, and phase required is the same as US Code for 110v.

The power connection required is an easily accessed, weather proof receptacle on the outside of the container.

Refer to revised technical specification 4.1 Electrical panel.

There is no eletrical schematic available. The offeror is responsible for adequate electrical system.

The New One Trip Container will not be 100% free of dings and dents (due to normal ware & tare from transportation).

The Government expects the container to be in excellent condition, the standard as categorized during container sale.

"The day gate shall be flat and bolt at the top and bottom". Please clarify if the day gate will be held closed with a door latch type bolt or a threaded bolt.

We are unable to make a determination without additional specifications or drawings. Assuming other answers to questions do not provide an adequate response to your specific inquiry, please resubmit your question along with specifications and/or a website link to pictures.

The answer to the question will be posted on FedBid as soon as possible.

What is the height requirement for the top of the upper stair tread?. The pictures in the spec show the container is raised off the ground.

Confirmed, the container is off the ground and will clear deck by 1.5 feet.

Will a double hung half door that is nominally close to the size listed in the specs be acceptable?

We are unable to make a determination without additional specifications or drawings. Assuming other answers to questions do not provide an adequate response to your specific inquiry, please resubmit your question along with specifications and/or a website link to pictures.

The answer to the question will be posted on FedBid as soon as possible.

Please clarify desired power source. The proposed wiring diagram depicts a single-phase 110V power inlet but some equipment is identified as 230V.

We are not certain what equipment is being identified in the question. We've identified the following equipment: AC, lights, and extractor fan.

Referring to 3.5 External painting of containers; We want to clarify if the requested guarantee of 25 years is the paint manufacturer’s guarantee or the contractor guaranteeing their paint job. If it’s the paint manufacturer’s guarantee would you give us a product number or recommendations on type of paint?

The requested warranty is the manufacturer’s warranty on the paint. The Government does not have a recommendation and it is the responsibility of the contractor to propose an adequate solution.

Referring to 4. Electrical Installation; We want to clarify that a 50-amp twist locks will be an acceptable plug for the external electrical connection. If it is not please let us know of any recommendations.

50 Amp Twist lock marine grade is acceptable, please refer to the revised technical specifications.

Referring to 4.5 Air Conditioning; We saw that it is requested to put two 12000 BTU split unit HVAC systems on the 40’ elevation of the container. We want to clarify that those are recessed. If not, we recommend recessing them or bumping up to a 24000 BTU split unit with two head units and putting the compressor on the 8’ elevation.

Mounting 2 units on the outside of the 40’ container like your drawing shows would cause complications shipping.

Please refer to revised technical specification 4.5 Air Conditioning.

Can you identify the end use geography/type of usage?

Will it be going to Columbia based on Columbia Electrical code requested?

The topography is flat terrain with light brush, mostly grass.

The containers will be mounted on preinstalled concrete footers inside CNP installations.

Installation shall comply with NEC and RETEI requitements

Section 4.2: Does Buyer want the junction box concealed or accessible? Do you want Stiff EMC or flexible metal conduit?

The junction box shall be accesible inside the container, but lockable. The contractor shall provide Flexible Liquid tight Conduit with corresponding fittings.

Section 4.3: Will Buyer need US Standard Outlets, NEMA 5- 20R?

Receptacles shall be NEMA 5-20R hospital grade

GFCI.

Section 4.5: Does Buyer want the AC condenser units mounted to the container and fully installed or wired but not fully attached? Your diagram shows a side mount, & a lower wall is mentioned. We were just thinking about transporting these containers to final location with the A/C's sitting on the sides. Do they need to be secured with a fencing to prevent vandalism?

The AC condenser units are to be secured to the side of the container “once” on site, until then the condenser unit will be transported inside the container. As the containers are on base the condenser does not need to be caged in. All container connections shall be enclosed / fed through a pre-mounted exterior conduit.

Section 5.2: Can Buyer give any clarity on the 3-point closure security lock? Most of these are a one-turn & all 3 points lock at once. We do not believe that would work with the dutch door concept.

When the door is closed the Dutch door must lock with both upper and bottom secured. A three point lock can work. Note: The day gate must also be securable.

Electrical Diagram: You have drawn a 30 amp panel and only one (1) A/C labeled. Do you think that will be enough power once the 2nd A/C is loaded and you mention future growth? We are thinking a minimum of 50 Amps.

Please refer to revised specifications and Single Line diagram in them.

Ref paragraph 4.5 Air Conditioning, (requirement states)“The contractor shall supply and install two (2) split air conditioner units of 12000 BTU, each one including all accessories. These airs conditioner include metal support fixed onto the lower wall, electrical connection and drainage. The installation shall be as per the provided diagram. “

Question: Please clarify the type of air conditioner and deployment/disposition of all components. Is the requirement for what is commonly called a ‘split system’, and will a 12,000 BTU heat pump (AC and heat capability) be acceptable? or if the buyer would prefer what is commonly called a ‘commercial grade’ through the wall air conditioning units?

If the requirement is for spilt systems, please also clarify where the buyer would like the ‘condenser unit’ (outdoor portion of the split system) installed on the outside of the container, or if these should be stored inside the container in the OEM packaging for shipment and will be installed (including start-up) by others after delivery to final site (in-situ).

The requirement is for a split system. The condenser is to be shipped inside the container for connection to the exterior once on site.

Ref paragraph 4.6 Air Extractor (requirement states)“12 inch, industrial grade / rigid construction with protective grilles front and rear. Must meet OSHA standards, Motor must be closed for protection from rain and dust, general finish of baked acrylic enamel. Operation in extreme conditions from -10 ° C to + 110 ° C. Supply 220 volts 60 Hz, low noise, external gravitational lattice is opened by activating the pump, flow required 1440 meters cubic.

Question Please clarify the requirement is for an exhaust fan with 12”diam blades, capable of moving 1440 CFM (cubic ft per minute) of air through the wall? Or is the requirement for a louvered fan with a 12” housing/frame, which typically would have nom 8”diam blades and be capable of moving ~300FCM (8.5m³/min) which equates to almost 6 full air exchanges per hour – this is similar to what appears to be shown in the photo. The requirement as written for 1440m³/hr seems like an inordinately high air exchange rate for storage space ( 24.45³/min or almost 17 air exchanges per hour).

Question: please clarify controls required for the air extractor, always on, wall switch, thermostatic switch, or other?

8” diameter fan blade with 12”housing is adequate.

A wall switch is required for the air extractor.

Ref paragraph 5.2 Door (requirement states) “.. supply and installdouble hung half doors…The door dimensions are 0.90m wide (including the door frame 1M wide) by 2.20m High with a minimum 20 gauge sheet metal with frames in 18 gauge cold rolled sheet.”.

Question: please clarify this is reference to a dutch door ( 2 piece door which upper and lower halves can move independently in a single frame) and if dimensions of .91m x 2.18m will be acceptable? (US manufactured) COTS dutch doors are ‘t” (2.29myp.’‘”(”3’0”- 4’0” (w) .91-1.22m

(w) and either 6’8”, 7’2” (2.18m), 7’6” (2.29m) or 8’0” (2.44m) high. Can the requirement be revised to allow the COTs item? Also is the door frame size of 1m a reference dimension or a requirement?

The dimensions proposed are acceptable; the larger the better.

The door frame size of 1m is a reference dimension, but larger is preferred to facilitate movement of containers in and out of the armory.

Ref paragraph 5.1 Metal Stairs (requirement states) “This item includes supply and installation of a metal stairs, securely affixed to the edge of the container entrance door, which can be assembled and disassembled without the need to anchor the stairs.

The riser structure must be constructed of angle iron and the steps of structural galvanized diamond plate sheeting.

This item includes a coat of anticorrosive primer and two coats of outdoor acrylic paint with a 25 year warranty.”

Question: please clarify the total height of the stairs required, or step and tread dimensions and the quantity of steps. Also please clarify if the stairs should be stored/packed inside the container for shipment.

Two steps high and the width of the door. The steps shall be transported in the container.

Ref paragraph 6. WIRING DIAGRAM (Proposed) Question: please confirm that the ‘outdoor connector’noted on the drawing is the ‘electric service entrance’ and if the seller should supply a connector set, or the female end of the connector in a box, or just loose wires (for final connection by others)? One of the photos in chapter 4.1 appears to show a standard 3-5 pin shore power connector)

Please refer to connector specified in revised

SOW.

Will you please confirm the R-Value of the walls? The R-Value of the walls shall be sufficient to allow for efficient AC operation.

Exterior paint system – the spec calls for a 25 year minimum guarantee under section 3.5 for the container exterior which would include the coating applied by the container manufacturer and the modifications we would include. Realistically, this cannot be met. The container manufacturer’s coating is done on well prepped steel surfaces with state of the art paint application systems and they only warranty 5 years. Our spray booth modification painting would match that warranty but not exceed it and wouldn’t approach 25 years.

Interior paint system – the spec calls for 10 years so the above note would apply as well

The exterior paint solution provided is acceptable.

Refer to revised SOW: All paint manufacturer warranties are revised to reflect 5 years.

Thermal insulation – the spec calls for a minimum of 5 cm.

polyurethane sheets of high density fireproof material for the roof and walls. Other than polyurethane closed or open cell spray foam, we haven’t used or come across a product that meets that description. We have used 2” x 4’ x 8’ polystyrene foam boards for insulation on various projects with success but don’t know if that meets the spec. A recommendation from the customer for a specific product would be helpful

The Government does not have a recommendation and interested parties are advised to follow the specification requirements.

Air extractor – I’ve assumed this means a fan. I’ve included a motorized fan with shutter. Again, if the spec is referring to something other than an exhaust fan or if there is a particular model or part no., it would be helpful. In addition, the picture under 4.6 shows what looks like a fan on the front wall but the wiring drawing shows the air extractor on the right hand side wall. Are there supposed to be 2?

Confirmed, it is a shuttered fan. The fan should be on an end wall. Refer to revised wiring diagram.

Interior lining - the spec indicates 20 ga. galvanized sheets should be anchored to the container structure. I’ve taken that to mean fastening the sheets to interior mounted bracketry ( steel angles, channels, etc. ). Just want to make sure the lining is not meant to be seam welded

The interior lining should be securely adhered to a stud system and not seam welded.

Exterior mounted items – for shipping purposes, several of the spec items would have to be shipped loose and mounted upon final delivery; stairs, Mitsubishi condenser and mounting shelves/brackets and exterior plug. Just want to confirm this is acceptable with the customer

Confirmed, this is acceptable.

Electrical panel – the left hand picture under section 4.1 shows what appears to be a 2nd electrical box mounted over what looks like a standard breaker box. Just want to specifically identify what this is so we don’t miss anything

Please refer to single line diagram in revised SOW.

The delivery may take up to 160 days is that okay? The FedBid delivery timeline has been changed from "120 days required" to "120 days preferred." The USG prefers 120 days; however, the offeror may proposed a different timeline.

One more question, There was a request for quotation form that seems needs to be filled out. Do we have to fill it out?

Filling out the FedBid pricing section is acceptable.

There is no need to fill out the RFQ form.

My name is Jennifer Auguste, and I am the owner of Charles Family Inc. I am very interested in this solicitation, and am currently gathering information regarding the solicitation. I am still fairly new, and I had a question regarding the section of the synopsis that refers to the modifications that will be done to the containers. I wanted to know if the modifications that are requested are to be done to the containers before delivery, or are they something that is done after the have purchased and delivered?

The contractor shall deliver the fully modified container to the delivery destination.

Are we providing the containers or does the customer have the containers?

Refer to the technical specifications. The contractor shall provide the containers.

Containers are new or reconditioned? Refer to the technical specifications. The containers shall be new.

Can Polyurea (sprayed) be used in lieu of black rubber – for both the floor covering and the Splash guard?

No, the substitution does not meet the minimum requirements.

Can 2 inches of “Rockwool” vs polyurethane sheets be used – rockwool is both an excellent sound Attenuation material and is Fire proof – polyurethane is only fire retardant.

Confirmed, the proposed insulation is acceptable.

What are the paint thicknesses for each coat of paint? 4.5 mils total or per coat?

A coat of paint wet should be between 4 - 5 mils.

What is the RAL number for the beige paint? The Government is not providing an RAL, just the basic color.

The exterior requires 1 coat of primer and 1 coat of paint followed by 3 coats of acrylic paint?

Rerfer to SOW Section 3.5: three (3) coats of paint and a given is a primed surface.

Can 2 part epoxies and 2 part polyurethane paints be considered in lieu of acrylic paints?

Confirmed, the substitution is acceptable.

Wiring to be IAW Colombian Electrical Code – can you provide this code as an email attachment?

No, the Government will not provide an attachment on IAW Colombian Eletrical Code.

Equipment to operate in 14 deg F up to 230 deg F? We are unable to make a determination due to insufficient information on the equipment being addressed.

Equipment to be NRTL certified? We are unable to make a determination due to insufficient information on the equipment being addressed.

Delivery is to be all 15 at one time or staged out over a period of time?

At this time, the requirement is to delivery all at once.

Units to be tested at MFG before they ship? Confirmed, AC unites should be certified operational prior to shipment.

We noticed that the NAICS code and size standard used in the solicitation is 423840 (Industrial Supplies Merchant Wholesalers) with a size standard of 100 employees. Per the SBA, wholesale NAICS codes are not used for the procurement of supplies – for these procurements, only “manufacturing” NAICS codes are used. See 13 CFR 121.201.

Instead, we suggest you revise the NAICS code to 332439, which is the manufacturing NAICS code used by almost every federal government civilian and military agency which procures large steel containers of this nature.

332439 has an associated size standard of 500 employees.

Would you please amend the solicitation to change the NAICS code to 332439 and the size standard to 500 employees?

Confirmed, using a wholesale NAICS code was an error and set-aside requirements require an appropriate manufacturing NAICS Code.

Therefore, the NAICS code is changed to 332439.
