AC Units Comayagua Questions and Answers 19AQMM18R0139
Q&A # Questions Responses
1 Is there a specific construction plan that has the exact location of all grilles, ductwork, cassettes etc.? Or is the contractor, upon award, able to provide a plan for approval?
Use the provided drawings.
2 Is there a certain percentage of the contract that needs to go to Honduran-based companies?
there is not percentage of the contract that needs to go to Honduran-based companies. However, the Solicitation section
L.17 states the prime contractor's limination of subcontracting as follows "With respect to an INL construction project, a prime contractor may not subcontract more than 50 percent of the total value of the project"
3 Time Frame: In the AC System SOW, the period of performance mentions 60 calendar days for delivery of all equipment. In the document 19AQMM18R0139_B-M-2 it mentions 90 calendar days for installation of air condition & ventilation systems (under section F.1 52.211-10). We wanted to confirm that the awarded contractor will have
60 days to deliver the equipment, and then 90 days to install the air condition and ventilation systems.
The Section F.1 mentions 90 Calendar days for installation of air conditioning and ventilation systems. This includes 60 calendar days to deliver the equipment and 30 calendar days to install the systems. In addition, there is one (1) year for maintenance services of the installed systems.
4 Is there a specific breakdown in pricing that the Government requires with submission of a proposal? We see that in the solicitation, offer, and award document that there are
3 line items. Is the proposal to be in those 3 line items, or is there a thorough breakdown required apart from the 3 line items?
This is a lumsum project a we require the 3 line items.
5 In the AC System SOW document, under section 3.3, it mentions that 11 condenser units are included in the project. To clarify, the contractor is not required to purchase
11 condenser units, but they are included by the Government? If so, would the 1 year warranty apply to them?
The contractor has to provide and install all the A/C and ventilation system, this include all the equipment therefore it is included the condenser units. The Government is not going to provide any equipment.
6 In the AC System SOW document, under section 3.2.11, there is a mention of a 1
TON, 15 SEER, QTY 2. However, in the “summary of items” document, there is no mention of that product. Was that product supposed to read 4 tons? Please confirm.
There are two wall-mounted minisplit units of 1 TON, 15 SEER, R410 for the data room to work alternately.
7 For any of the cassettes, is there any model or brand that we can use for comparison purposes?
For cassettes units detail specifications are mention in section 3.2 of SOW. A brand to use as reference can be Whisper-aire or Carrier, similar or better specification brand.
8 In the AC System SOW document, it mentions under section 3.2 that the equipment shall be from “United States precedence”. From our understanding, the equipment needs to be purchased in the United States and shipped to Honduras. Or is it required that all equipment is manufactured in the United States?
The equipment must be a well known brand from United States that can be acquired in local stores in Honduras for easy mantainance and replacment of parts.
9 Is there anyway that the “Bathroom Extraction System”, “Power supply unit protection Equipment” and the “Mini-Split Data Center Area” mentioned in the document
Information for Bathroom Extraction Section 3.6 SOW, Mini-split Data Center Section 3.2.11 SOW, Power supply unit protection Equipment Plan AA-03, Specification of protection equipment should be according to brand specification and units to be offer.
10 “Summary of Items” can be explained in greater detail? We ask this because their explanations are missing from the AC System SOW.
Detail specifications can be found in Section 3.2 SOW
