19-223-SOL-00022 – Multi-Method Consumer Perception Investigations Attachment 1 – Labor Category Requirements

Project Director

Provides overall project management for the entire IDIQ. Oversees logistics, ensures overall quality of performance and deliverables, and is responsible for maintaining project and program progress across multiple task orders. Federal contract project management experience required. Maintains budget and compliance documentation, manages subcontractors, ensures and enforces compliance with the contract terms and conditions. Organizes, supervises, and trains staff. Is available to communicate with the COR regarding contract performance, technical direction, managing risk and proposing solutions.

Minimum Experience: 10 years (13 if only Bachelors-level education); with at least 5 years’ experience managing 10+ staff

Minimum Education: Masters in a social science or public health field with additional education and certifications preferred. A Bachelors degree with 3 additional years of relevant experience is equivalent to a Masters degree.

Project Manager

Manages multiple aspects of a single project and multiple projects at one time, including overseeing quality control. Communicates clearly and articulately in written and oral form.

Assesses complex research questions, applies appropriate statistical and analysis.

Minimum Experience: 5 years including at least 3 years managing large projects Minimum Education: Bachelor’s Degree in a social science or public health field

Senior Social Scientist

Provides authoritative advice on types of socio-cultural research, and analysis to develop a common operating picture of the socio-cultural environment.

Performs social science research tasks of significant technical complexity, applying standard and established theories, concepts, and techniques but often using innovative approaches. Directs and participates in qualitative and quantitative data collection methodologies, surveying, secondary source research, and mixed method approaches.

Minimum Experience: 6 years Minimum Education: Master’s Degree in a social science or public health field

Mid Social Scientist

Assists in providing analysis, guidance, and insight on types of socio-cultural research, and analysis to develop a common operating picture of the socio-cultural environment. Conducts major survey research projects. Designs data collection methodology, oversight of data collections efforts, prepares descriptive and analytic reports and presentations.

Minimum Experience: 3 years (6 if only Bachelors-level education) Minimum Education: Master’s Degree in a social science or public health field. A Bachelor’s degree with 3 additional years of relevant experience is equivalent to a Master’s degree.

Social Scientist

Assists in providing analysis, guidance, and insight into the types of socio-cultural research, and analysis to develop a common operating picture of the socio-cultural environment.

Performs social science research tasks, applying standard and established theories, concepts, and techniques but often using innovative approaches. Participates in qualitative and quantitative data collection methodologies, surveying, secondary source research, and mixed method approaches.

Minimum Experience: 2 years for a Bachelor’s Degree; None with a Master’s Degree Minimum Education: Bachelor’s Degree in a social science or public health field

Research Assistant

Perform computing research and administrative tasks of limited technical complexity, applying standard and established techniques; examples include conducting literature searches and summarizing information, collecting data, preparing tables, graphs, and executing straightforward quantitative analyses using spreadsheet or statistical software, and organizing and filing project materials. Complete work products on schedule. All activities are supervised providing detailed oral and/or written instruction and reviewing all work for accuracy, completeness, and soundness of judgment. Must be proficient with Microsoft Word and Excel or similar software.

Minimum Experience: 1 year Minimum Education: Bachelor’s Degree in a social science or public health field

Statistician

Plans data collection; analyzes and interprets numerical data from experiments, studies, surveys, and other sources; and applies statistical methodology to provide information for scientific research and statistical analysis. Conduct statistical analyses (for example, frequencies, t-tests, ANOVAs) with analysis plans developed by the statistician in consultation with FDA. Presents results of statistical analyses in draft and final written reports.

Minimum Experience: 3 years (6 years with a Bachelor’s Degree) Minimum Education: Master’s Degree. A Bachelor’s degree with 3 additional years of relevant experience is equivalent to a Master’s degree.

Data Analyst

Codes and analyzes qualitative data using codebook. Trained in using qualitative analysis software (NVivo). Senior project staff will oversee and participate in the iterative process of developing and refining codes and in the ultimate analysis and identification of themes from the data.

Minimum Experience: 2 years Minimum Education: Bachelor’s Degree in a social science or public health field

Programmer

Perform computing research tasks of technical complexity, applying standard and established theories, concepts, and techniques; examples of tasks include designing/developing methods of data collection; collecting data; analyzing, interpreting, and summarizing data using a variety of modeling and computer programming techniques. Work is performed without supervision and guidance.

Minimum Experience: 2 years Minimum Education: Bachelor’s Degree

Editor

Plan, outline, draft, rewrite, edit, and proofread a variety of reports, summaries, analysis, memoranda, briefings, and other similar professional written correspondence.

Must be proficient with common word processing programs, formatting, and inserting tables and graphics into written documents. Have experience working on multiple projects simultaneously in a time sensitive environment.

Minimum Experience: 2 years Minimum Education: Bachelor’s Degree
