About this file

This document contains Questions and Answers (Q&A) regarding a Request for Proposal (RFP) for HVAC maintenance services for the U.S. Tri-Mission in Rome, Italy. The Q&A addresses clarifications on the proposal structure, specifically the requirements for Part I, Part II, and Section L.2.3.3(b). The document confirms that the proposals should follow the instructions in Section L - "Instructions, Conditions, and Notices to Offerors" regarding the required information and documents to be submitted. It also notes that the solicitation does not specify any specific licenses or permits required for the maintenance services, as Italian law does not mandate specific SOA classifications for this type of work.

Questions and Answers

(Post Conference)

Question #1: Part I and Part II are clearly defined on pages 97 and 99. Can the USG please clarify where the third part is in the solicitation document or amend Section L to correct the statement requiring three parts to the bidder’s Business Management/Technical Proposal?

Answer #1: See Amendment no. 0002 Question #2: Can the USG please clarify where Section L.2.3.3(b) is in the solicitation document?

Answer #2: See Amendment no. 0002 Question #3: Can the USG confirm that the Experience and Past Performance references mentioned (Section L.2.3.3(b)) are part of “Part II – Experience and Past Performance” on page 99 of the solicitation document?

Answer #3: See Section L – “Instructions, Conditions, and Notices to Offerors” for the list of requirements, information, and documents to be submitted with the offer.

Question #4: Can the USG stipulate any specific licenses/permits that must be provided in an offeror’s proposal to ensure technical acceptability – or – any specific licenses/permits that, if NOT submitted, will render an offeror’s proposal unacceptably technically? Italian law stipulates that for maintenance services – NOT construction services – there are no specific SOA classifications required. So, to properly respond to the given requirements, the range of acceptable responses from offers is wide and fairly indiscriminate without any more specific guidance from the USG.

Answer #4: See Section L – “Instructions, Conditions, and Notices to Offerors” for the list of requirements, information, and documents to be submitted with the offer.
