Construction Services to renovate MSGQ
QUESTIONS & ANSWERS
The following questions were raised by contractors during and after the site visit that was conducted on June 19, 2019:
1. What is the level required for the Certified Construction Contractor in Israel for this project.
Response:
Certification of Level 5 is required.
2. Is it possible to extend the performance period beyond 60 days?
Section F2.c requires the completion of the entire work ready for use not later than 60 calendar days after Notice to Proceed. The time stated for completion shall include final cleanup of the premises and completion of “punch list” items.
3. Is it possible to extend the working hours during the project?
Section F.8 states that all work shall be performed between 08:00 – 16:30, Monday to Friday, except for the holidays identified in this section. Other hours, if requested by the Contractor, may be approved by the Contracting Officer's Representative. The Contractor shall give 24 hours in advance to COR who will consider any deviation from the hours identified above. Upon request the work hours can be changed to Sunday – Friday 07:00 – 19:00. Saturday work is available with prior approval from the COR.
Changes in work hours will not be a cause for a price increase.
4. a. In case of a JV (Joint Venture), do all of the members of the JV have to possess a SAM registration?
b. If one member of the JV has the SAM registration, would it be acceptable for the JV to bid for the referenced project?
c. Can individual companies (possessing SAM registration already) partner up and form a JV with their existing SAM registration in order to bid for the Project? Or does the JV have to be registered in SAM as a new entity?
The entity that submits the proposal and has the authority to sign the contract must be registered and active in SAM at the time of award. The JV agreement must be legally binding, must be in writing, must state the responsibility of the parties and must be separately identified in SAM as a JV. The JV has to be registered in SAM as a separate entity with a new DUNs and NCAGE code as it has to be a separate identifiable entity.
5. Section L.3 includes a reference to a Project Manager (3) and requires that resumes be provided for key personnel (4). Section L.5.2.3 “Proposed Work Information” requires offerors to submit the “name and address of the Offeror’s field superintendent for this project”. Section M.1.2 stipulates that under the technical evaluation, the “qualifications and experience of the offeror’s proposed project superintendent” will be considered. Is the Project Manager, project superintendent, and field superintendent all the same position? Who specifically are considered key personnel for requiring resumes to be submitted with an offeror’s proposal?
Response:
The key personnel referenced in Section L.3 and Section L.5.2.3 is related to the Project Manager to be assigned for this Project. Offerors are required to submit a resume, address and detailed information for the Project Manager in addition to all other requirements listed in Seciton L.
