About this file
This document contains responses to questions about a solicitation for BGAN satellite services in Colombia. The Department of State requires 110 new BGAN Model 510 antennas to replace the 50 currently deployed throughout Colombia due to wear and tear in adverse conditions. Support must be provided locally in Colombia by a permanent resource based there, with communication in Spanish. The full 1GB of included data must be recharged on each device, with 500MB initially loaded and the remaining 500MB activated later as needed by the agency. The NAICS code for this opportunity is 334220.

Sheet1
| RFP Section & Page Reference | Question or Clarification Request | Government Response | Change to RFP? If so, where? |
| SF-1449, Page 1, box 10 | States that the NAICS Code is 334220, but Attachment 1, page 10 says it is NAICS code 334511). Can DoS please confirm which one is accurate? | NAICS Code 334220 is the correct code | NO |
| Attachment 1, page 3, Section 2 Technical Specifications. Item 2 | States: ‘the satellite operator shall provide permanent technical support for setting up network questions, lost or stolen antennas’. Does DoS require a company in Colombia for permanent technical support? One potential solution we’re considering is to utilize a Brazil-based local technical resource, available 24/7/365 for technical support. Would that be an acceptable mitigation? | Support from Brazil is not an acceptable mitigation. INL requires a permanent local technical support based in Colombia. Furthermore, Brazil's official lenguage is portuguese, which may cause communication issues. | NO |
| Attachment 1, page 3, Section 2 Technical Specifications. Item 2 | Do the BGAN 510 rentals in CLIN 002 have to be brand new in box or are used BGANS allowed? | INL Bogota requires a fresh set of 110 BGAN 510 antennas. This prevents potential technical difficulties due to wear and tear by the 50 antennas currently deployed in adverse conditions throughout Colombia. | NO |
| Attachment 1, page 6, Section 6, Warranty | Section 6 of the statement of work states: “SIM Cards must be charged before delivery with 500 Mb charge and the other 500 Mb must be activated under INL authorization.” Can the Government revise the language to require the full 1GB? Can the Government please provide how much data was used under the current requirement for the 50BGANS? | INL Bogota requires a fulll charge of 1 GB. However, to avoid the consumption of all data by misuse during the operations, INL asks for a first recharge of 500 MB and a second recharge of rest 500 MB when INL considers it appropiate correct. This is how INL is managing data consumption for the time being. | NO |
