Questions and Answers Received Against 191BWC19R0007 Falcon Power Plant Gates Maintenance and Repairs

1. We are interested in participating in the above mentioned bid. However, at this point I am confused as to whether this is a bid, or just a pre-solicitation. A solicitation with a due date has been provided, but there are no instructions on how to submit, required bonding info, liquidated damages, etc. Would you please let me know if this is a bid that we are to respond to by 8/22/19 as noted? Or if this is just a pre-solicitation with nothing due at this point, as stated on FBO?

Answer: As amended on July 22, 2019, the USIBWC is requesting proposals at this time.

Proposals can be submitted via email to Lanisa.McCollum@ibwc.gov. Pursuant to the solicitation document, bonding and liquidated provisions and clauses are not included and therefore not required. This is an RFP and not an IFB, so please submit your proposal pursuant to section L.02 of the solicitation no later than August 22, 2019.

2. The NAICS code used in this solicitation is not one my company has. Would you consider allowing other NAICS to propose as a general contractor?

Answer: Yes.

3. It appears to me that QA is included in the solicitation, however in the definition section it states that the Quality Assurance is, “…conducted by the Government to assure the contractors quality control is being conducted properly”. Is there a separate Quality Assurance solicitation?

Answer: Quality Assurance will be conducted by the Government.

4. I would like to clarify if a bid bond is required, as I do not see that information listed anywhere.

Liquidated damages, completion time, and warranty information have also not been included, that I can find. Please let me know how I may get this info.

Answer: See question 1 for answers regarding bid bonds and liquidated damages. See section

1.6 of the PWS (Attachment 1) for information on the period of performance. See section 2.3 of the PWS (Attachment 1) for information on warranties.
