Prebid Conference

Meeting Date: August 28, 2019 at 9:00 am

Location: USIBWC American Dam Facility

Please understand that the Prebid Conference is intended to aid Contractors and ensure that misunderstandings are minimized to provide a better project for all involved. However, the

Government is not bound by verbal responses. Contractors shall submit written questions to the

Contracting Officer (CO) for official clarification and responses. All written questions and answers received prior to the cutoff date shall be added to this Solicitation as an amendment;

only these written responses bind the Government during performance of this Contract.

Items of Note for Contractors

1. Davis Bacon project

a. Applies to all subcontractors.

b. Certified payrolls required for all workers, including truck drivers (unless owner-operator).

c. Owner-operators have special reporting requirements.

2. SF-1413 forms are required for all subcontractors. This includes service providers but not suppliers.

3. Review requirements for Safety and Health Officer. Section 01.35.23 1.13.

4. CPR and first aid required for all employees onsite, including subcontractors. Section

01.35.23 1.17.

5. All subcontractors working onsite during any month shall complete Form 153 (Monthly

Exposure and First Aid Report). Sections 01.29.00 and 01.35.23.

6. Quality Control Systems Manager must be an engineer and shall have no other duties on the project. Section 01.45.00 1.11.

7. All surveys shall be performed by or under the direction of a professional surveyor.

8. Surveys are required: prior to removal of islands, after removal of islands, prior to project site disturbance, after backfill, after installation of gabions and Reno mattresses, after installation of topsoil, after planting each type of vegetation, and upon completion of the project. See Section 02.21.00 31, 3.2, and 3.3 for more information.

c. All additional areas disturbed during construction shall be seeded.

13. Vegetation maintenance continues until the later of November 2020, 85% establishment of each species of shrubs, coyote willows, and trees, or 70% seeded vegetation cover.

16. We are going to start the site visit on the eastside of the Rio Grande directly across from this project. I plan on stopping there so you can view the western bank and then we will go across Vado Bridge to the actual project site. Are there other areas where people wish to stop?

a. The levee and floodplain are available to pedestrian access all of the time. You are welcome to go back and revisit any of the things that you see today on your own time. However, the gates will be locked, blocking vehicular access.

Written questions are due to the CO by September 5, 2019 at noon.

Directions from American Dam to Project Site

One way trip approximately 28 miles.

Because the westbound on ramp to I-10 is closed, take Paisano Drive to the new I-10 distributor lanes.

There are three access points from the frontage road to Paisano Drive. Take any of them and head north on Paisano staying the left lane.

Continue on Paisano until it merges with I-10. You will want to be in the left lane as Paisano travels over I-10 in order to enter the freeway. The on ramp is on the left.

Once on north Paisano, stay in the left lane. Even when you see signs about a toll road, stay in the left lane. There is no toll where you will be driving.

Once over the flyover, marge to the left again and enter I-10 just before the Mesa Exit.

Travel west (actually driving north) on I-10 for approximately 21 miles.

Take Exit 155 - Vado, NM.

There are two traffic circles on this exit. Continue around the first circle and then cross I-10, heading west. Continue around the next traffic circle, taking Vado Drive (NM 227) also heading west. At this point you should be heading down the hill past the Texaco gas station.

Continue on Vado Drive until it T's (stop sign) with NM 478. It's about 1.75 miles. The stop sign will be just past a Family Dollar store.

At this stop sign, turn left (south).

Travel south just a ¼ mile (see blue line below). Turn right (west) on NM 189. There is a warehouse for Crop Production Services (CPS) as well as several large, cylindrical, metal storage tanks on either side of NM 189.

Go straight on NM 189 (yellow line above) across the railroad tracks. The turn for the levee is less than a ¼ mile from NM 478.

Turn left (south) onto the levee (red line above) before the bridge over the Rio Grande.

The project is on the westside of the river, but the tour will begin on eastside so that the full extent of the bank erosion can be viewed.
