About this file
This file contains sensitive security documentation and confidentiality agreements for the Oregon Department of Corrections' Coffee Creek Correctional Facility (CCCF) Camera Upgrade Project. The document package includes Attachment E, which is a REQUEST FOR BACKGROUND VERIFICATION DATA/LEDS INFORMATION form requiring bidders to submit personal identification information for background checks before accessing restricted project materials, and Attachment F, which is a CONFIDENTIALITY AND NON-DISCLOSURE AGREEMENT that bidders must complete and sign to obtain access to sensitive project documents necessary for proposal preparation. The restricted materials include facility system schematics, drawings, specifications, security-related infrastructure descriptions, and other project-specific documents protected under Oregon law.
Bidders must execute both Attachment E and Attachment F and submit them to the Oregon Department of Corrections Purchasing & Contracts Unit via email to Ryan.n.kirtley@doc.oregon.gov to access the sensitive bid documents. The confidentiality agreement imposes strict obligations on contractors and their employees or subcontractors, including requirements to maintain secure storage of all documents on encrypted drives, restrict access to those with legitimate project need, prohibit unauthorized reproduction or distribution, and return or certify destruction of all materials within seven calendar days of proposal completion, contract award to another vendor, or withdrawal from consideration. Unauthorized disclosure may result in disqualification from the procurement process, contract termination, legal damages under Oregon law, and potential criminal penalties. Confidentiality obligations survive bid rejection, contract completion, and contract termination and continue indefinitely unless ODOC formally notifies the contractor that information has been declassified or publicly released.
