SUMMARY OF CHANGES
The Request for Qualification is hereby amended to address the following:
1. Respond to Pre-Proposal Inquiries (PPI) received in addressing the solicitation package.
PPI RESPONSE:
INQUIRY 0001:
Will the awarded A/E firm for this work be allowed to bid on the Design Build portion?
RESPONSE PROVIDED:
The successful A/E firm that receives the contact for this work will not be able to bid on the Design Build portion nor be a member of a competing Design Build firm.
INQUIRY 0002:
Regarding item S. It reads as if there are services that will extend beyond the schematic design phase? If so, shall we prepare all of the consultants required to perform these services at this time or can this wait? And for clarification purposes… the scope is kind of like a 3rd party reviewer/owner's rep. Is this correct? Any clarification or additional information would be helpful.
RESPONSE PROVIDED:
As described in the RFQ, general summary of requirements (paragraph S), optional services will be considered with the successful AE firm. The Statement of Architecture Engineer Services (SAES) issued to the top rated firm will include optional requirements, which may be negotiated and included in the resulting contract awarded contract.
These optional services would then be executable at the Government’s option at a later date (within a limited window of time from completion of the base work under the SAES). They are intended to support the Governments execution of a resulting Design Build Contract (based on the product delivered by the successful AE firm under this contract) and are reasonably described as being 3rd party reviewer/owner's rep.
INQUIRY 0003:
Regarding the commissioning portion of the scope… will a 3rd party commissioning agent be required? OR can the MEP design firm serve as the commissioning agent as well?
RESPONSE PROVIDED:
Yes, a 3rd party commissioning agent be required. No, the MEP design firm cannot serve as the commissioning agent as well.
SF30 Continuation of Block Narrative
INQUIRY 0004:
May we use PPQ’s that have been previously prepared by clients within the last three years and is there a specific form that we should be using?
RESPONSE PROVIDED:
How your firm elects to put your SF330 package together is up to you. Yes, there is a Past Performance Questionnaire posted to Federal Business Opportunities (FBO) with this RFQ.
INQUIRY 0005:
Where is the Past Performance Questionnaire? I didn’t find it to be attached to the request. We’d appreciate being able to get started on those.
RESPONSE PROVIDED:
It is posted with this RFQ on the bottom right hand side in FBO.
INQUIRY 0006:
If I understand this correctly, you’d like us to send the PPQs only to the POCs on projects that were completed in the last 3 years? Or is it possible for interim PPQs on projects that are still in progress (i.e., might have been initiated in the past 3 years)?
RESPONSE PROVIDED:
CRITERION 4: States the offeror and any major subcontractors' past performance on related relevant contracts, similar in size and scope, in whole or in part, to the instant requirement herein over the last 3 years. The decision to utilize interim PPQs is at your discretion.
INQUIRY 0007:
If I understand this correctly, this reference to projects “over the last 3 years” is only for the PPQs. It does not relate to projects listed in the resumes or in the project examples of Section F, am I correct?
RESPONSE PROVIDED:
You are correct.
All other terms and conditions remain unchanged. The RFQ proposal due date IS NOT EXTENDED as a result of this Amendment.
