About this file

This document contains questions and answers regarding a solicitation for prefabricated phone booths. The Federal Bureau of Prisons is seeking forced air filtration systems and forced resistance glass measuring 3/4 inches thick for a minimum of two sides per booth. Booth dimensions should be approximately 3 feet by 3 feet. Color options for the exterior should be provided within proposals. The Bureau will provide and install phone equipment and handle on-site installation of the completed booths. Responses were due by an unspecified date in 2023, and an extension request to September 20th was denied due to funding expiration timelines.

Federal Bureau of Prisons Prefabricated Phone Booths

Questions and Answers (Q &As) #2

1. Funding Status Per Federal Acquisition Regulation (FAR) 1.602-2(a), is this solicitation fully funded?

Kindly specify the order of magnitude of the funds allocated by the agency for this project.

Response: The Contracting Officer has determined all requirements of FAR 1.602-1(a) and

(b) have been met. The funds are available for obligation regarding this project as implied according to FAR 1.602-2(a) requirements.

2. Accessibility Standards Does the solicitation require all booths, or a portion thereof, to comply with Federal ADA standards? We recommend mandating at least one ADA-compliant booth per location or in selected locations. Consideration for multiple ADA-compliant booths may also be beneficial.

Response: No, please refer to commercial product (FAR Part 12) conceptual design minimum requirements.

3. Detention Grade Components Our proposed solution utilizes detention-grade components in compliance with state and international standards. However, we could not locate Technical Document Guide (TDG) 05 05 53. Could you please furnish a copy of this guide for our reference?

Response: Please see attached TDG.

4. Air Filtration System Requirements The Statement of Objectives mentions an air filtration system, which can be interpreted in multiple ways (e.g., static air filter, forced filtered air, or a mini-split HVAC for each booth). Could you elaborate on your specific requirements for this component?

Response: The objective is to have a forced air filtration system.

5. Phone Location within the Booth The conceptual design illustrates three adjacent booths, each with a phone on a different wall. Will there be a need for such adaptability, or should the phone's location be pre-determined for each site?

Response: The conceptual design depicts front view, right view, left view, and top view.

Please refer to the commercial product design diagram.

6. Booth Phone Hardware Is the agency responsible for providing the phones integrated into an internal RJ45 socket, or is this the contractor's responsibility? If the latter, please indicate any preferred manufacturers and models.

Response: The agency is providing and installing the phones for this requirement.

7. On-site Installation The solicitation lacks information concerning the installation of the booths. Will this task fall under the purview of the agency or the contractor?

Response: The Federal Bureau of Prisons government staff will install booths as stated in the Statement of Objectives page 1.

8. Quotes Submission Due Date In light of the above queries, we respectfully request that the agency consider extending the deadline for proposal submission to September 20, 2023, to allow adequate time for vendors to adjust their bids accordingly.

Response: An extension to the solicitation will not be issued as time does not permit due to appropriation expiration of funding obligations under FAR 1.602-2(a) requirements.

Furthermore, time to review, evaluate, and make a reasonable and fair determination has been considered by the Contracting Officer for responsibilities under FAR 1.602-2(b) and (c), FAR 31.201-3 “Determining reasonableness”, and FAR 15.101-2 “Lowest price technically acceptable source selection process”.

9. Can you send me more information on the type of glass that would be required?

Response: Please see attached TDG 08 88 53 for type of glass requirements.

10. Could you confirm that you would need additional windows on the 2 sides of the booth?

Response: A minimum of 2 sides of the booth will need to have glazing.

11. Do you have a specific footprint requirement, other than the 3ft x 3ft stated in the phone booth concept?

Response: No.

12. Does the client have a preference in the exterior color?

Response: Please provide color options within you proposal/quote packet.

13. Detention-grade components Technical Design Guidelines (TDG) 05 05 53 – this guide we will need to see.

Response: Please see attached TDG 05 05 53.

14. Forced resistance glass (3/4” thick) for glazing (TDG 05 05 53) – this guide we will need to see or give us the exact specifications of the Glass. Or is it plexi glass?

Response: Please see below information about the forced resistance glass specifications and commercial product requirements.
