About this file

This document contains an amendment to a federal solicitation and related questions and answers. The amendment extends the period of performance to 120 calendar days from notice to proceed for a firm-fixed price construction contract awarded by the Federal Bureau of Prisons. The purpose of the contract is to remove any remaining components of an existing lightning protection system and install a new lightning protection system on all buildings at the Federal Correctional Institution in Marianna, Florida. The amendment deems it acceptable to install aluminum components on aluminum coping caps and equipment before transitioning to copper, and to adhere lightning protection cables directly to the roof membrane after coordinating sealing procedures. A UL Letter of Findings Limited Scope Inspection Certification is the required inspection for the completed installation.

FCI Marianna, Install Lightning Protection Questions and Answers

# Contractor Question FBOP Response

1 Can we extend the project completion time for 120 days? Yes, the period of performance has been extended to 120 calendar days from Notice to Proceed. See Amendment 00002.

2 Specifications state a copper system is required but it will need to be aluminum because of the coping cap and units are aluminum.

Aluminum is permissible to be installed on coping caps and equipment which is aluminum and then transition to copper as required. See Amendment 00002.

3 Is it permissible to adhere directly to the roof membrane? If so, we will need a letter stating we can do so without being liable for any leak issues.

Adhering to the roof membrane is permissible for strapping the lightning protection cables to the roof. Contractor must coordinate with COR for sealing of any necessary roof penetrations to avoid water intrusion into buildings. A letter will be provided with acceptable procedures for adhering to the roof system.

4 Will a third party inspection be required i.e. UL Inspector? If so, it will have to be a limited scope certification since we cannot certify existing grounding.

Yes. UL Letter of Findings Limited Scope Inspection Certification is sufficient. Refer to Scope of Work, 3.4 Field Quality Control.

5 Is it permissible to make penetrations on standing seam roofs where existing lightning rods need to be repaired?

The new roofing system located at the FPC housing will require new roof penetrations. All existing lightning rods are required to be replaced, not repaired. See Scope of Work/Specifications, 1.

Specifications, C. Scope of Work, #1 and #3.

6 We feel like a 75 day project duration would not be a reasonable amount of time for the scope of work to be completed. Can the total project duration be extended to 120 day?

Yes, the period of performance has been extended to 120 calendar days from Notice to Proceed. See Amendment 00002.

FCI Marianna, Install Lightning Protection Questions and Answers

7 UL96A requirements will not allow copper to be installed on metal coping or other roof top equipment that will pose galvanic corrosion concerns. Will it be acceptable to install aluminum conductor for all roof top work, then transition to copper for down conductors and grounding?

Aluminum is permissible to be installed on coping caps and equipment which is aluminum and then transition to copper as required. See Amendment 00002.

8 If it is determined that there is an insufficient number of down conductors, will it be acceptable to install a new down conductor on the exterior of the building leading to a buried grounding rod?

Yes.

9 Section 1.4 B of 26.41.13 is crossed out indicating that a UL Letter of Findings will not be required for this project. Then section 3.4 A states that a Letter of Findings will be required. Will we be required to provide a UL Letter of Findings for each building upon completion of the project?

Yes. Refer to Scope of Work, 3.4 Field Quality Control.

10 If a letter of findings is required, is an LPI Limited Scope Certification a suitable alternative to a UL letter of findings?

Yes, a UL Letter of Findings Limited Scope Inspection Report is required. No, a LPI Limited Scope Certification is not a suitable alternative. Refer to Scope of Work, 3.4 Field Quality Control.
