About this file

This is an addendum to a request for bids issued by the City of Madison Finance Department's Purchasing Services for the Normal Hall Roof Replacement project (RFB# 15026-0-2026-AH). Addendum 2, dated August 6, 2026, revises the bid due date to Friday, August 14, 2026 at 2:00 PM CST. The addendum provides clarifications on two key technical questions submitted by prospective bidders. The first clarification addresses the roof decking composition, confirming that bidders should assume the existing construction includes both plank sheathing and OSB or plywood above it, based on the 2000 rehabilitation project drawings and industry standard roofing installation requirements. The second clarification resolves terminology confusion by confirming that "Ice and Water Shield" and "Leak Barrier" are interchangeable industry terms, and that a Leak Barrier is required per specification section 07 31 13. Bidders are instructed to acknowledge receipt of this second addendum on RFB Form B and should reference specification sections 01 26 57, 01 26 63, and 07 31 13 for further guidance on sheathing replacement and leak barrier installation requirements.

The addendum confirms that all bids must be submitted as all-inclusive, not-to-exceed, fixed fees covering labor, materials, tools, equipment, and disposal costs. Local vendors registered with the City of Madison as of the bid due date receive a scoring preference. Contractors must maintain Commercial General Liability insurance of at least $1,000,000 per occurrence and Business Automobile Liability coverage of $1,000,000. The work is anticipated to begin on or about October 1, 2026 and must be completed no later than October 30, 2026, with a one-year guarantee from the date of completion.

RE: ADDENDUM 02

15026-0-2026-AH

Normal Hall Roof Replacement

Notice to All Bidders:

Please be aware that this Request for Bids is now due on Friday 8/14/26 at 2:00 PM CST.

Please see below the following responses to additional questions received, and please acknowledge receipt of this second addendum accordingly on RFB Form B: Receipt of Forms and Submittal Checklist.

Question 1: If we bid the job based on that assumption, and we open up the roof and there is in fact only plank decking, do we have to stand by the original amount quoted? Or will a change order be acceptable to cover the costs?

Answer 1: As explained in Addendum 1, “Planks” are the roof boards visible from inside. Existing construction drawings from the 2000 rehabilitation project call out original “sheathing.” We assume the original “sheathing” and the “planks” are the same components. We cannot confirm that there is OSB or plywood above the planks/sheathing because we have not set our eyes on it or found evidence in the drawings or photos from the 2000 rehabilitation project. We have made an educated guess that OSB or plywood was installed on top of the planks/sheathing, under the shingles to follow standard modern roofing manufacturer installation requirements. Your bid should include an allocation to replace sheathing boards where deteriorated, as noted in the documents. To further answer this question, reference specification sections 01 26 57 and 01 26 63.

Question 2: For further clarification, Addendum 1 references an answer of 'No' when asked if Ice and

Water Shield is wanted on the structure. However, 'Leak Barrier' is mentioned throughout the original bid documents in accordance with manufacturers’ recommendations and industry standards.

The term 'Ice and Water Shield' and 'Leak Barrier' are interchangeable industry terms.

Leak Barrier/IWS is not requested to be installed on this project?

Answer 2: We were unaware that ‘Ice and Water Shield’ and ‘Leak Barrier’ were interchangeable terms.

Reference specification section 07 31 13, where a Leak Barrier is mentioned.
