About this file

This document is a Request for Proposal (RFP) FY26-RFP-004 issued by Connect Transit, the primary public transportation provider for the Bloomington-Normal, Illinois area. The RFP seeks qualified vendors to design, furnish, install, configure, and commission a complete security camera, access control, networking, and gate automation system for two Connect Transit facilities located at 351 Wylie Drive. The project involves upgrading security equipment across the Administration Building and Bus Maintenance Facility, including 48 total doors for electronic access control, video surveillance coverage of interior and exterior areas, and network infrastructure improvements. The RFP was issued on November 10, 2025, with a pre-submission meeting scheduled for December 2, 2025, proposals due on January 26, 2026, and a tentative contract award date of February 25, 2026. The contract will be a firm fixed-price agreement with a 5-year term.

The proposed system requires comprehensive technical capabilities, including 4K camera resolution, night vision, AI analytics, proximity card access, intercom systems, and integration with existing UniFi infrastructure. The project emphasizes cybersecurity, with requirements for end-to-end encryption, multi-factor authentication, and secure remote access. Proposers will be evaluated on technical capabilities, cost and value, system functionality, cybersecurity, installation and training, vendor qualifications, and warranty services, with a total possible score of 100 points. The RFP encourages the use of Ubiquiti/UniFi equipment to ensure compatibility with Connect Transit's existing network. While no specific funding source is detailed beyond "Funding Source," the RFP indicates the project will replace or supplement existing security systems, with a focus on comprehensive upgrade and modernization of the transit agency's security infrastructure.

o Assess the existing automatic sliding gate for operational condition and identify any required maintenance or repairs to ensure reliable function.

o Provide and install a new gate motor and control system compatible with the access control system.

o Integrate the gate operation with the electronic access control system, enabling entry using proximity cards, or similar allowing gate to be controlled from a distance without requiring drivers to exit vehicle to interact with hardware. Exit should be controlled by existing ground loops.

o Install and configure an intercom system at the gate for visitor communication and remote access.

o Integrate or provide infrastructure for a license plate reader (e.g., UniFi AI LPR or similar) to allow for automated gate opening for authorized vehicles, if feasible.

o Allow for remote or timed control of the gate so that it can be configured to open automatically at a specific time and remain open until a specific time.

o Ensure all wiring, controls, and devices are weatherproof and rated for outdoor use.

• All new wiring for devices is required.

• Backbone cabling between network closets and buildings shall be fiber optic.

• All switch hardware must include fail over power supply and battery back up to run the device until the onsite generator kicks on or power is restored.

• Device runs (e.g., to cameras, readers) shall be copper (Cat6A or higher), plenum-rated for indoor use, and outdoor-rated/UV-resistant for exterior runs.

• All cabling must comply with the latest industry standards and applicable codes.

e) Optional – Visitor/Guest Management
