About this file
This is Addendum Number 2 to a solicitation issued by the Jacksonville Electric Authority (JEA) Procurement Department for District II Building 6 Renovations—Design Phase (Solicitation 1412186879). The addendum extends the response due date from July 28, 2026, to August 4, 2026, with the time of receipt remaining 12:00 PM ET. The project requires professional design services to renovate an existing building into a storage facility with locker rooms, showers, and restrooms. Minimum scope requirements include one ADA-compliant male shower, one ADA-compliant female shower, one ADA-compliant female restroom, one ADA-compliant male restroom, two additional female restrooms, and three additional male restrooms. Optional hoteling workspaces may be considered only after minimum requirements are met and only if adequate space remains. A mandatory site visit was conducted on July 23, 2026, and a mandatory pre-response meeting occurred the same day via Microsoft Teams.
The addendum clarifies key responsibilities: contractors must remove existing equipment, storage, and materials as part of the demolition plan; asbestos surveys will be included in design services with the engineer responsible for COJ submission for approval and permitting; any abatement work identified will be the general contractor's responsibility. Respondents are required to complete a List of Subcontractors Form for use of Jacksonville Small and Emerging Business (JSEB) subcontractors, with the form provided as Addendum 2 Appendix B. The addendum includes photographic documentation of Building 6 roof conditions observed during the site visit to provide additional clarity on existing conditions. Evaluation is qualifications-based with scoring weights of 30 points for professional staff experience, 30 points for design approach and workplan, 30 points for company experience with similar projects, up to 5 points for JSEB subcontractor use, and up to 5 points for office proximity within 50 miles of JEA headquarters. Contract pricing is firm fixed for the first year with Consumer Price Index adjustments capped at 3% annually thereafter, and the successful respondent must maintain $1,000,000 in commercial general liability coverage and $1,000,000 in excess umbrella coverage.
