1. Prepared By: Lisa Tindall
2. Date Prepared: 6/14/2022
3. Project Title: CPN SEND Devices
4. Estimated Cost: $72,000
5. Action Type: Supply
Description of Need: The Bureau of Reclamation, Columbia Pacific Northwest Region needs to procure a more enhanced communication tool to ensure the safety of our employees traveling in remote areas. We are proposing to centrally purchase and manage a pool of Satellite Emergency Notification Devices (SEND) based on the Iridium satellite constellation. The plan is for the funding and procurement to be completed by the Regional Office as a safety service offering. The devices will also require an ongoing service agreement, which support various communications and tracking specifications. This requirement has been elevated to the highest level and has the Regional Director and Safety Officer’s support.
Request Type
☒ Brand Name / Item/Product / Feature
A. Item(s) / Manufacturer: Garmin GPSMAP® 66i GPS Handheld and Satellite Communicator
Describe why the particular brand name (item, product and/or feature) is essential to the government’s requirement and why no other product(s) can meet, or be modified to meet, the government’s need. Please provide specific details on efforts made to remove competition barriers and explain market research conducted:
The CPN Region needs replace and upgrade the Satellite Emergency Notification Devices (SEND) units for the Region. The current devices have reached the end of their lifecycle and the firmware is old and outdated. CPN will need to purchase 64 devices to support the Regional Safety protocols which the GPSMAP® 66i GPS Handheld and Satellite Communicator meets the protocols for. The units will be used to share location and trip details, including tracking and GPS information in case of an emergency. Due to the rigorous and rural nature of the work that is being conducted it is imperative that we have a device that meets the following specifications.
• Compatible with an app allowing pairing with a cell phone or tablet
Date (Feb 2017)
• Allow text communications through the Garmin device and a paired device
• Have a suitable sized screen and functions that allow the device to also be used as a GPS eliminating the need to carry a second device. As a GPS, maps can be uploaded to the device allowing pre-determined routes or sample locations to be followed while in the field.
• Allow Garmin to Garmin communications. This feature allows satellite communications between devices serving as a backup form of communication between field crews if radio communications are not available.
• Invite others to "ping" the device to see your location, activate tracking and exchange messages.
• Load preset messages to your device.
• View all your previous trips and messages.
• Manage your account and settings, including emergency contacts.
• Update your device firmware. GPS accuracy to +/- 5 meters.
• Waterproof/dustproof (IPX7; standard submersion to 1 meter for 30 minutes). Rugged, dustproof and impact-resistant (Mil-STD-810 for vibration/shock).
• Send and receive free-form, 160-character text messages outside of cell phone range.
• Includes digital compass, barometric altimeter and accelerometer
• Includes an odometer and displays useful trip statistics while in the field, such as trip time, max speed, moving average, trip distance.
• Displays national, state and local parks, forests, and wilderness areas.
• Includes detailed hydrographic features (coastlines, lake/river shorelines, wetlands and perennial and seasonal streams)
• Exchange location with other inReach devices
• Mapshare compatibility with tracking, able to send waypoints, and route selections.
• Internal, rechargeable lithium-ion battery; lasts about 100 hours at 10-minute tracking mode (default) up to 75 hours at 10-minute tracking with 1-second logging, up to 30 days at the 30-minute interval power save mode with a clear view to the sky. Extended tracking mode can extend battery life even more for long-haul trips.
• Color screen and virtual keyboard with predictive text for standalone two-way messaging
• SOS messages are received by Garmin IERCC (GEOS), a worldwide emergency response coordination center with 24/7/365 staffing, GEOS 24/7 emergency response team for interactive support in the case of an emergency. GEOS is the world leader in emergency response solutions and monitoring. Not only will GEOS respond to the SOS and track the device, and contact the necessary emergency responders, GEOS will notify the user’s contacts and continue to message back and forth, providing updates and critical information until the situation is resolved.
• Weight: no more than 8.1 ounces
• Email, SOS and tracking functions work anywhere in the world; SMS availability may vary by country.
• 100% global coverage via the Iridium satellite network, which is the world's furthest-reaching satellite communications network.
• LiveTrack maintains a satellite signal lock even in difficult GPS environments and embeds precise location coordinates in sent messages. LiveTrack also allows individuals to be tracked in real time.
Date (Feb 2017)
• Pairs via Bluetooth with Apple iOS, Android, or iPads with bluetooth (smartphones and tablets).
• Intuitive LED indicator for satellite availability. – LED indicator on device. Satellite connectivity display on device so users are visually aware that they have contact.
• Audible message notifications incase employees are unable to access or use the text features.
The Garmin GPSMAP® 66i GPS Handheld and Satellite Communicator best meets these specifications and is a familiar device that employees going to the field are comfortable with and know how to utilize the features in an emergency situation.
