140R4021R0007 – Florida Ditch Canal Lining

Questions and Answers

1. Question - What type of license is required for subcontractors to be able to work on this project?

Answer - Reclamation is not aware of any special license required for subcontractors. You should confirm with any prime contractors you may be working with.

2. Question - Based on the estimates of 13,236LF of channel lining is required which is roughly

3,000 cubic yards of shotcrete. Can you confirm these quantities are correct based on your understanding of the project.

Answer - Schedule B, CLIN 10 has 31,470 square yards. The minimum thickness of shotcrete is

3 inches. Volume calculations can be estimated from that information.

3. Question - Seeking clarifications on the construction schedule. Project is two phases. Phase one starts Oct. 2022 and ends Nov. 2022. Phase two starts Oct. 2023 and ends Nov. 2023. This that correct?

Answer - Refer to Specification Section 01 11 00, Article 1.04. D and E.

4. Question - Would you be able to confirm the location of the grouted riprap and quantity of grout required?

Answer - Specifications do not contain placing grout for riprap, only removal of some.

5. Question - Can you please confirm the type of finish required. Nozzle, broom, float, trowel, etc?

Answer – Nozzle, the specifications do not require finish.

6. Question - In the solicitation volume 3 of price proposal it says, “Cost or pricing data can be requested” Is this an error?

Answer - Gov reserves the right to ask for other than cost or pricing data after receipt of proposals if necessary.

7. Question - Nozzleman quals. Does the nozzleman must have performed a project of 15,500 yards. Is that specific or does it mean any project of that size?

Answer - See specifications section 03 37 10, article 1.05. Relative nozzleman experience with at least one project with a minimum of 15,500 square yards.

So, the resume form needs the project where it was, who it was for, and details so we can verify this with. We need the experience of shotcrete to be specific.

8. Question - Can the work schedule be 7 days a week or is it limited to 5?

Answer – See specifications section 01 11 00, article 1.05 A. The number of days per week is not limited but there is a restriction on construction activities. The activities shall be performed between 7 am to 6 pm.

9. Question - With the 2-year schedule if you got to the end of schedule can we work ahead to get more done? Is that off limits?

Answer - CO may allow. However, the construction schedules submitted as part of the proposal shall be based on dates for Phase 1 and Phase 2 as shown in specifications section 01 11 00, article 1.04 D and E.

10. Question - The contract documents make reference to standard drawings 43-47 (40-D-60003, 40-

D-60004, 40-D-6468, 40-D-6590, 40-D-6592). Can those drawings be provided?

Answer – These drawings were posted in Amendment 0001, dated June 2, 2021.

11. Question - The wage determination included in the solicitation is for construction type: building and doesn't really contain much clarity for earthwork activities that will be required under the contract. Would you consider including the Heavy construction type wage determination as a part of this solicitation?

Answer – We updated this in Amendment 0001, dated June 2, 2021. The amendment contains

CO20210003 Heavy Construction Wage Rates.

12. Question – 31-23-11-page 181 paragraph d. states the underdrain is 8 inch. However, on 33-05-

22 page 199 – 1.02 A, it states the underdrain is 6 inch at the structures. Also is there specifications on how these sizes are to be joined?

Answer - The pipe sizes are correct, 8 inches for the canal underdrain and 6 inches for the underdrain for horizontal directional drilling. Specifications section 31 23 11 has been revised and states: Provide manufacturer’s recommended reducer fitting to connect 8 inch underdrain to 6 inch pipe used in the horizontal directional drilling.

13. Question - I have a question about bid quantities. CLIN 22 lists app. 11,444 LF of 12 oz NW geotextile and CLIN 28 same amount for 30 mil PVC. However, the specs call for textile both underneath and over the PVC. That would make it seem as if we needed 22,888 LF of textile. Please clarify.

Answer – Specifications Section 31 32 32, article 1.01.A.states the measurement as "Length along centerline of canal." Under Payment we have "equipment and materials required to install two layers of 12-ounce geotextile."

14. Question – 5100+10 Paragraph C - The Government assumes no responsibility for deductions, interpretations, or conclusions made by the Contractor based on information made available by the Government, in accordance with the clause at FAR 52.236-3 “Site Investigations and Conditions Affecting the Work.”

With the excess material that is shown on the Cross section of the plans and the published volumes, where would the BOR suggest storing the excess. It seems as though there will times progressing through the channel there will be times storing material will make sense.

Answer – Specifications section 51 00 10 contains a Temporary Construction Easement for the

Cowboy Church. The agreement permits the storage of materials. However, article 1.01.C states that the area is not to be used as a borrow area. Also specifications section 01 14 10, article

1.02.A3.a.4) states the Cowboy Church can be used for temporarily stockpiling excavated materials. Please note the requirements of article 3.02 for restoration of staging areas.

15. Question - Can a temporary Fence be built around the Cowboy Church laydown area?

Answer – The specifications and Temporary Construction Easement do not restrict the construction of a temporary fence.
