About this file
This document contains an amendment to an existing federal contract and details of a related federal contract opportunity. The amendment requires all contractors working in Department of Interior buildings or on its lands to wear masks consistent with CDC guidance when social distancing cannot be maintained. Contractors must also maintain six feet of distance from others indoors and outdoors. Confirmed or suspected COVID-19 cases should not be present in the federal workplace according to CDC quarantine and isolation guidance. If mask wearing is unsafe for a job, the contractor's hazard analysis must address this. Fully vaccinated federal employees, contractors and visitors are no longer required to wear masks according to CDC guidance.
The related federal contract opportunity is for Phase I of the Leavenworth National Fish Hatchery Surface Water Intake Fish Screen and Fish Passage Project. The Bureau of Reclamation seeks contractors to work on this project at the Department of Interior facility. Compliance with CDC COVID-19 guidelines on masks, distancing and other public health measures is required.

I.73. Executive Order on Protecting the Federal Workforce and Requiring Mask-
Wearing – CPN Region (Mar 2021)
(a)(1) In accordance with President Biden’s Executive Order on Protecting the Federal
Workforce and Requiring Mask-Wearing signed on January 20, 2021, all contractors and conducting work in Department of Interior (DOI) buildings and on DOI-managed lands must wear a mask when social distancing cannot be maintained. The mask shall be consistent with the
U.S. Center for Disease Control and Prevention’s (CDC) guidance on COVID-19 masks. To the maximum extent practicable, individuals shall maintain a distance of at least six feet from others at all times whether indoors or outdoors, consistent with CDC guidelines.
(a)(2) The Bureau of Reclamation is requiring contract holders to be in compliance with
CDC guidelines with respect to wearing masks, maintaining physical distance, and other public health measures as defined by the CDC.
(b) All DOI contract holders with suspected or confirmed COVID-19 cases should not be present in the Federal workplace (DOI-buildings and DOI-managed lands). CDC guidance regarding self-quarantine and self-isolation need to be adhered to when determining if it is safe for employee to return to the workplace.
(c) If the execution of the contract requires work where a mask cannot be worn safely then the contractors job hazard analysis shall address the non-use of a mask.
Consistent with the CDC Director announcement regarding CDC’s updated Interim Public Health Recommendations for Fully Vaccinated People, fully vaccinated Federal employees, fully vaccinated onsite contractors, and fully vaccinated visitors to Federal buildings are no longer required to wear masks.
To clarify what this announcement means for individuals:
• If you are fully vaccinated (at least 2 weeks past your final dose), you are no longer required to wear a mask.
• If you are not fully vaccinated (at least 2 weeks past your final dose), please continue to wear a mask consistent with the requirements set forth in your agency workplace safety plan.
These changes are consistent with Executive Order 13991 on Protecting the Federal Workforce and Requiring Mask-Wearing, which charged Federal agencies to “require compliance with CDC guidelines with respect to wearing masks” and with OMB memorandum M-21-15, which noted in its guidance on face masks that “agencies may provide for exceptions consistent with CDC guidelines.
