About this file

This document contains questions and answers related to solicitation number 140R1021B0003 for the modernization of a guard rotary valve at the Green Springs Power Plant in Oregon. The solicitation seeks the redesign and replacement of the existing hydraulic system that operates the valve. Key details include a two week extension being granted for both the question submission deadline and bid due date to July 6th and July 14th respectively. The existing hand pump and cylinder were provided by Allis and Chalmers Hydro and only assembly drawings are available, requiring bidders to design the new hydraulic system. The preliminary hydraulic design drawing provided is not for construction and bidders must redesign the system. The existing hydraulic panel will also be replaced as part of this modernization project led by the Department of the Interior Bureau of Reclamation.

# Contractor Question Government Answer

Contractor would like to request a two week extension for the bid due date and questions due date. We will be submitting some questions before Monday that will require answers that will have substantial impact on our bid and may lead to follow up questions as well.

We will extend the Q&A period to July 6th 2021 by 0800 MDT, and extend the bid due date to July 14th 2021 at

1000 MDT.

Who is the hand pump and cylinder manufacturer? a. Can you please provide the specifications or O&M manual for the cylinder and hand pump?

b. If full specifications are not available, are you able to provide materials of construction.

Hand pump and cylinder were designed and provided by Allis and Chalmers Hydro which is now owned by Voith.

The direct supplier is unknown. We have assembly drawings but no detail drawings.

The water hydraulic circuit drawing (415-D-60003 which indicates NOT FOR CONSTRUCTION) does not match the existing photos of the system, please clarify. Is this to be a completely redesigned by the bidder based on the Normal Operating Sequence?

415-D-60003 represents a preliminary control system design by the government using commercially available components. The preliminary design also incorporates some failsafe and status indication functions that are not fully realized in the original design (e.g., ensure that seal can apply/retract only when rotary valve is fully closed, ensure that a power failure during an operation does not result in an unsafe condition, ensure that a power failure at any time results in the main valve in the closed position, allow indication of seal apply/retract status). Bidder will need to redesign the hydraulic system and may use the preliminary design as a basis of the redesign).
