Solicitation 140P8424R0004, Attachment 6, Site Visit Notes, Q-A & Amendment 2 Summary
SITE VISIT SUMMARY:
A pre-proposal site visit was conducted on May 22nd, 2024. Participants met at 1:00 p.m. Pacific Daylight Time (PDT) at the Mill Creek Campground near Crescent City, California. The project scope was reviewed at the meeting and potential contractors were given an opportunity to ask questions. A site visit to the existing tank was then conducted. Potential contractors followed NPS and California Department of Parks and Recreation (CDPR) staff to the campground facilities management area where the existing tank is located. The existing tank and visible appurtenances were viewed. Questions asked during the site visit are answered below. The site visit concluded at approximately 2:30 p.m.
PROJECT QUESTIONS FROM SITE VISIT:
1. Question: Given the current long lead time in fabrication of this type of tank, if the tank is fabricated outside of the construction season and therefore will need to wait for onsite construction to begin, can the tank fabrication be paid? Answer: Partial payment for off-site delivery of specifically identifiable items required for the fabrication of this project (i.e., contract line item 15 “Construct New Water Tank”) may be considered under certain conditions, at the sole discretion of the contracting officer. To that end, the clause “Payment for Material Delivered at Locations Other than the Project Site” has been added to Section G of the Solicitation.
2. Question: Are as-built drawings available for the current tank and connected water system? Answer: 1966 and 1988 As-built drawings are available and provided as part of this Amendment 0002.
3. Question: Are redwood tank staves to be saved? Answer: Yes, per note on C-001 tank wood is to be salvaged. Redwood shall be salvaged in as long of lengths as reasonably feasible. Wood will be stacked onsite in coordination with CDPR within the yard area adjacent to the tank without blocking site, utility, or construction access.
4. Question: Is the contractor responsible for hazardous material removal and associated permitting? Answer: Yes, reference specifications, including 01 31 00, 01 74 19 and 02 41
00. Common tank and utility type hazardous material including lead and asbestos could be encountered. The contractor is responsible for identifying, handling, and disposing of any hazardous material in conformance with federal, state and local laws. Contractor is responsible for sampling/testing demolition components prior to demolition. This work may be performed outside of the construction season with site access coordinated with NPS and CDPR. All required permitting, such as the Asbestos National Emissions Standards for Hazardous Air Pollutants (NESHAP), shall be the responsibility of the contractor.
Description of Contract Line Item 0002 in specification 01 27 00 has been updated to specifically include this scope of work.
5. Question: Can the contractor provide temporary water service and treatment in order to perform work during the campground open season? Answer: No. Onsite work involving taking the existing tank offline and constructing the new tank must be performed during a single campground closure season (2024-2025 or 2025-2026).
6. Question: Is the existing tank lined? Answer: No. It has been patched using a quad-epoxy adhesive. The exterior has been painted with linseed oil.
7. Question: Will a geotechnical report be required? Answer: No. Reference specifications including 33 16 13. The contractor is responsible for coordinating any geotechnical information required by the tank/foundation designer. Any geotechnical investigation deemed necessary can be performed during campground open season, with coordination with NPS and CDPR.
8. Question: What is the seismic risk category to be used for tank/foundation design?
Answer: Reference specifications 33 16 13; design shall utilize seismic risk category IV for IBC/ASCE7 design. For AWWA, the seismic use group shall be 3.
9. Question: Plans indicate the booster pump on the north side of the tank is to be salvaged and reinstalled. During the site visit it was observed the pump was aging and leaky. Is the intent to salvage and reuse the leaky pump? Answer: Upon review, the booster pump will be replaced. See revised drawings C-001, C-002 and updated description of Contract Line Item 0016 in specification 01 27 00 for this revision.
10. Question: Will construction water be available for use at the site, such as for moisture conditioning of foundation subgrade? Answer: In general no. Once the existing water tank is taken offline, water will not be available on site. Therefore, the contractor will need to provide construction water as necessary. NPS and CDPR will coordinate with the contractor should any excess water in the tank be available prior to shutdown of the system. For example, should the contractor choose to provide an empty 5,000-gallon water truck onsite, the contractor will be allowed to fill the truck onsite, prior to water system shutdown, for construction use.
11. Question: Will CDPR drain the existing tank prior to demolition? Answer: Yes. See response to Question 10. After any use/storage of tank water occurs prior to tank demolition, CDPR will shutdown the water system and drain the tank.
PROJECT QUESTIONS RECEIVED VIA EMAIL:
12. Question: Will a factory powder coated bolted steel tank be acceptable for this project in lieu of a glass fused steel water tank? Answer: No. A powder coated bolted steel tank does not meet the required specifications for this project.
13. Question: What application will this tank be used in? Answer: Treated domestic water for CDPR public campground.
14. Question: Do you have any dimensional restrictions? Answer: See plans for approximate dimensions of new tank.
15. Question: How will you be filling the tank? What size fitting if from a well or city water? 4" DIP fittings? Answer: Tank is filled by existing onsite well and treatment system. See plans for piping.
16. Question: What size outlet do you need? Are you connecting to a sprinkler system or dry hydrant? Answer: Existing hydrants are part of the campground water distribution system.
17. Question: How quickly are you needing a tank installed? 8/1/2024? Answer: Refer to FAR clause 52.211-10 which states the entire work shall be ready for use not later than March 31, 2026. The solicitation states that the existing water system shutdown and onsite construction may only be performed during the campground closure period between approximately October 15 to April 30 each calendar year; water service shall be functional prior to May 1 annual campground opening. Work must be performed during a single campground closure season (2024-2025 or 2025-2026).
18. Question: What is the project location? Answer: As stated in the Solicitation this project is located at the Mill Creek Campground in Redwood State Park, in Del Norte County California. Access to the site is off of U.S. Highway 101, approximately 4 miles south of the City of Crescent City.
19. Question: United Industries Group, Inc. respectfully request to be added to the specification section 33 16 13 – GLASS FUSED STEEL WATER TANK via an addendum.
United Industries Group, Inc. is a design committee team member of AWWA D103std.
tanks. We have designed and installed AWWA D103std glass-fused-to-steel tanks nationwide. UIG is ISO9001 certified and is listed on NSF website as approved and in full compliance with NSF61 and NSF372 standards. Link to UIG listing with NSF online.
http://info.nsf.org/Certified/PwsComponents/Listings.asp?Company=C0378776&Standard=061 UIG Inc. owns multiple sets of hydraulic tank jacking systems and employs multiple our own factory trained tank installation crews. UIG Inc. will perform the tank erection and not a subcontractor or a dealer. The tank will be on site 15-weeks after approval of drawings.
Answer: The section for preapproved suppliers will not be updated in specification section 33 16 13. While United Industries Group appears qualified for glass fused tank fabrication, NPS is unable to confirm that United Industries Group glass-fused lined tank experience in the USA conforms with the Buy American statute for all construction materials required for this project. This project requires manufacturers with ten or more years of experience, with tank construction materials conforming to the specifications and the Buy American statute.
20. Question: Are there any bonds required to participate in this project? If bonds are required, would the workmanship bond fall under the prime contractor or can it be secured by the subcontractor we plan to engage for the full completion of the work? Answer: Yes bonds are required as stated in the solicitation. The required bonds shall be secured by the prime contractor.
