Jewel Cave HVAC Replacement at Visitor Center

# Questions Answer 1 Is there a reason why the existing
MDP could not be changed out with a New MDP with a main breaker at existing location in lieu of a disconnect and a separate MLO panel board?
Follow the existing plans and specifications.
2 How many consecutive days will be allowed for a total power outage to relocate gear and generator feeders?
SOW indicates a maximum of a 3-hour outage.
Follow the existing outage times as outlined in the specifications and contract documents. Coordinate planned outages with the JECA Facility Manager. See item 2-2.3 in SOW
3 How many days can panel A, G, and Pl be down after gear and generator feeder cut over to replace conductors and reroute conduits be plans?

4 Can MDP be mounted on wall instead of a pad mount version?
Follow the existing plans and specifications.
5 A full set of plans are not available on Sam.gov E sheets are missing.
Can plans be uploaded and will the due date be extended to allow time required to obtain vendor quotes?
The missing electrical plan pages are now available and will be distributed by the Contracting Officer. Due date extended.
6 What company currently has the service contract for the fire alarm system?

7 When was the last time the fire alarm system and devices were tested?
Approximately end of calendar year 2021
8 Will the project require a State Electrical Inspection?
The federal government doesn’t require this, but the contractor should adhere to current state and local laws that apply to this type and size of contract
9 Will contractor be allowed to re-route foot traffic away from construction areas as needed to complete work in a timely fashion?
Yes, please see sections 3.1.C, 3.3.A, 3.8.A.1.a&b of the SOW.
Any rerouting proposals shall be discussed at pre-con meeting.
10 Will the contractor have access the dirt roads behind the building?
Yes, Restrictions will be discussed during the pre-con meeting.
Please see note 3.3-B in the SOW
11 Are restrooms available for contractor use?
This shall be contractor provided as indicated in section 3.3 utilities C. 4. A. of the SOW.
12 Please confirm the 240 calendar day period of performance does NOT include the submittal process and long lead items.
Yes the 240 calendar day Period of performance includes submittal lead times. If lead times are extreme we will address in post award.
13 Is this facility occupied in the winter and will the contractor have year-round access to perform this work?
Yes, the parks winter hours take place from October through May and vary being closed part of the week. This information shall be discussed during the pre-con meeting. Staging and storage locations will be discussed and designated during the pre-con meeting.
14 Work hours are indicated as 8-5. Can contractor access the site before or after these hours for noisy work and for mobilizing large pieces of equipment into the building?
Please read section 3.2 and 3.2.A. Any deviation from specified working hours must be approved by both the CO and COR. This submission of schedule change must be submitted 48 hours prior to change
15 Are red-lined as-built drawings accessible or is CAD required?
Contractor will be allowed to red line plan drawings as as-built.
16 Will contractor have access to internet services while onsite or should we plan on providing our own?
The park has wifi access within the visitor’s center. Any other requirements by the contractor needs to be provided by the contractor.
17 Pricing for large equipment required for a project like this is still extremely volatile. Can the government consider reducing the number of days required to hold pricing from 60 to 30?
Changed from 60 to 45 days. 30 days is not enough time for the award process.
18 Can a site visit list please be provided?
Yes, will be attached to the amendment.
19 Will the government provide an opportunity for the contractor to submit additional RFl's once the full electrical drawing set is received?
Yes
20 Will the government consider re-installing standard grid acoustical ceiling rather than ceiling tiles adhered to gyp board? There would be a significant cost in both material and labor.
The ceiling tile specifications on sheet A601 of drawing submittals should be followed due to the requirement to match the visitors’ centers ceiling design.
21 Is asbestos testing required for this project?
Asbestos mitigation has been completed in the visitor’s center.
22 When we pull out the existing ceiling tile, how much space is there above that ceiling tile before we hit the deck, or next ceiling?
The space above the ceiling before it ends at the roof section above varies, in some areas its 18 inches in others its 24 inches and then others its 48 inches. The areas dealing mainly with the ducting changes will be the 24-to-48-inch variation.
23 What are the requirements for both the interior and exterior concrete pads? What is the thickness? Do they need to be reinforced? Do they need to be doweled into existing? What is the PSI requirement?
a. What are the testing requirements for these concrete pads?
b. Please confirm dimensions of each concrete pad.
Refer to M401 mechanical specification #1 for interior housekeeping pad detail.

3. PROVIDE DOWEL RODS 18" ON CENTER AROUND FULL
PERIMETER OF PAD IF
LONG DIMENSION IS GREATER THAN 72".
The Exterior pads shall be 6” thick with #4 rebar @12 OC each way. Pads are typically to be 6” larger in each direction for equipment. 3000 psi is acceptable for concrete. Both housekeeping pads from the chiller and condensing units shall be removed and replaced with new pads.
Follow Current IBC specifications for pressure and pad testing requirements.
Refer to detail M00 General Notes B. The contractor is responsible to determine applicable pad size and dimension based on current applicable building codes as required by the equipment size and weight.
24 Please provide a quantity for the blown in attic insulation scope.
a. Are we required to remove the entirety of insulation above all ceilings we are working on, or only at areas where we are removing the ceiling?
b. Please provide a quantity or SF quantity of new blown in insulation.
c. Specifications on sheet A0l specify glass fiber blanket. Please confirm insulation product requirements for this project.
Refer to Demo plan A001 notes D1 and D2- to confirm extents with mechanical. Only areas where ceiling tile is being removed.

Contractor required to remove attic insulation in the areas where the ceiling is being removed and shall contain the debris as defined in Section 3.7 of the SOW.

C. CONTRACTOR SHALL TAKE ALL MEASUREMENTS FOR
WORK AND BE RESPONSIBLE FOR SAME.
CONTRACTOR SHALL ADJUST FOR ACTUAL FIELD

The contractor is responsible for all quantities, SF, and measurements.
Insulation product requirements are indicated on specification A601 note 1.

25 How many working days can the contractor assume per week during the winter schedule? Will working days be consecutive or alternating?
The previous RFI responses did not provide enough information for the contractor to accurately put a timeline to this scope of work. This will factor in greatly to project duration and scheduling.
SOW section 3.2.A&B On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.
A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the CO and COR. Submit requests for work outside of the stated normal business hours to the CO and COR for approval at least 48 hours in advance of the work. The contractor will need to determine the timeline factor based on this information.
26 Downtime will likely consist of multiple consecutive days. Does the contractor need to account for temporary temp controls for the ENTIRE square footage of the facility? Or can only certain areas or floors be provided temporary services during the outage?
SOW section 3.8.A.1.b
1. Full Government Occupancy: Government will occupy buildings that will be under construction during the entire contract period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government's day-to-day operations. Maintain existing exits, unless otherwise indicated.
b. Maintain existing building in a weather tight condition throughout construction period. Repair damage caused by construction operations. Protect building and its occupants during construction period.
The building temperature will need to be controlled throughout the construction process along with plumbing electrical and lighting unless otherwise noted in Section 2.3.A.B
2.3 Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated below:
A. Notify CO and COR not less than two business days in advance of proposed utility interruptions.
B. Hours for Utility Shutdowns: Shutdowns shall not exceed 2 to 3 hours. Temporary provisions will be needed by the Contractor for periods longer than stated allowance or if required for critical systems as determined by COR.
27 Multiple notes on the drawing state "assume attic insulation containment." Please confirm the extent of this containment. Does this just mean bagged?
Containment of attic and ceiling demo debris, contractor shall provide containment of project areas to control activities. The contractor shall remove all waste generated from contract activities and dispose off-site in accordance with local, state, and federal regulations. The contractor should note the housekeeping requirements listed in section 3.7 of the SOW. With the building being occupied its of the utmost importance to keep the debris and dust to a minimum.
28 What are the commissioning or testing requirements for mechanical and electrical systems?
Please read the following sections of the specification sheets.
M01-Section 230000 Part 3- 3.2 and 3.3.
M01- Section 230593 TAB for HVAC systems.
M600&M601- Section 230923 Part 3-3.10, 3.11, 3.12 and 3.13 and the sequencing section on sheets M602 and M603.
E01- Section 260500 Part 3- 3.3, 3.4 and 3.5.
There may be more commissioning information in the specification sheets then what is shown here. It’s the contractor’s responsibility to find and determine the extent of this information as shown on each specification sheets provided.
Commissioning is only required for the DDC as indicated in the specifications.
29 Is a small office space available for contractor use, or will a construction trailer be required??
A construction trailer shall be provided by the contractor.
