Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non- friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis . Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.

Executive Summary
Jason Biggins of Prairie Environmental Consulting, LLC was contacted by Joshua Kreilaus with NPS – Wind Cave regarding an asbestos inspection at the Elevator Buidling, located near the Visitor’s Center in Wind Cave National Park.
An asbestos inspection will help the determine if any materials require special consideration or should be removed prior to renovation of this property.
On April 6, 2021, Jason arrived on-site at 3:00pm to conduct the inspection.
Jason collected five asbestos bulk samples of materials within the building.
The analytical results indicate that the following building materials DO contain asbestos:
o Window Glaze – 1st fl E Window (S side) – 4% Chrysotile
The analytical results indicate that the following building materials do NOT contain asbestos:
o Window Glazing – Other 1st floor windows o Concrete o Sheet Flooring o 12x12 Floor Tile + Adhesive o Wall Tile + Adhesive
The following building materials were NOT sampled and are presumed to be asbestos-containing.
o None
Asbestos Bulk Sampling Methodology
Asbestos bulk samples were collected and placed in sample bags for laboratory analysis. This sampling was performed to identify asbestos in specific suspect asbestos-containing materials (ACM). The samples were submitted for standard turnaround time analysis via polarized light microscopy (PLM).
The PLM method is the most commonly used method to analyze the building materials for the presence of asbestos. The PLM method is in accordance with the EPA Interim Method of the Determination of Asbestos in Bulk Samples (EPA, July 1993). This method utilizes the optical properties of minerals to identify the selected constituent. The use of this method enables identification of the type and the percentage of asbestos in a sample.
The detection limit of the PLM method for asbestos identification is approximately one percent (1%) asbestos. PEC recommends Transmission Electron Microscopy (TEM) or Point Counting analysis for asbestos samples with trace, or less than one percent (<1%) when analyzed via PLM.
In some cases, samples collected from an apparently homogeneous material and yielding mixed results may, in face, have been taken from different homogeneous materials displaying similar visual characteristics buy composed of different constituents. Although materials may appear to be homogeneous, different manufacturers may have produced them in different batches. Materials, which appear to be homogeneous buy yield mixed results, are typically assumed, in accordance with AHERA procedures, to be asbestos containing in all areas where the materials are located.
PLM Asbestos Bulk Analysis Laboratory
Collected asbestos bulk samples were submitted under chain of custody for standard turnaround PLM analysis to EMSL Analytical in Minneapolis, MN. EMSL is NVLAP (#101234-0) accredited for bulk (PLM) asbestos analysis.
PLM Asbestos Bulk Sample Results
Positive samples identify building components as ACM. Asbestos-containing materials are regulated materials. ACM scheduled for disturbance or in poor condition are subject to handling and disposal according to all local, state, and federal regulations.
On April 6, 2021, a total of 5 bulk samples of what appeared to be 3 homogeneous area were collected at the subject property for PLM analysis.

Conclusions
1. The window glazing on the 1st floor East Window (south end) contains 4% Chrysotile asbestos.
Recommendations
1. Because one window glazing sample came back as asbestos-containing, we must assume that other windows that were not tested contain glazing that is >1% asbestos, and must be considered asbestos-containing. The window glazing is considered a non-friable asbestos-containing material, even though sections of it are maginally damaged in some areas.
Limitations
The field observations, measurements, and research reported herein are considered sufficient in detail and scope to determine the asbestos content of the tested materials at the subject property. The assessment, conclusions, and recommendations presented herein are based upon specifically limited data.
They do no represent all conditions at the subject property as they reflect the information gathered for specific building systems. PEC warrants the findings and conclusions contain herein have been promulgated in accordance with generally accepted industrial hygiene methodology and only for the site described in this report.
Use by Third Parties
This report was prepared pursuant to the contract PEC has with the client. That contractual relationship included an exchance of information about the subject property that was unique and between PEC and its client and serves as the basis upon which this report was prepared. Because of the importance fo the communication between PEC and its client, reliance or any use of this report by anyone other than the client, for whom it was prepared, is prohibited and therefore not foreseeable to PEC.
Reliance or use by any such third party without explicit authorization in the report does not make said third party a third party beneficiary to PEC’s contract with the client. Any such unauthorized reliance on or use of this report, including any of its information or conclusions, will be at third party’s risk. For the same reasons, no warranties or representations, expressed or implied in this report, are made to any such third party.
Unidentifiable Conditions
This asbestos-related environmental consulting report has been developed to provide the client with information regarding apparent conditions related to limited accessible building materials in the subject property. Although PEC believes that the findings and conclusions provided in this report are reasonable, the assessment is necessarily limited to the conditions observed and to the information available at the time of the work. Due to the nature of the work, this is a possibility conditions exist that could not be identified within the scope of the assessment or which were not apparent at the time of our site work. The assessment is also limited to information available from the client at the time it was conducted. It is possible that the testing methods employed at the time of the report may later be superseded by other methods. PEC does not accept responsibility for changes in testing methods.
Prairie Environmental Consulting, LLC does not guarantee that all contaminated areas in the subject property were recognized during our evaluation. This report is limited only to the samples taken and locations sampled. Additional sampling may be needed to further identify other pollutants, or other affected areas inside the property.
We have employed state-of-the-art practices to perform this analysis of risk and identification, but this evaluation is limited in scope to the areas listed above. Our services consist of professional opinions and recommendations made in accordance with generally accepted engineering principles and practices, and are designed to provide an analytical tool to assist the client.
