About this file

This document contains questions and answers regarding Solicitation #140P6323B0006 for parking garage drainage and Americans with Disabilities Act renovations at Mount Rushmore National Monument. The solicitation will result in a contract to repair one parking garage at a time to avoid impacting pedestrian access, with each garage to be closed during construction. Work must be completed between October and May, though temporary heating may be required for specified coating installation. Noise restrictions limit demolition durations but each garage closure eliminates public exposure. The contractor must submit safety and hearing protection plans for approval and may request extended hours with approval from the Contracting Officer's Representative.

Questions and Answers Mount Rushmore NM

Solicitation #140P6323B0006 Jun 20, 2023

Question Answers

1 The solicitation indicates that we can only work on one parking garage at a time. Since we are impacting pedestrian access out of multiple levels, will the garage that we are working on be closed to the public? If not, what provisions are expected/needed to accommodate the pedestrian traffic?

The Parking garage that is being worked on will be closed to the public. The other garage will remain open to the public.

2 There is an embedded handrailing at the ramp off the Lincoln Level 3 parking. The concrete ramp is identified to be removed and replaced. The railing is not shown in the contract documents nor are there any notes about salvaging and reinstalling. Is the intent to salvage and reinstall that railing?

Yes, the intent is to salvage and reinstall the existing railing.

Contractor to use care in removing and salvaging the existing rail posts.

3 The surfaces adjacent to the specified beam and structural slab replacements have a colored textured coating applied. There is no painting/coating specified to be installed on the underside of the beam and slab repair areas. Please clarify finishing requirements at this area.

Match existing beam and floor finish textures only. No paint matches are required.

4 Specification Section 011000, Paragraph 3.10.B.1 has very restrictive noise requirements that severely limit the duration of the required demolition work in any given hour. The project only has a duration of 70 calendar days and I expect with these limitations that the work can not be completed in the specified time. Can the noise durations be expanded so that work can be accomplished efficiently?

Each parking garage will be closed to the public during construction. One closed at a time. No public access to construction areas is anticipated. Proper hearing PPE is required of contractor’s employees meeting OSHA standards during the demo portion of this project.

Contractor is responsible to submit safety plan for hearing protection/signage requirements. Contractor should work with COR to approve extra hours if necessary.

5 The specified Aquron and traffic coating materials have temperature 6installation requirements. With the work being specified to be completed between October and May, it may be difficult to install the products without temporary heating and sheltering. Can the performance period be expanded into more favorable weather?

This project is phased so that construction is performed during off season Park peak visitation. The government anticipates favorable weather during the contract period to allow proper installation of the coating materials. However, temporary heating and sheltering would be the responsibility of the contractor.
