About this file
This document contains responses to questions from potential offerors for a federal contract solicitation to replace roofs at Great Island in Cape Lookout National Seashore. The solicitation is set aside for small businesses and seeks to award a contract to replace roofs on structures with the same brand, type, and color of shingle. Offerors are responsible for coordinating private ferry transportation to access the island worksite and must provide their own storage and lodging during the project. The National Park Service will make a designated area available for a contractor's camper and allow use of the Law Enforcement cabin, but there is no other space available for materials or tools. Six vendors attended the pre-solicitation site visit. The contracting officer contact is Scott Achin and no additional documentation is required from small businesses to submit a proposal.

1. Is there a place to more a private vessel transporting to and from the island?
A: Yes, there is a slip at Great Island for 1 (one) contractor vessel. If a contractor needs a barge or landing craft, that will need to stay outside of the harbor and away from ferry traffic. There is no location on the mainland for a private vessel. Contractor will be responsible for securing mainland dock/slip space on their own.
2. In your opinion, are the sand roads good enough to drive a truck and trailer on for trash removal?
A: There are too many variables for me to answer this and take responsibility for the answer.
Depends on truck size, trailer size, trailer weight, tire pressure, tire size/width/tread, 4x4 system, driver ability, etc… The park will not assist in movement of vehicles, materials, refuse, trailers, equipment, etc… The park will not retrieve a vehicle or trailer that is stuck, you will need to contract out a private recovery company. The park does not take responsibility for this determination.
3. Am I still able to make my own site visit, or will I need a NPS representative.
A: Yes, however, there will be no escort park personnel. There is no need for an escort as the site is on public land. I’m not going to be there.
4. How many companies were present at the site visit.
A: Six (6)
5. Any chance you can distribute the attending list of vendors at the site visit?
A: Yes, the list of attendees is attached to this amendment. It is Attachment 0006 of the solicitation.
6. Is there a place on the land (Davis, NC) side that the park owns that we would be able to utilize for laydown area?
A: No
7. Is there a building on the island we can gain access to for tool/Equipment storage during project as to prevent having to remove all tools each day from the island.
A: No, contractor shall provide their own job trailer or storage container. Space is at a premium.
There is no extra space. No tools, materials, refuse, or debris shall be stored in, on, or under any cabin or any structure.
8. Can vendors bring a camper to the site for the work crew?
A: The park will allow this. The park will need to make a designated spot at great island for them.
9. Can vendors use housing on Great Island?
A: The park will allow use of the Law Enforcement (LE) cabin for the duration of the project.
Individual cabins will be available for rent at contractor’s expense.
10. Please explain use of the vehicle ferries from Davis, NC.
A: These are private ferries, not operated by the Park or the state of NC. Contractors are responsible for their own coordination with the private ferries for transportation of equipment, vehicles, materials and refuse. These are private businesses and selected contractor is responsible for all logistics, contact, contracts, fees, etc…
11. Was anything discussed that wasn’t in the bid documents?
A: No
12. I wish to make another site visit to “Great Island” the first of next week. Are there any papers to sign, or are we to have an escort? We would only be there an hour or so. Is contact information available for Steve Sabol, our local contact?
A: There is nothing preventing you from visiting the site again on your own. The Park will not be available to attend the additional site visit. Until the contract is awarded, Scott Achin, Contracting Officer, will be your contact person. He can be reached via email at Scott_Achin@nps.gov or via phone at 305.849.1874.
13. We would like to participate in the solicitation 140P5521R0011, for “Great Island” as a General Contractor. We, along with our subcontractor, will be able to meet all of the criteria as is noted in this solicitation package. If there is additional documentation required for us to submit pursuant to this request, please advise.
A: This requirement will be fulfilled via a total small business set-aside. As long as you are a small business in accordance with NAICS 238160, you may submit a proposal for this requirement. No additional documentation is required.
14. What level or stage of the Fortified roofing system is required (i.e. gold, silver, etc)?
A: Roof to be per SOW. Shingles to be as specified or direct equivalent in all specs. Roof underlayment to be per specs. Pulled directly from specs.
-Class 4 Impact Rating.
-ASTM D3161 Class F Wind Rating.
-130mph Wind rating. Install per manufacturer specifications to achieve rating.
-Same brand, type, color of shingle on every structure.
We did select a fortified level, since this solicitation only applies to the roof and not total structure.
